61. Flood vulnerability of the critical infrastructure in Poland

Abstract:
The purpose of this article is to examine the significance of the flood hazard for the functioning of the critical infrastructure in Poland and to suggest adequate methods and strategies for reducing the vulnerability of critical infrastructure to flooding. The main research method used is institutional and legal analysis, which shows how critical infrastructure is protected in Poland. The context of climate change is taken into account, the consequences of which may trigger increased threat, and its significance is discussed. It is also shown that river floods of a pluvial character constitute the greatest hazard in Poland, as they pose a threat to urban areas where most critical infrastructure is located. The author lists methods which can be used to protect critical infrastructure from flooding. Examples of systems are also provided. A conclusion is formed that the approach to this problem should be comprehensive and make use of methods related to flood prevention, flood defence and flood mitigation, and above all, the relocation of elements of the critical infrastructure. It is evident that the best time to reduce the susceptibility of specific systems to floods is when they are developed or modernised by taking into account the flood risk. Lastly, the biggest problem of the critical infrastructure in Poland is highlighted, namely its identification once it is already built, which means its location had not been thought through.

Produced by the Institute for Economics & Peace (IEP), the report covers over 3,638 sub-national administrative districts, or 99.99 per cent of the world's population, assessing threats relating to food risk, water risk, rapid population growth and natural disasters. Many ecological threats exist independently of climate change. However, climate change will have an amplifying effect, causing further ecological degradation. The research takes a multi-faceted, multidimensional approach by analysing risk at the national, administrative district and city level, while also assessing these entities by ecological threats, societal resilience and levels of peace. Additionally, the research provides projections to 2050. To assist the international community in prioritising its focus, IEP has identified the countries, administrative districts and cities most at risk

The research takes a multi-faceted, multidimensional approach by analysing risk at the national, administrative district and city level, while also assessing these entities by ecological threats, societal resilience and levels of peace. Additionally, the research provides projections to 2050. To assist the international community in prioritising its focus, IEP has identified the countries, administrative districts and cities most at risk. The main finding from the 2022 ETR is that without concerted international action, current levels of ecological degradation will substantially worsen, thereby intensifying a range of social challenges, including malnutrition, forced migration and illness. Current conflicts will escalate and multiply as a result, creating further global insecurity. A nexus of interrelated challenges sustains and feed off each other. Systemic effects compound, ensnaring countries in conflict traps that are difficult to escape. This nexus is explored in the ETR, highlighting the significant impact of high population growth, ecological collapses, weak societal resilience and their relationship to conflict. These issues need to be addressed systemically. Highlighting the gravity of the situation, 90 per cent of the 20 least peaceful countries face at least one catastrophic ecological threat, while 80 per cent have low societal resilience. Ten of the twelve countries with the highest ecological threat rating, in all four domains, currently suffer from conflict deaths, while 11 of these countries have moderate to high ratings for intensity of internal conflict.

Abstract:
Large-scale Disaster Risk Finance (DRF) mechanisms are relatively new tools in the field of humanitarian assistance and anticipatory action that can have significant positive effects on disaster recovery. However, there is a lack of analysis on how DRF can affect behavior or risk perception, which is important for countries to understand. We sought to answer two questions in this Conversation Starter: Does the presence of DRF or similar mechanisms cause behavior change in people covered and if so, how? What role does risk communication play in DRF and behavior change? Drawing on findings from similar programs, such as community health and microfinance, provided insights on areas where DRF may have impact on behavior. The available research indicates that disasters make people risk averse and that insurance and other DRF mechanisms can enable beneficial outcomes. Trust in public institutions, ideally the ones that manage DRF, alongside accurate and timely information from government or other relevant actors, is needed for acceptable levels of risk to be communicated and for appropriate corresponding actions to be taken,

