1. What Makes an Imagined Future Credible?

Abstract:
Narratives of the future are a crucial source of the dynamics of capitalism (Beckert 2016). Since there are no future facts, assessments of the future necessarily need to rely on accounts that cannot be limited to the presentation of facts. This means they cannot be true or false, but they can be credible or non-credible. To trigger decisions, the narrative must convince actors that it is at least sufficiently probable that events will indeed play out as portrayed. But where does this credibility come from? I propose a simple model which consists of three elements. I distinguish first the "story-maker" or "persuader", the person (or institution) that creates specific imagined futures and often wants to convince other actors of the accuracy of the narrative. Second, the "story-taker" or agent who ultimately makes the decisions through which resources are put at risk and who needs to become convinced of the credibility of the imagined future. The third element in the model is social context, the features of the social and material environment that position the agent in a social network and influence assessments of credibility.

2. Triffin Reloaded: The Matrix of Contradictions around Global Quasi-State Money

Abstract:
What explains the US dollar’s role in the global economy and the tensions affecting its likely persistence? Most analyses start from Triffin’s dilemma, which accurately captured specific but partial tensions of a global monetary system based on essentially fixed exchange rates, gold backing for its core currency, and relatively robust capital controls. Triffin’s approach, and those based on it, struggles to explain the tensions in a system with floating exchange rates and fiat money, because Triffin and successors assume a commodity theory of money, a loanable funds model for credit creation, and the “triple coincidence” of monetary, legal, and economic zones. Approaching the question from different premises – chartalist money, endogenous credit creation, and interlocked global balance sheets – enables us to see four factors behind the antinomies or dilemmas that structure the dynamics and durability of US dollar centrality. Those four factors are adequate credit creation and thus global aggregate demand growth, current account deficits for the core, domestic legitimacy in major economies, and the dollar’s status as global quasi-state money.

This article examines Vladimir Putin's commitment to rebuilding "Greater Russia" and its implications in the context of the invasion of Ukraine. Putin's vision involves re-establishing the former Soviet Union and extending Russian dominance beyond its borders, fueled by a belief in the historical and cultural ties between Russians and Ukrainians. The article explores Russia's assertive and unilateralist approach to international politics, its military interventions in neighboring countries, and the justifications used to expand Moscow's control over former Soviet territories. Highlighting the invasion of Ukraine in 2014 and its devastating consequences, the author raises questions about Putin's long-term goals and whether they involve recreating "Greater Russia" or countering perceived threats from the West and neighboring states. The author contends that despite other factors that might play a role in influencing Russian policy, the re-establishment of Moscow’s influence/ control over as much post-Soviet territory as possible – the recreation of “Greater Russia” -- is the most important role – not NATO expansion, although it no doubt was an issue. If the Russians are successful in dominating Ukraine, other former Soviet areas – for example, the Baltics – are likely to become targets of future expansion.

Abstract:
The conducted research indicates the elements characteristic of power relations among states in Eastern Europe by describing them in mathematical terms. Using existing assumptions and resulting universal powermetric models, the study adapts them to the specifics of the region, enabling the implementation of the negative role of the imports of Russian energy resources in calculating the power of individual states. The role of trade links based on the two main energy resources – natural gas and crude oil – has been indicated. Imports of these raw materials from Russia, which constitute a significant part of the balance of resources used in the energy sectors of the importing countries, are the source of reduction of the geopolitical position of these states in the region, in relation to the position held by the Russian Federation. By taking into account the negative impact of trade in energy resources due to their use by the Russian Federation as a tool in achieving geostrategic goals, the conclusions obtained in the study allow for an increase in the accuracy of existing powermetric models in research on power distribution in Eastern Europe.

Since 2014, public debate in Europe has focused almost exclusively on what Russia would do on its western flank and how it would manifest its vexation over NATO enlargement. On 24 February 2022, analysts and policymakers in Europe woke up to news of a large-scale Russian invasion of Ukraine. What will the future hold for security on the European continent? An underexposed aspect of this security architecture is the accelerated militarisation and rise of tensions in the Arctic. Although the EU and NATO have both recognised the geopolitical importance of the Arctic, public debate in member states is still lagging behind. The Arctic is heating up, and not only literally. Up until the Russian invasion of Ukraine, Russia’s and China’s worsening relations with the European Union and the United States meant that the world order was at risk of falling apart into two rival blocs, as during the Cold War: Europeans and Americans against Russians and Chinese. Since 24 February 2022, that is not so clear anymore. The more Russia escalates the violence in Ukraine, but also the strategic anxiety (by putting its nuclear forces on alert), the more difficult it becomes for other powers to stay completely aloof, let alone to simply align with Russia. The more EU and US sanctions reverberate throughout the global economy, the more it becomes impossible for other powers to avoid going at least partially along. China in particular has in fact already made a defining choice.

Abstract:
Turkey’s long-term search for strategic autonomy, shifting global power relations, and Central Asian governments’ desire to foster multi-vector foreign policies have prompted Turkey to successfully intensify its activities in Central Asia. From the 1990s onwards, Turkey’s activism in Central Asia has strengthened cultural, trade, and diplomatic relations. Its multilateral coordinating body, the Cooperation Council of Turkic Speaking States, is being further institutionalized into the Organization of Turkic States. Turkey’s potential for acquiring a greater role in the region is limited. Its economic engagement remains modest, and Central Asian states’ responses to the Taliban takeover in Afghanistan indicate that Russia and China remain the region’s preferred security partners. Although Turkey, China, Russia, and other external actors compete in Central Asia, no full-fledged confrontation has taken place in the region so far. Turkey’s new initiatives are unlikely to change this dynamic, as long as they are conducted in the spirit of inclusive multipolarity.
