Abstract:
This IFPA National Security Update provides information on missile defense issues related to the 2018 National Defense Authorization Act (NDAA) and the soon-to-be-released Ballistic Missile Defense Review (BMDR). It also provides an update on several developments regarding electromagnetic pulse (EMP), including Congress’ decision to create a new EMP Commission. In early 2017, the Institute for Foreign Policy Analysis initiated an online series entitled National Security Update. Its purpose is to examine key foreign policy/defense issues and to set forth policy options. These updates are made available to the broad policy community within and outside government, including key policy makers in Washington, D.C.; members of Congress and their staffs; academic specialists; and other members of the private-sector security community. 113. The NATO/US-Turkey-Russia Strategic Triangle: Challenges Ahead

Turkey and NATO are experiencing a mutual crisis of confidence. Turkish policy makers lack confidence in NATO guarantees and fear abandonment—both prominent historical concerns. At the same time, policy makers within the alliance have begun to question Turkey’s intentions and future strategic orientation, and how well they align with NATO’s. One important factor contributing to this mistrust is Turkey’s recent dealings with Russia. Turkey is trying to contain Russian military expansion in the Black Sea and Syria by calling for a stronger NATO presence at the same time that is seeking to diversify its security strategy by improving ties with Russia and reducing its dependence on the United States and NATO. Turkey’s contradictory stance is no more apparent than in its evolving policy regarding the Syrian civil war. The threat topography of NATO’s southern flank reflects a complex web of state and non-state actors involved in asymmetric warfare. The Turkish shoot down of a Russian jet in 2015 highlighted the complexity and helped to precipitate military dialogue between NATO and Russia in Syria. Since then, Russian President Vladimir Putin and Turkish President Tayyip Erdogan seem to have overcome their strategic differences in their preferred outcome for Syria and have de-escalated the tensions following several rounds of peace talks headed by Russia, Turkey, and Iran and involving some, but not all, factions involved in the Syrian conflict. Yet several important questions about Turkish security policy and its impact on Turkish-U.S./NATO relations remain. What are the security implications of Turkey’s military actions on the southern flank? How is the continued fight against extremism in the region, including ISIS, likely to affect relations? And how should the West respond to Turkey’s security ties with Russia, including the Russian sale of advance military equipment to Ankara? The answers to all of these questions depend in part on whether Turkey’s behavior with Russia in Syria is a tactical move or a strategic shift away from NATO. Understanding these dynamics is key to devising policies and actions to minimize security risks between the U.S., NATO, and Russia. This paper argues that Turkey has economic and political interests in developing closer relations with Russia, but that these interests are not as strong as Turkey’s strategic alliance with the West, and NATO in particular. Turkish policymakers, who lack confidence in NATO, are pursuing short-term security interests in Syria as a way to leverage Western acquiescence to their interests regarding the Kurdish populations in Syria and Iraq. These objectives, however, are not aligned with Russia’s security objectives and do not add up to a sustainable long-term regional security strategy. In the short term, Turkey’s contradictory approaches to relations with NATO and Russia are likely to lead to ambiguity and confusion in the regional security architecture, with Syria being the most visible example of this disarray. To combat this approach, U.S. leadership and NATO should work to convince Turkey that the alliance takes Turkish security concerns in Syria seriously and to minimize the risks of Turkey’s acts as a spoiler in the region. For instance, addressing Turkish concerns over Washington’s arming of the Kurdish rebel group, the YPG, in northern Syria, will go a long way to resolving the key issue motivating Turkey’s decision to partner with Russia.

114. Congress Should Lay Out the Welcome Mat for Whistleblowers

Abstract:
Like any large organization, the United States government is susceptible to waste, fraud, and abuse. In order to help combat these inefficiencies, Congress has instituted a series of whistleblower protection laws to encourage employees to report such instances. However, these laws do not offer blanket protection to any and all whistleblowers. Legal protections for intelligence community (IC) whistleblowers are limited. But broadly, Congress benefits when whistleblowers are protected. The Whistleblower Protection Act (WPA), signed into law in 1989, protects government employees against retaliation for protected disclosures to specified entities. These disclosures include “the release of information that the employee reasonably believes demonstrates illegality, gross mismanagement, gross waste, abuse of authority, or a substantial and specific danger to public health or safety.” The definition of specified entities depends on the nature of the information disclosed. While non-classified information can be disclosed to anyone, classified information must be disclosed only to the United States Office of Special Counsel or the appropriate agency’s Inspector General.