Abstract:
The number and impact of natural disasters are increasing because of climate change and more people living in urban areas (Sanderson and Sharma 2016). The mechanism is simple, at least when considering climatic events: higher temperatures lead to higher rates of water evaporation, which increases the chance of flooding events (Wallace et al. 2014; IPCC 2001). The number of hot days has increased and the number of cold days has decreased in land areas, with model projections indicating that extreme precipitation events will continue to increase, resulting in more floods and landslides. At the same time, mid‐​continental areas will get dryer, which will increase the chance of droughts and wildfires (Van Aalst 2006). The course of action taken by humanity in the next decades will likely play a pivotal role since extreme differences in projections are expected if global temperatures rise 2°C in comparison to 1.5 °C above preindustrial levels (Allen et al. 2019). What are the economic impacts of natural disasters? This question has been addressed to a large extent in the literature, but it still does not have a conclusive response. The seemingly natural reasoning that destruction cannot lead to a net benefit for society was explained almost two centuries ago by Bastiat (1850) in his famous broken window fallacy. A shopkeeper’s son, Bastiat relates, breaks a pane of glass in his father’s store. The father, angry due to the boy’s careless action, is offered consolation by the spectators, who claim that the event is positive for the economy since it provides labor to glaziers. While Bastiat acknowledges that the accident brings trade to the glazier since the shopkeeper has to replace the window, regarding the event as wealth‐​increasing conveys a narrow perspective. The shopkeeper ends up poorer since he cannot spend the same money elsewhere, and if the boy had not broken the window, then the labor and other materials that were used to repair the damage would have been used elsewhere, potentially making the tangible wealth of the community grow.

Humanitarian agencies need to reflect on the past, learn from the present and actively imagine the near and increasingly threatening future. From excessive consumption to the over-exploitation of natural resources, polluting activities to large-scale deforestation, humans have already dramatically changed the Earth’s climate and environment. As a result, we are experiencing more frequent and more intense weather events, the humanitarian consequences of which are major. Droughts, flooding and tropical storms cause death, disease, destruction and large-scale population displacement. Public health emergencies are already increasing because of these changes. Conflicts and conflict situations may increase, as may the resulting human migration and displacement. Humanitarian actors working on the ground with climate-related disasters are well placed to observe the intensification of climate-related effects and the increasing complexity of extreme weather events in all regions of the world, including regions where such events were previously rare or unknown. This annex accompanies the ALNAP Lessons Paper: Adapting humanitarian action to climate change, which aims to inform the work of humanitarian practitioners in the face of future climate-related disasters.

Abstract:
The political earthquake that rocked Tunisia on 25 July 2021 and its following 25 September aftershock – which resulted in a loss of power and dissent over contested leadership – had closed a cycle for Ennahda and ushered in a moment of existential uncertainty. It became unclear if the organization could reinvent itself to regain the role it had played since 2011. In one form or another, it was also unclear if the party still had something to offer Tunisians. This is essentially the recurring uncertainty surrounding the relevance of political Islam as a party and its potential to bring about specific solutions to contemporary problems created in the wake of the turmoil of the past few weeks. In this context, this paper will provide a retrospective glance at Ennahda’s trajectory since 2011.

70. “Baby Won't You Please Come Home:” Studying Ethnoracial Segregation Trends in New Orleans Pre and Post Hurricane Katrina

Abstract:
This paper explores the ethnoracial segregation trends of New Orleans, Louisiana between the years 2000, 2010, and 2018. It studies the effect of Hurricane Katrina—which struck in August 2005—on population figures and racial composition within two geographic units of study in Orleans parish: neighborhoods and census tract block groups. Since Hurricane Katrina, White residents have returned in larger numbers than Black residents, and particularly so in neighborhoods that were predominantly Black before the storm. In 2019, New Orleans had 100,000 fewer people than before the storm—nearly the same as the number of Black residents who have not returned. Using a Gibbs-Martin index, which measures racial diversity, the paper finds that decreases in population at the census block group level are associated with racial “diversifying.” This trend invites a conversation on the normative interpretations of racial heterogenization, its causes, and its consequences: who bears the costs of increased “diversity” and what is the historical backdrop it operates under?
