Inequality has important consequences for the extent of pollution and natural resource depletion as well as for the distribution of the costs and benefits from environmental degradation. Inequalities in the distribution of purchasing power operate through the market, and inequalities in the distribution of political power operate through governance institutions, often with mutually reinforcing effects.

The National Sanitation Utility (ONAS) organized a public consultation two months after a human chain demonstration took place on 12 September along the beaches of the southern suburb of Tunis. This article examines the timeline of events that took place to warn against sea degradation from 2013 until September 2021. It also provides feedback on the November 2021 public consultation, and offers insight into the current environmental issues at hand in both local and national contexts.

She also serves as Senior Fellow at the Watson Institute for International and Public Affairs at Brown University. She formerly served as Director of the Energy and Climate Program at the Carnegie Endowment for International Peace. She is the author of several books, including No Standard Oil: Managing Abundant Petroleum in a Warm- ing World, Oxford University Press, 2021. After beginning her career with Chevron, Gordon managed an energy and environmental consulting practice, taught at the Yale School of the Environment, and directed the Energy Policy Program at the Union of Concerned Scientists.

Abstract:
The Mediterranean Basin enjoys very at- tractive geographical, climatic, and cultural features. It hosts a high-density population mainly in the coastal areas, of over 500 million people which has doubled in the last 40 years, and it is still increasing at a high pace. The region faces severe threats including water stress, impaired food production, food security, desertification, severe pollution to mention just a few. These threats have been exacerbated in the last decades by increased demography, migration to urban areas, tourism (the first tourist destination in the world), and very importantly, climate change. The Mediterranean suffers from an increase of temperature 20% higher than the world average. It is a real hotspot of climate change. The present monography, sponsored by the European Institute of the Mediterranean (IEMed), addresses the socioeconomic impact of climate change. There are a lot of studies on the biophysical impact of climate change. Its socioeconomic impact has been less studied probably because of its complexity. Important knowledge gaps do exist. The purpose of gathering knowledge on the socioeconomic impact of climate change is to advise decision-makers on the difficult decisions to be taken to mitigate and adapt to climate change in a region facing severe threats that climate change only exacerbates. For decision-makers, the socioeconomic impact is more relevant than the biophysical impact of climate change.

25. Tangled Wires: Preparing India’s Power Sector for the Clean Energy Transition

Almost none of the world’s largest polluters have enacted policies compatible with the Paris Agreement’s target of limiting global warming to within 2 degrees Celsius, a threshold past which climate disruption is projected to become even more frequent, severe, and unpredictable. Fortunately, despite the absence of adequate government support, renewable energy has grown at an astonishing pace in recent years thanks to its plummeting cost. India, for example, has more than doubled its stock of wind and solar power in the last five years, driven less by sustainability concerns than by clean energy’s potential for cost-effectively meeting citizens’ pressing development needs. However, the low prices of wind and solar projects disguise the structural costs renewable energy poses for grids when deployed at larger scales. The intermittent, unpredictable nature of the electricity generated by such technologies—in contrast to the stable, on-demand flow of power from traditional fossil fuel generation—requires fundamental changes to how countries invest in and operate their grids. For India, one of the most important steps for coping with the variability of these new sources of energy will be better coordination of the flow of power between the country’s disparate state-run grids. By increasing the volume of energy traded between state utilities, periods of surplus power in one region can compensate for deficits in others, making for a more stable and reliable supply of renewable energy—one that can better displace expensive and polluting fossil fuels. Yet, while such reforms would be difficult under the best of circumstances, they will be particularly challenging given the unique dysfunctions of India’s power sector. With its politically compromised, perennially loss-making electricity distribution companies already struggling to keep the lights on, bolder change appears unlikely. Deeper reforms to India’s power sector are therefore prerequisites to adopting solutions like regional coordination that can ensure the continued growth of renewable energy. The good news is that Prime Minister Narendra Modi’s national popularity and the dominance of his Bharatiya Janata Party (BJP) at the state level offer the country’s leaders an opportunity to reform the power sector where others have failed. But to take advantage of this opening, Modi must go beyond his modus operandi by investing in incremental institutional solutions rather than one-and-done technical fixes and by serving as a coordinator for India’s states rather than legislating by central fiat. Deeper reforms enabling India to maintain its rapid expansion of renewable energy not only would provide clean, low-cost power to its people but also would help the world offset the failings of more laggard countries, perhaps even putting back within reach the Paris Agreement’s more aggressive target of keeping global warming to within 1.5 degrees Celsius. But the hardest part of this ambitious task lies ahead—in ending the vicious cycles that have plagued India’s power sector for decades.

