81. Coworking Spaces in La Paz, Bolivia: Urban Effects and Potential Creation of New Opportunities for Local Economic Development

Abstract:
This paper investigates the location patterns of coworking spaces, the effects of coworking spaces on the local and urban context, and coworking spaces potential opportunities for the creation of local economic development, issues that have been neglected in a Bolivian context by the existing literature. The focus of this paper is on La Paz, Bolivia’s political capital and the city in Bolivia which host the largest number of coworking spaces. The paper addresses three main questions: (1) Where are the main locations of coworking spaces in La Paz? (2) to what extent do coworking spaces generate transformative effects on the local respectively the urban scale? (e.g. physical transformations, changes in practices, community building) (3) how do coworking spaces create potential opportunities for local economic development? Desk research demonstrated that location patterns of coworking spaces are concentrated to two main commercial areas of the city, as well as to the main infrastructural and transportation axes. Field research highlighted local and urban effects, such as local community initiatives and micro-urban transformations in both spaces and practices. Lastly, field research assessed coworking spaces role in the socio-economic ecosystem. Three main typologies have been identified: the first type of coworking spaces act as “social entrepreneurship and start-up incubators” with a supportive role and closer ties to social and urban issues, the second type of coworking spaces act as “coffee and cowork incubators” providing cafés with shared workspaces, the third type of coworking spaces act as “real estate business incubators” and are mainly a commercial product responding the demand for flexible office spaces. This paper, therefore, helps to fill the gap in the literature about the location patterns of these new working spaces and their effects at different scales both in terms of spaces and practices, as well as local economic development.

Abstract:
The gender aspects of traditional knowledge (TK) protection highlight the important link between intellectual property rights, TK, women and sustainable development. Indigenous and local women’s TK is not only distinct and relevant, but also crucial for accomplishing the United Nations Sustainable Development Goals. National governments and international organizations dealing with TK should pay attention to gender aspects of the issue. Policies and initiatives that ignore gender aspects of TK can have serious implications for the survival and development of Indigenous and local communities and TK itself as a dynamic and living body of knowledge. The economic significance of TK and its trade value make it an enabler of sustainable development and women’s economic empowerment, especially in light of the World Trade Organization’s recent Declaration on Trade and Women’s Economic Empowerment.

83. Decentralisation; Trends, Achievements and the Way-forward for Local Governments in Uganda: Conference Report

Abstract:
This report presents the proceedings of the National Conference on Decentralisation held at Hotel Africana in Kampala, Uganda, on August 13, 2019. The theme of the conference was: Decentralisation: Trends, Gains, Challenges and the Future of Local Governments in Uganda. It was collaboratively held by the Ministry of Local Government (MoLG), Advocates Coalition for Development and Environment (ACODE), and the Governance, Accountability, Participation and Performance (GAPP) Program with support from USAID and UKAID. The Conference assessed the impact of decentralisation policies and trends on financing for local governments, and highlighted measures [that can be] put in place by relevant stakeholders to support and strengthen decentralisation as per Article 176 of Uganda’s 1995 Constitution. Uganda’s decentralisation experiment was hailed as exceptional in the developing world. Its scale, scope of transfer of powers (devolution), responsibilities given to subnational units, and powers granted to citizens, were unprecedented. However, challenges of limited capacity of local government authorities, financing gaps, inter-governmental relations, and new problems of maintaining sub-national cohesion, continue to hamper the effectiveness of this governance reform. Accordingly, the August 2019 Conference was informed by the findings of two recent studies that took stock of trends and progress and also examined financing challenges to local governments under Uganda’s devolution form of decentralisation. It attracted different stakeholders including: national legislators/ members of parliament and policy makers, local government political and technical leaders, researchers and academia, civil society, media and development partners. It was also broadcast live on television and channeled through social media, which created space for the public to interact and appreciate the proceedings.

Abstract:
These are the fi ndings of the study that analysed gender responsiveness in budgeting at sub-national level in Uganda. It studied how gender was mainstreamed in the budgets for health and agriculture in three districts, namely, Mukono, Soroti, and Mbarara. The study found that mainstreaming gender into budgets at sub-national level was minimal. Focus was largely on budget formulation with little emphasis on stages of budget execution, evaluation and audition. At the same time, mainstreaming gender at budget formulation stage was beset by signifi cant limitations. Thus, gender responsiveness of budgets at sub-national level remains low. This paused serious challenges in efforts to alleviate the plight of women who were faced with various forms of marginalisation, calling for gender mainstreaming in budgeting

Abstract:
Botswana is faced with many challenges of project implementation. Since independence detailed projects and programmes were initiated, with limited and often less developed state capacity to implement them. This study focuses on challenges of project implementation in Botswana’s tier of local government. A qualitative case research method approach was employed to undertake the study. Telephonic interviews were conducted with politicians and employees from Francistown City Council (FCC) and Kweneng District Council (KDC) and data was analysed using thematic analysis. The paper outlines project implementation challenges in Local Authorities (LA). For instance, lack of capacity, lack of commitment by the District Development Committee (DDC), poor stakeholder engagement and lack of financial autonomy by councils. Some of the identified implementation challenges are not peculiar to the two LAs but cuts across local authorities in Botswana. However, low human capacity in local authorities was cited as a major problem in project implementation.

