Abstract:
Canada has built on the findings of the Netherlands’ report, Lessons Learned from Commitment of Reservists in Operations (LLRO), and provided an overview of NATO ability for the international deployment of reservists by specifically examining the pre-deployment phase of operations. Through both national questionnaires and research, Canada has collected, analyzed and communicated key observations and lessons from NATO NRFC member and partner nations to address the institutional support and structures required to set the conditions for the force generation and successful deployment of capable, multi-purpose, integrated reserve forces. This has resulted in a comparative analysis of the triad of military, family and employer support that enhances the deployment of NATO reservists prior to operations.

62. Defence Procurement Canada: Opportunities and Constraints

Abstract:
Substantive defence issues rarely make national political campaign platforms. However, in the 2019 federal election, reforming the defence procurement bureaucracy to overcome delays became a highlight for not one but two of the country’s main political parties. To “ensure that priority projects are progressing on time and on budget”, the Conservatives called for the creation of a defence procurement secretariat within the Privy Council Office, akin to a model used by the Robert Borden government in the First World War. The winning Liberal party went further and promised to create a separate defence procurement agency, called Defence Procurement Canada (DPC). As of this writing, details remain sparse, but as with the Conservatives, the ostensible purpose of such a reform is to ensure that “Canada’s biggest and most complex defence procurement projects are delivered on time and with greater transparency …” Considering that the government’s own defence white paper, 2017’s Strong, Secure, Engaged (SSE) found that 70 per cent of all defence procurement projects were not delivered on time, the existing bureaucratic process warrants a serious look. In fact, a substantial shake-up of the Canadian defence procurement bureaucracy has not taken place since the last separate procurement organization, the Department of Defence Production (DDP), was abolished in 1969. Arguments for altering the bureaucratic architecture of Canadian defence procurement have ebbed and flowed since the mid-2000s, when the first of successive governments began acquisition plans for replacing decades-old fleets of equipment, including CF-18 jets, Protecteur-class auxiliary oiler replenishment ships, Halifax-class frigates and Iroquois-class destroyers. With much publicized delays in these and other major Crown projects (MCPs), reform advocates have drawn attention to Canada’s multi-departmental procurement process as a source of frustration. Unique among allies, Canada relies principally upon three departments – National Defence (DND), Public Services and Procurement Canada (PSPC) and Innovation, Science and Economic Development (ISED) – for acquiring MCPs. Other countries typically rely on one of three approaches to acquiring material for their armed forces: procurement by individual armed services (United States); centralized government organizations (United Kingdom) or independent civilian corporations (Sweden). Although it is not clear whether the Liberal proposal is a new department (akin to the DDP), a Crown corporation or an agency under the DND’s auspices, any restructuring of the defence procurement system will not be easy. No matter what shape it takes, any new organization must deal with rearranging a complex set of institutional realities based on decades’ worth of statutes, policy frameworks and human resources allocations. Political realties still apply, too. Any new organization must contend with Canadian procurement politics, including the impact of new governments, differing priorities, regionalism and purchasing patterns.

Abstract:
Canada and Russia are the geographical giants, spanning most of the circumpolar world. Accordingly, the Arctic is a natural area of focus for the two countries. The region plays strongly into their identity politics, with leaders often invoking sovereignty and security frames to drum up support for investments in this “frontier of destiny.”1 The purported need to protect sovereign territory and resources from foreign encroachment or outright theft, backed by explicit appeals to nationalism, can produce a siege mentality that encourages a narrow, inward-looking view. Although the end of the Cold War seemed to portend a new era of deep cooperation between these two Arctic countries, lingering wariness about geopolitical motives and a mutual lack of knowledge about the other’s slice of the circumpolar world are conspiring to pit Canada and the Russian Federation as Arctic adversaries. Are Russian and Canadian Arctic policies moving in confrontational direction? Can efforts at circumpolar cooperation survive the current crisis in Russian-Western relations, or does an era of growing global competition point inherently to heightened Arctic conflict?

64. The Relationship between the United Nations Command and Japan: 1950 to 2018

Abstract:
The United Nations Command is the multinational headquarters that led the allied forces in the Korean War. The command’s Military Armistice Commission supervises the Armistice Agreement. While the United Nations Command and its activities are common knowledge in the Republic of Korea, the command’s long-standing organization and functions in Japan are less well known. This relationship began in 1950 and is codified in the 1954 United Nations-Japan Status of Forces Agreement. The command’s rear area headquarters, the aptly named United Nations Command-Rear Headquarters, has managed this relationship since 1957. After decades of few changes, the United Nations Command and its Sending States broadened traditional roles and missions from Japan beginning in the early 2000s. This led to expanded activities within the legal framework and security mandate governing the United Nations Command’s relationship with Japan, strengthening Japan’s ties with the command’s member states, and supporting the “maximum pressure” campaign against North Korea. This paper examines the relationship between the United Nations Command and Japan, beginning with the institutions and interests underpinning the relationship. Next, it describes the Status of Forces Agreement and how the relationship functions. The paper concludes with a discussion of relevant policy issues, limitations to greater cooperation, and opportunities for expanded roles within the framework of the relationship.