Abstract:
For over 30 years, Women In International Security (WIIS) has worked to advance the role of women in national and international security. While much progress has been made, the number of women occupying prominent positions in foreign and defense policy remains limited. As a result, the role of women in decision making in foreign and defense policies is under-developed. Indeed, while women constitute 40 percent of the Foreign Service officer corps, they hold only one-third of the chief of mission positions.1 Women make up 33 percent of the Department of Defense civilian staff and 18 percent of the DOD active duty officer corps, and they remain grossly under-represented at the highest ranks—less than 8 percent have the rank of general or flag officer.2 Women also remain under-represented as expert commentators in the media. Women accounted for just 24 percent of foreign affairs and national security experts invited to speak on major political talk shows.3 Manels— that is, event panels with only men—remain common in the United States, including in Washington, DC.4

116. TTP’S Safe Havens in Afghanistan: A Constant Threat to Pakistan’s Internal Security

Abstract:
Though Tehrik-e-Taliban Pakistan (TTP) is significantly weakened and dislodged from former Federally Administered Tribal Areas (FATA) yet, it has relocated to bordering areas in Afghanistan under ideological umbrella of the Islamic State in Iraq and Syria (ISIS) and gets operational and logistics support through Afghan and Indian intelligence agencies. ISIS, having been greatly marginalized in the Middle East is struggling to gain foothold in Afghanistan with TTP as its proxy to execute the deadly terrorist attacks in Pakistan. The presence of ISIS in Afghanistan not only poses threat to Afghanistan but its collusion with TTP threatens Pakistan’s internal security as well. Pakistan’s sacrifices go in vain if cooperation from Afghanistan and the US forces is not forthcoming in defeating ISIS and TTP operating from Afghanistan. The article argues while domestic reforms and effective implementation of National Action Plan (NAP) by Pakistan is important to quell extremism and terrorism from urban centres, the cooperation from regional countries, harbouring TTP is vital for the elimination of scourge of terrorism from the region.

Abstract:
These days Generals are thick on the ground in Washington. Not only is the Secretary of Defense a general, but so too are the current and former National Security Advisors to the President and so is the White House Chief of Staff. Military discipline would seem to be the order of the day. Their culture of discipline may seem particularly ironic in one of the most disorganized administrations that we Americans have ever seen. It is nonetheless real.

During the course of the past 10 years, the security environment has become more complex due to the blurring of the lines of warfare. Therefore, the ‘gray zone’ between peace and war expanded and became a battlefield of non-conventional warfare such as counterinsurgency, terrorism, cyber-attacks, etc. (Mansoor, 2012: 1). The failed and fragile states in the Middle East, North Africa, and Central Asia, as well as non-recognized de facto states in the Caucasus played catalytic role in the expansion of the non-conventional warfare. Moreover, Great Powers inclined to use increasingly the non-conventional warfare in the proxy and delegated wars waged by them. In the recent years, the non-state actors used innovative and complicated tactics against legal authorities in many countries. The prevalence of the new complex threats transformed the classic war concept into a concept called ‘new wars.’ Due to the combined use of the conventional and non-conventional warfare, many scholars and politicians started to call the new model of war as ‘hybrid war.’

120. The U.S.-Japan Alliance: Significance and Role

The alliance between the United States and Japan, born at the end of the Second World War, continues to play a vital role in the defense of the Japanese Islands and in U.S. regional Indo-Pacific strategy. The People’s Republic of China is challenging the U.S.-Japan alliance in the Indo-Pacific Region. China has greatly increased its defense budget, expanded and modernized its navy, and increased operations that challenge the region’s status quo—including in the East China Sea, where the PRC regularly violates Japan’s territorial waters, in the vicinity of the contested Senkaku Islands. China’s belligerent behavior poses a strategic threat to Japan’s domestic security and will continue to encroach on Japanese and U.S. interests in the region. The PRC’s threatening behavior and an aggressive nuclear-armed North Korea are testing the U.S.-Japan bilateral alliance as it has not been tested since the Cold War. The United States continues to serve as a guarantor of Japan’s national security. The U.S. military has stationed naval, air force, army, and amphibious forces in Japan as a strategic deterrent against would be aggressors. With U.S. forces in Japan as a deterrent, Japan has developed a pacifist strategy based on non-aggression and security limited to self-defense. The Japanese constitution’s Article 9 enshrined this principle into law. Japan’s regional strategy has paid dividends through political, diplomatic, and economic engagement with Indo-Pacific countries. This includes Japan’s increasing defensive security cooperation in the region. The Japanese Self-Defense Forces have participated alongside the United States and such neighboring states as South Korea in bilateral and multilateral exercises that build both capabilities and security relationships. Beyond diplomatic and soft power engagement, Japan has in recent years increased its defensive capabilities. To counter Chinese and North Korean missile threats, Japan has worked with the United States to build an advanced ballistic missile defense. In addition, the Japanese Self-Defense Forces have acquired medium-range cruise missiles for its air forces to deter potential adversaries from launching attacks. Tokyo has expanded its defense to counter challenges below the threshold of war against Japan’s outlying islands. Improved intelligence, surveillance, and reconnaissance and the establishment of amphibious forces contribute to this defense.