Abstract:
Although Native American Chicagoans play a central role in the social fabric of the city, relatively little attention has been directed to documenting the experiences of racial discrimination and inequities for Native American Chicagoans. In this report, we examine the state of racial justice for Native Americans in Chicago. Our report is organized across five substantive areas, Population, Housing, (Mis)Representations of American Indians in Popular Culture, Education, Economics, and Justice, each focusing on a different aspect of racial equity. In each section, we draw on available data to describe the current conditions and experiences of Native American Chicagoans, including areas where they are thriving and areas where they are negatively affected by the legacy of racial exclusion as well as ongoing discrimination.

87. Nomad Sedentarisation Processes in Afghanistan and Their Impact on Conflict

Abstract:
The sedentarisation of nomads is often seen by policy makers as the way to more fully integrate nomads into Afghan society, make services available to them and eliminate nomad-settler conflict. In fact, many nomads have already settled, sometimes as a result of government-sponsored schemes, but much more often as a result of spontaneous processes. This “watching brief” focuses on the issue of if and how nomad sedentarisation impacts nomad-settler conflict, in order to establish whether sedentarisation could be a viable policy for reducing nomad-settler conflict. It does so by looking at four case studies of nomad settlements: two state sponsored cases and two spontaneous cases. The paper first discusses pre-2001 experiences in sedentarisation, then outlines post-2001 sedentarisation processes before reviewing the four case studies of nomad settlements, which were all affected by conflicts with neighbouring communities. In total, for this “watching brief” we interviewed 16 settled nomads (four per settlement, all community elders and all males) during spring 2019. We deliberately focused exclusively on nomads (ignoring neighbouring settled communities) because we wanted to get a perspective from within the community about the dynamics of sedentarisation. We started from the assumption that settler communities in surrounding areas would have had rather negative views about the nomad settlements.

Abstract:
There is no single strategy that can quickly overcome the violence consuming many Mexican communities. Andrés Manuel López Obrador—known simply as AMLO—assumed Mexico’s presidency on Dec. 1, 2018, with a robust mandate. AMLO can no more save Mexico through massive social programs than President Enrique Nieto could by enacting sweeping economic reforms or President Felipe Calderón by deploying tens of thousands of federal forces. Mexico’s criminal groups have proven to be as complex as the country itself, with an uncanny ability to mutate and migrate. Change will come community by community, municipality by municipality, and state by state by initiating effective violence prevention programs, ensuring genuine transparency, strengthening civilian law enforcement, and building a justice system that is both efficient and fair. The United States should instead concentrate on the long-term task of helping Mexico strengthen law enforcement by sharing expertise to create a new generation of professional police, prosecutors, and judges.

89. Administrative-Territorial Reform through Municipal Amalgamation and the Protection of National Minorities: European Standards and a Few Examples

Abstract:
The aim of this paper is to depict some basic considerations regarding the protection of national minorities in light of the creation of larger municipal units through amalgamation reforms. The paper provides an outline of the European standards for the change of municipal borders, both the general ones stipulated in the European Charter of Local Self-Government and the specific ones prescribed in the two European conventions striking for the protection of national minorities. The topic is further elaborated through the presentation of examples of four countries that performed some sort of ‘minority mainstreaming’ in the territorial reform. Albania, Denmark, Finland and the Netherlands have been identified as interesting case-studies for two reasons. First, in all four cases, the question of the effects of municipal amalgamation on the protection of national minorities has been raised and addressed during the monitoring on the implementation of the two European ‘minority conventions’. Second, the four examples offer a variety of approaches towards (more or less successful) accommodation of the amalgamation reform for the sake of the protection of national minorities.

Abstract:
The article aims at restoring local self-government as a research problem of political theory. In contemporary political science literature, local self-government is not treated as one of its normal, standard research problems. The main obstacle of its ambiguous position within political theory is, as I argue, the forced and imposed apolitical character of local self-government considered as a part of public administration. Despite some degree of organizational, especially institutional and legal, self-determination, the local self-government is not a political, i.e. sovereign entity. However, its non-sovereign status, which is legally established, does not exclude the existence of political potency in it.