Abstract:
This monograph identifies challenges and opportunities in today’s US Army Reserve. Since its inception in 1908, the Army Reserve has made important, diverse, and cost-effective contributions to the Army and the Joint Force and has shown the ability to adapt in profound ways to meet emerging requirements. In the context of emerging requirements driven by the 2018 National Defense Strategy, the Army is developing its thinking on multi-domain operations and evolving complex threats in the strategic and operational environments. To meet these emerging, complex challenges, the Army Reserve must adapt again. Accordingly, the monograph offers an honest and direct assessment of the modern Army Reserve’s structural realities, institutional limitations, and untapped potential, while proposing a series of “quick wins,” “heavy lifts,” and “deep” reforms aimed at adapting the institution to meet our nation’s twenty-first century needs.

Abstract:
Wherever one looks, Russia is carrying out aggressive military and informational attacks against the West in Europe, North and South America, the Arctic, and the Middle East. This “war against the West” actually began over a decade ago, but its most jarring and shocking event, the one that started to focus Western minds on Russia, was the invasion of Ukraine in 2014. Given this pattern, the National Security Council (NSC) in 2014 invited Stephen Blank to organize a conference on the Russian military. We were able to launch the conference in 2016 and bring together a distinguished international group of experts on the Russian military to produce the papers that were then subsequently updated for presentation here.

Abstract:
The Autumn issue of Parameters opens with a Special Commentary by Sir Hew Strachan concerning lessons Western militaries learned, or ought to have learned, during their campaigns in Afghanistan. His commentary sets up this issue’s first forum, Afghanistan’s Lessons: Part I. In the opening article, Seth Johnston’s “NATO’s Lessons” underscores the importance of the Alliance’s role as a facilitator of multinational collaboration. He presents a favorable view, arguing NATO’s established processes succeeded in enabling countries with limited resources to participate fully in the mission in Afghanistan. Howard Coombs follows with a contribution concerning “Canada’s Lessons.” Among other things, he maintains Canada’s whole-of-government approach resulted in great gains while Canadian Forces were actively involved in combat. Nonetheless, Canada seems uninterested in maintaining this capability as a framework for responding to other crises. The third article in this forum is Martijn Kitzen’s “The Netherlands’ Lessons,” which highlights the benefits of having a small military that enjoys networked learning. Although the Dutch military seems to be reverting to enemy-centric thinking, the author encourages its leaders to retain an adaptive mindset that will facilitate adopting a more population-centric approach when necessary. In “France’s Lessons,” Christophe Lafaye explains how combat in Afghanistan contributed to the tactical and doctrinal evolution of the French Army. With decades of relative peace since the Algerian War, French soldiers began their service in Afghanistan with little experience and inadequate materiel. They quickly developed into a combat-ready force capable of responding rapidly to a variety of military emergencies as the need arose. Our second forum, World War II: 75th Anniversary, features two contributions concerning famous US generals. Conrad Crane’s, “Matthew Ridgway and the Battle of the Bulge” illustrates examples of Ridgway’s strategic thinking at work during the German’s surprise attack and ensuing crisis. Alexander G. Lovelace’s “Slap Heard around the World: George Patton and Shell Shock” analyzes Patton’s possible motives for slapping two soldiers in during the Sicily campaign in 1943.

Our 2019 Spring/Summer issue of Parameters features three forums. In the first forum, A2/AD Myths: Chinese & Russian, Sam Tangredi’s “Anti-Access Strategies in the Pacific: The United States and China” puts Beijing’s A2/AD capabilities in perspective and encourages the United States to consider developing an anti-access strategy of its own to deter possible Chinese aggression in the South China Sea. Keir Giles and Mathieu Boulegue’s “Russia’s A2/AD Capabilities: Real and Imagined,” explode some of the myths concerning Russia’s A2/AD capabilities and recommend ways to promote a stronger defense of the Baltic states and Eastern Europe. The second forum, Enhancing Security & Stability, considers how to address emerging and periodic challenges in regional and functional stability. In “Human Security in the Arctic: Implications for the US Army,” Tony Pfaff explains the growing importance of Arctic security for Army strategists. The challenges of climate change will require the Army, including the Alaska National Guard, to reallocate forces to this important region. In “Projecting Stability: A Deployable NATO Police Command,” Massimo Pani and Karen Finkenbinder propose methods NATO could use to project a stability force to crisis situations within 5 days, to be augmented with additional police forces and command elements within 30 days. Our third forum, On Strategic Foundations, offers two articles that explore the reliability of some of the conceptual foundations of our strategic thinking. Richard Lacquement Jr. discusses the use of historical analogies as one of humanity’s most important adaptive techniques in “Analogical Thinking: The Sine Qua Non for Using History Well.” He suggests pattern recognition may aid in clarifying context and in guiding action in unfamiliar intellectual terrain. In “Reconsidering Sun Tzu,” John Sullivan challenges readers to be more critical of orthodox interpretations of Sun Tzu’s Art of War. After all, the unexamined theory is not worth teaching.