Abstract:
This Clingendael series ‘The Green Agenda for the Western Balkans’ provides an inside perspective on the EU climate ambitions for the Western Balkan Six (Albania, Bosnia & Herzegovina, Kosovo*, North Macedonia, Montenegro and Serbia) and the challenges ahead. In this third contribution, we analyse the state of affairs with regard to pollution. Across the Western Balkans, air, water and soil pollution levels are incredibly high. Public health is continuously jeopardised by air pollution arising from local heating sources and energy production plants. The Green Agenda for the Western Balkans aims to assist the region in tackling pollution problems and aligning the countries’ environmental quality regulation with the European acquis. This paper analyses the state of affairs with regard to air, water and soil pollution in the WB6 and examines how it affects citizens’ health and socioeconomic prospects. The policy brief argues that countries in the Western Balkans need to address a coal phase-out while simultaneously tackling energy poverty. The EU could more actively support this, not only by providing a platform for dialogue, but through supporting programmes for renewable energy provisions and infrastructure, reskilling of workers and job creation. The Sofia Declaration, that sets out the Green Agenda, needs to be complemented with measures to ensure compliance with environmental regulations, preferably by involving civil society organisations in monitoring implementation and raising public awareness of the socioeconomic costs of pollution.

28. The Impact of Environmental Regulations on Manufacturing Outsourcing: Re-examining the Pollution Haven Effect in Global Value Chain

As countries worldwide attempt to address a series of global and domestic environmental challenges, the pollution haven effect remains an ongoing concern among trade and environment researchers and policymakers. This paper examines the pollution haven effect in the context of global value chains using inter-country input-output data at the manufacturing industry level from 1995-2009. This paper pays special attention to the issue of “doublecounting” caused by intermediate trade. The analysis utilizes two outsourcing measures and two revealed comparative advantage measures appropriate for analyzing global value chains. I propose women’s political power as a novel instrumental variable to address the endogeneity of environmental regulation. Regression results show that more stringent environmental policies are not a significant determinant of manufacturing outsourcing and competitiveness in global value chains. At the same time, women’s political power is associated with more stringent environmental policies.

Abstract:
Since 2005, Ulaanbaatar, the capital city of Mongolia, has become infamous for being one of the most polluted cities in the world. In response to growing public concerns over air pollution, on May 15, 2019, the Government of Mongolia (GoM) implemented a ban on raw coal – a type of fuel that poor citizens in the city use to survive harsh winters in the world’s coldest capital – and introduced “refined coal briquettes” at a subsidized price close to the price of raw coal. Since the COVID-19 outbreak and the country-wide economic shutdown, lower-income families are struggling to afford food, let alone refined coal briquettes; as a result, they are resorting to burning cheap, dirty fuel, including trash to keep themselves warm. Despite GoM’s efforts to reduce air pollution, in October 2020, Ulaanbaatar’s air quality, again, ranked the worst in the world, ahead of Lahore, Pakistan; Delhi, India; Chengdu, China, and other cities infamous for hazardous levels of air quality. While reducing raw coal consumption is critical to improving air quality, the raw coal ban is not a panacea to solving Mongolia’s air pollution. Poverty is the true culprit behind Ulaanbaatar’s subpar air quality. If Mongolia is to sustainably reduce air pollution, the raw coal ban must be accompanied by social and economic policies that aim to lift people out of poverty.
