Abstract:
While broadly speaking the framework of separation of power is not fully executed which has caused institutional tangle in the history of Pakistan, however, the main objective of this research paper is to re-investigate the relationship between the civil and military leadership in the period 2013-2018. The elemental premise of this article is that the civilian and military leadership has generally squabbled during the civilian rule. This paper contends that this wrangle has left a majority of people of Pakistan with undelivered promises and their woes have generally multiplied. Generally speaking, perception abounds that form over substance approach proliferates in the present democratic set-up. There is an impression that the military schemes surreptitiously to destabilize the civil governments if the latter does not play to the whims of the former. The relations between the two power-centres embittered during the period 2013-2018 and it is generally believed that such tensions led to events like the dharna (sit – in) by the PTI/PAT, Tehreek-i-Labbayak protests/sit-ins and the disputed election results of 2018. Right or wrong, but there is an impression that military has generally tried to transgress its limits and meddled in the affairs of the civil administration in order to punish the ‘corrupt civilians’ for their corrupt practices. The relationship of civilian and military leadership in this article discusses specifically the instances which created tussles between both the leadership during the 2013-2018 periods. Again, the civilian leadership is facing the charges of corruption and since the matter is sub- judice, this paper constraints from considering these politicians corrupt or innocent but the main argument of the paper is that whether it is direct or indirect military interference the main allegation against the politicians is corruption. Therefore, this paper will try to find the answer to the following queries: what is the conduct of the civil governments how the civilians irritate the military and other institutions why the military takes interest into the civilian matters and why military needs to policing the civil governments and what factors caused the downfall of Mian Nawaz Sharif government. The underlying hypothesis of the study is that the theory of separation of power is not fully implemented in Pakistan which has been causing institutional clash and powerful institutions overpower the weaker and in case of Pakistan’s parliament is the weakest institution. However, this paper will like to recommend to go for the basics of democracy ‘Separation of power’ to ensure continuation and consolidation of democracy.

3. The Challenges of Power-Sharing and Transitional Justice in Post-Civil War African countries

Abstract:
This article uses the cases of Burundi, Mozambique and Sierra Leone to analyse transitional justice processes in African societies where power-sharing was used as a key tool to end very protracted and violent civil wars. It is argued that, by affording warring parties a prominent role in the post-settlement political environment, power-sharing inadvertently impeded the pursuit of both restorative and criminal justice in all three countries. As an instance of ‘warriors’ justice’, power-sharing was used by such actors as an opportunity to avoid facing retributive justice. Indeed, due to the central position they held within the power-sharing dispensations, former warriors emphasised amnesty while paying lip service to reparations for victims. In all three countries, the decision to revert to the international judicial system or not was mainly motivated by political calculations rather than any genuine concern for justice. However, notwithstanding the shortcomings above, the consensus brought about by the power-sharing dispensations enabled the three countries to effect meaningful institutional reforms, albeit with limited and different levels of success.

4. Leverages and Constraints for Turkish Foreign Policy in Syrian War: A Structural Balance Approach

Abstract:
Various balance and imbalance conditions among the U.S., Russia, Turkey, Syria, and Iran are analyzed to present how changes in the direction of conflict and cooperation disturb the regional balance in the Syria conflict. We find that given a stable hostility between the U.S. and Russia, and the stable friendship between Russia and Syria, Turkish preferences over coveting friendship and leaning toward enmity are central in the formation of balances. Turkey-Syria relations constitute a key for the balance in the region. A main Russian foreign-policy problem thus remains to help Turkey and Syria to conduct friendlier relations. A competition or an agreement between the U.S. and Russia over Kurdish independence underlies TFP alignment choices and a high likelihood of a protracted conflict for years to come in the Middle East.

Abstract:
Most negotiated peace settlements since the 1990s have featured some aspect of power sharing, including those in Northern Ireland, Burundi, Bosnia, and Nepal. However, by freezing a sometimes unstable status quo, power sharing can create challenges to maintaining peace over the longer term as issues arise that rekindle enmity or create new suspicions among the parties. This report argues that power-sharing arrangements can be made more durable by providing robust forums, either permanent or ad hoc, that allow parties to resolve differences as they arise and to reaffirm their commitment to peace.

