In recent years, the cooperation and unity of the Turkic countries gain increasing momentum which are being demonstrated by its viability leading to the emergence of a united Turkic World as a new geopolitical reality in the Euroasian region. The cooperation deeply embedded in historical brotherhood ties, common language root, cultural and traditional commonalities has revealed significant political and economic results in the continent.

Abstract:
Against the backdrop of the COVID-19 crisis and Russia’s aggression in Ukraine, crisis preparedness and security of supply have taken on a new urgency. The recent events have demonstrated the fragility of many of the international flows of critical goods, products and services on which the Nordics also depend. As one of the most interconnected regions in the world, it is only through cooperation that the Nordics can avoid supply disturbances and crises that cascade throughout the region. The Nordics are well placed to enhance such cooperation. Based on extensive comparative analysis, the report shows how the Nordics share key characteristics in their approach to crisis preparedness and security of supply. What this report calls the Nordic resilience approach thus also forms a solid basis for joint action at the regional level. Finland’s and Sweden’s pending NATO accession will further strengthen the potential for Nordic cooperation. It is with this potential in mind that the present report investigates Nordic crisis preparedness and security of supply models, reviews existing cooperation and provides practical recommendations on how to jointly strengthen Nordic resilience.

Abstract:
This article analyses the first enforcement of the MERCOSUR Democratic Clause, which occurred during the XLIII Summit of Heads of State in 2012. It was decided to suspend Paraguay because the member states concluded that the impeachment process of Paraguayan President Fernando Lugo did not follow democratic principles. Since the event raised questions and controversies, the article contributes to an explanation of the decision-making process that culminated in the political suspension of Paraguay from the regional bloc. It is argued that the state parties of Mercosur, justified by Paraguay’s historic political and economic fragility and the context of President Fernando Lugo’s impeachment, have strategically used the clause in order to achieve interests beyond the defence of democracy, among them Venezuela’s adhesion to the Bloc.

106. European Union cohesion project characteristics and regional economic growth

Abstract:
Due to problems with existing methodologies that aim to identify the causal impact of European Union cohesion policy on economic growth, we adopted a novel methodology. We first estimated ‘unexplained economic growth’ by controlling for the influence of various region-specific factors, and then analysed its relationship with about two dozen characteristics specific to projects carried out in various regions in the context of EU cohesion policy. We found that the best-performing regions have on average projects with longer durations, more inter-regional focus, lower national co-financing, more national (as opposed to regional and local) management, higher proportions of private or non-profit participants among the beneficiaries (as opposed to public-sector beneficiaries) and higher levels of funding from the Cohesion Fund. No clear patterns emerged concerning the sector of intervention.

Abstract:
China has land borders with mainland Southeast Asia and strong strategic imperatives to develop land routes to the sea. It has both potential and motivation to pursue an infrastructural sphere of influence in the Mekong subregion through Belt and Road Initiative (BRI) projects joining southern China and mainland Southeast Asia. The poorer states, especially Laos and Cambodia, have been receptive to the BRI and infrastructure investment, but Thailand and Vietnam, strong states and protective of sovereignty, have been more cautious. This means China’s impact is significantly varied across the subregion. China’s Special Economic Zones (SEZs) in Cambodia, Laos, and Myanmar are in some cases dissolving borders and in others carving out Chinese-controlled enclaves, all increasing the People’s Republic of China (PRC) presence and influence.

What is this disapproval based on, and how important is the issue of EU enlargement in the Western Balkans for people in France? Using a combination of 2020 survey data representative of the adult French population and in-depth focus groups with French voters, this report offers a comprehensive insight into the views of the French on whether or not the countries of the Western Balkans should join the European Union.

Abstract:
The European Union is struggling to recover from the COVID-19 pandemic, which has swept through European societies and economies, causing more than 500,000 deaths (and counting) and a GDP downturn of –6.4 per cent in 2020. This is the third big crisis – and possibly the most dramatic – to impact the EU over the last 12 years, following the economic and financial crisis in 2008– 2010 and the extraordinary influx of migrants arriving on European shores in 2015–2016. All these crises produced asymmetrical consequences on the member countries and citizens. The already marked differences among member states have been exacerbated, making a unified response by EU institutions difficult in the process and suboptimal in the outcome. Indeed, especially during the first wave of the pandemic in Europe, the actions and statements of national leaders revealed a deep rift within the EU and the Eurozone, leading to nationalistic moves in border control and the export of medical supplies. Citizens were therefore exposed to the negative consequences of a Union with limited powers in sectors such as health and crisis management. Meanwhile, important decisions such as the approval of the Next Generation EU package and the new budget for 2021– 2027 risked ending in failure due to the opposition of some member states.

110. Appeasement and Autonomy: Armenian-Russian relations from revolution to war

Abstract:
Armenia’s foreign policy and its role in the post-Soviet space are often characterised as ‘pro-Russian’. While such a description is partially true, it is overly simplistic. This Brief analysis the main trends and evolutions in Armenia’s Russia policy after the 2018 Velvet Revolution: how the changes have influenced Russia’s approach towards Armenia, how these dynamics affect Armenia’s autonomy and what the consequences of the 2020 Nagorno-Karabakh war are for Armenia’s regional security and alliances. After the revolution and up until the 2020 Nagorno-Karabakh war, no substantial strategic changes were made to Armenian foreign policy. The leadership has avoided framing its external affairs in geopolitical ‘pro or against’ terms, promoting a ‘pro-Armenian’ policy that aims to maintain good relations in all directions and prioritises sovereignty as a foreign policy principle. Instead, the revolutionary ambitions of the new leadership have been directed towards domestic issues such as fighting corruption, reforming the judiciary and law enforcement bodies, improving the business environment and addressing social issues.
