201. Elsie Initiative for Women in Peace Operations: Baseline Study

Abstract:
The proportion of female police and military peacekeepers remains well below UN targets. Research suggests that the main reason behind the small numbers seems to be a variety of challenges and barriers to uniformed women deploying to PKOs. This baseline study compiles and analyses research published to date on the topic. The study was commissioned by Global Affairs Canada (GAC) in the framework of the Elsie Initiative for Women in Peace Operations. The main objectives of this study are to describe the current situation as concerns women’s participation in military and police roles in United Nations peacekeeping operations, document international good practice to increase such participation, and identify challenges and barriers to the recruitment, training, retention, deployment and promotion of uniformed women in peacekeeping operations.

Abstract:
These days Generals are thick on the ground in Washington. Not only is the Secretary of Defense a general, but so too are the current and former National Security Advisors to the President and so is the White House Chief of Staff. Military discipline would seem to be the order of the day. Their culture of discipline may seem particularly ironic in one of the most disorganized administrations that we Americans have ever seen. It is nonetheless real.

Abstract:
American foreign policy is complex, and its application by diplomats and military practitioners is challenging in the diverse nature of the current environment. Military and diplomatic advisors during the post-9/11 period have concentrated on non-state threats, conditioning them to resort quickly to military options. In the face of emerging state competitors such as the Russian Federation and People’s Republic of China, a broader range of options beyond only military force is required. This generation of policy advisors must unlearn some of what they have learned over the course of the last fifteen years of conflict, as they shift from dealing with non-state actors to addressing the resurgence of near-peer statecraft based on national security threats. These threats have been long ignored during the war on terror. The diplomatic craft represented during the Cold War must be embraced by both the military and diplomatic personnel in practice, and emphasized by the uniformed armed forces and professional diplomatic advisors to policy and decision makers.

206. Debating the Quad

Abstract:
In this Centre of Gravity paper, six of Australia’s leading scholars and policy experts debate Australian participation in the ‘Australia-India-Japan-United States consultations on the Indo-Pacific’ - known universally as the ‘Quad’. A decade since its first iteration, the revival of the Quad presents significant questions for Australia and the regional order. Is the Quad a constructive partnership of the region’s major powers to safeguard regional stability, uphold the rules-based order and promote security cooperation? Is it a concert of democracies seeking to contain China? Or is it an emerging strategic alignment that risks precipitating the very confrontation with China it seeks to avoid? Or is it something else entirely? Euan Graham opens the debate by arguing that the Quad represents a rare second chance for Australia to cooperate with regional powers who have a shared interest is the maintenance of stability in Asia through the preservation of a balance of power. In addition to constraining China’s strategic choices beyond its maritime periphery, Dr. Graham argues that the Quad’s revival aims to send a concerted strategic signal to China along the four compass points of the Indo-Pacific region, but sufficiently restrained to avoid significant blowback from Beijing. Chengxin Pan responds that instead of forcing China to change tack, the Quad, by exacerbating China’s strategic vulnerability, will achieve precisely the opposite: prompting it to further strengthen its military capabilities. Dr. Pan argues that the nature of China’s challenge to the existing regional order is actually geoeconomic in design, as evidenced by the Belt and Road Initiative. To meet this challenge, however, the Quad’s military response is far from the right answer or an effective alternative. Ian Hall next argues that the Quad is neither a proto-alliance nor an instrument for containing China. Given that these states have so far failed to advance a coherent and coordinated line on Chinese initiatives to transform the region, Dr. Hall notes that the Quad offers something more prosaic and evolutionary: a forum for discussion and information exchange intended to lead to better policy coordination between like-minded states with a stake in the rules-based order. Rikki Kersten notes that the Japanese government wants Quad 2.0 to be seen as a Japanese initiative because it aspires to lead an ethical endeavour that reaches beyond the Asia-Pacific region. This represents a stepchange in post-war Japanese foreign and security policy thinking. Japan under Abe is seeking to harness rising insecurity to underpin its own regional leadership credentials and enhance the geographical scope of its security policy ambition. Benjamin Zala responds that the potential risks associated with sending containment-like signals to Beijing in the short-term and the potential for misperceptions over ambiguous commitments during a future crisis in the longer-term clearly outweigh the benefits of the current vague aspiration to cooperation with no clear purpose. Dr. Zala also warns against blurring the lines between formal military alliances and strategic partnerships like the Quad which increase the odds of miscalculation during times of power transition. Finally, Sarah Percy rounds out the debate by arguing that discussions of the Quad’s high politics have thus far obscured the more practical and interesting questions about how it might function and contribute to maritime security. Dr. Percy notes that that the day-to-day operations of most navies are focused on the more proximate security challenges posed by maritime crime. The Quad would yield tangible and possibly lasting benefits from such cooperation.

Over the past five years, there has been a significant amount of discussion on the propaganda created and disseminated by the Islamic State. This discourse, which mainly relies on what the group creates for external publication, has been unable to answer questions regarding the structure, policies, and management of the group’s media arm. This Combating Terrorism Center report draws on 13 internal documents that discuss the Islamic State’s media organization in great detail. These documents, obtained by the Department of Defense from Afghanistan, provide an insightful look at how the Islamic State managed its media network. More specifically, this report utilizes these documents to (1) demonstrate that Amaq News Agency is an official node of the Islamic State’s media organization, (2) show the level of detail and direction given to the creation of a wide range of products, (3) illustrate the way the Islamic State’s Diwan of Central Media used policies and programs to centralize control over the propaganda production process, and (4) outline the importance the media organization placed on information security.

209. Down, but Not Out: An Updated Examination of the Islamic State’s Visual Propaganda

Since the summer of 2014, the Islamic State has experienced successes and setbacks on the battlefield. That pattern has also been evident in its production of propaganda. In October 2016, the Combating Terrorism Center published a major report that examined the Islamic State’s production of official visual propaganda, such as still-images photo reports as well as the more familiar videos showing both the group’s brutality as well as its efforts to govern. This update to that major report, which relies on a dataset of over 13,000 propaganda releases, seeks to highlight the setbacks the group has faced as its production of propaganda has continued to rise and fall. As shown through the data in this report, in July 2018, the group’s production of official visual propaganda fell to its lowest level since January 2015. Focusing only on the decline of the group’s production of propaganda, however, obscures other developments that portend the possibility of the group’s resurgence in Iraq and Syria, as well as the expansion of its efforts around the world. In examining these trends, this report finds a group that is struggling to produce propaganda as it used to do only a short time ago, but one that retains the capacity to resurge in an effort to recapture the headlines.

210. The Islamic State and Drones: Supply, Scale, and Future Threats

Abstract:
The Islamic State is a group known for doing things a bit differently, for its capacity for innovation, and for its many ‘firsts.’ Two of those ‘firsts’ happened within months of each other. The first occurred in October 2016 when the group used a bomb-laden drone to kill, after the explosive hidden within the drone killed two Kurdish peshmerga soldiers who were investigating the device. Another ‘first’ happened in January 2017 when the Islamic State released a propaganda video that showed nearly a dozen examples of the group releasing munitions on its enemies from the air with a fair degree of accuracy via quadcopter drones it had modified. And it wasn’t long before the group’s bomb-drop capable drones would go on to kill, too.