Abstract:
This article uses Arend Lijphart’s notion of ‘power-sharing consocia-tionalism’ to understand the mutually reinforcing conflict system and the barriers to resolving such conflicts in South Sudan. ‘Consociationalism’ has been affirmed as an ideal approach for resolving conflicts in ethnically divided societies, but in South Sudan, the formal institutions of power sharing have not delivered sustainable peace. Analysis in this article reveals that the implementation of the various ‘peace agreements’ and ‘deals’ deviated from classical ‘consociationalism’. Consequently limited attention was paid to inter-ethnic tensions and too much emphasis was placed on the mechanics of power sharing among the executive and military institutions, leading to the proliferation of ‘organised political movements’. Rather than focusing on the mechanics of power sharing, a viable consociational model for South Sudan should concentrate on how such multifaceted layers of issues can be accommodated within a single settlement. Therefore, the South Sudan conflict system requires a stronger reconceptualisation of issues. Hence we have coined the term ‘tragedy of ethnic diversity’, not as a replacement of the well-known concept of ‘resource curse’, but as new thinking that might shape future research and scholarship in the increasingly complex South Sudan conflict system.

7. Power-Sharing as a Peace-Building Solution for Ukraine

Abstract:
The institutional arrangement in Ukraine is a game with zero-sum: a strong president (winner) takes all. In the case of the ongoing conflict in the East of Ukraine and the consequences of such a conflict, it forces us to look for a solution to overcome the existing problem, especially, where each part of Ukraine can feel its impact on the political process (or decision-making). When comparing the power-sharing situation in Ukraine (like a president from one political party, and a prime minister from the opposite, or from another patron-client network, or a coalition consisting of opposite parties) it has been found that democracy is much more likely to occur in these situations, and Ukraine which is in the process of democratic trans- formation can come closer to other European countries. Therefore these findings open the door to thinking about not just how to reform the existing majoritarian model of democracy, which produces a winner-takes-all outcome, but to look for a model which would share something between each substantial segment of society, and would give a better chance for Ukraine to be a democratic country and a real part of the European community. Such a model could become the power-sharing model suggested by Arend Lijphart, which presupposes systems with inter- est accommodation and power sharing among significant segments of society.

Abstract:
Since the end of the Cold War, old-fashioned power plays have been back in international relations, as confirmed by recent events and trends. Despite the growth of interdependence among states, borders are not crumbled and international actors continue to pursue their interests through the use of all the necessary means. Paradoxically, the liberal order has strengthened some realist principles and confirmed realism as a practical theory that has not necessarily a state -centric vision and does not deny any progress in international cooperation and change resulting from interdependence. The ability of governments to pursue domestic policies effectively is increasingly influenced by developments in the international system. Moreover, the return of geopolitics and power politics supports the (neo)realist postulate according to which the system tends towards the balance of power between the declining hegemon (U.S.) and the rising powers (China, Russia, India, Japan, Brazil, Germany, etc), given the fact that every rising power is used to seeking to revise the status quo. This article provides an empirical explanation of the (proto)multipolar order in the light of the assumptions of political realism in its neoclassical declination.

9. Local Wars and the Chance for Decentralized Peace in Syria

Abstract:
For decades, the Assad regime rallied support and crushed dissent in Syrian society through mobilizing networks of local intermediaries. Since 2011, the varying relationships between the central authorities in Syria, these local inter- mediaries, and the country’s different localities have played a fundamental role in shaping the outbreak of protests and descent into armed conflict. While six years of war have left the state’s administrative structures in tatters, Bashar al- Assad’s regime has focused on maintaining, reviving, or renewing its network of local intermediaries to keep control in its areas and retake lost territory. However, the conflict has crucially and irreparably changed local politics in Syria, and a return to the pre-2011 status quo is impossible. For any negotiated settlement to be sustainable, these changes will need to be incorporated into a new, decentralized power-sharing bargain, which will shape Syria’s economic and physical reconstruction and postconflict recovery.

Abstract:
Long repressed, banned, and exiled, many Islamist movements and parties across the Middle East and North Africa witnessed a moment of electoral success after the 2011 uprisings. Since then, their fates have varied widely. Some have made significant compromises to stay in power, others have ostensibly separated their religious and political efforts, while others have been repressed more brutally than before or have fragmented beyond recognition. What accounts for these actors’ different adaptation strategies and divergent outcomes? Earlier this year, the Project on Middle East Political Science brought together a dozen top scholars for our 4th Annual workshop on Islamist politics to address these questions.
