Abstract:
This policy brief presents proposals that will cushion local governments from the impact of COVID-19. Undeniably, responding to Covid-19 challenges at any level is associated with heavy demands on human, financial and logistical resources. Globally, Covid-19 emergence response is multi-sectorial to enable a holistic solution to the concomitant challenges. District councils, a creation of the Local Government Act are mandated to oversee health services. Other than frontline health workers, each district has a community-based services department with officers’ in-charge of probation and social welfare, social rehabilitation, children and youth affairs, gender, disability and elderly, culture, labour and many others. Since the mandate of personnel in this department is to operate in communities, these should be enlisted to respond and manage the community-component of Covid-19.

Abstract:
This report presents findings of the Budget and Service Delivery Monitoring Exercise (BSDME) carried out in 26 districts. The BSDME largely focuses on three basic aspects, namely, the display of information on transfers at service delivery units, payroll & pensions, timeliness in receipt of funds, and quality of services including challenges. This round of BSDME specifically focuses on the quality of district and community roads that make up the largest proportion of Uganda's road network. The exercise sought to assess the quality of these roads, the capacity of districts to undertake road maintenance, and the challenges they face.

Abstract:
This report presents the findings and discussions of Local Economic Development (LED) practices in nine districts of Northern Uganda that included: Adjumani, Amuru, Arua, Kitgum, Lira, Omoro, Oyam, and Yumbe. The analysis provides insights into implementation of LED policies, and the level of preparedness of the districts to implement the policy as a tool for economic transformation and development. LED was conceptualised as a process or development model where Local Governments, the private sector, and the community, are jointly and collectively engaged in identification, mobilization and management of resources at the local level. LED is therefore intended to create conducive environments for investment, increased household incomes, and higher revenues for Local Governments.

These guidelines are based on the Local Government Act, and the Handbook on Making Ordinances and Byelaws in Uganda (Second Edition-2010) by the Uganda Law Reform Commission.

Abstract:
This article analyses the co-ordination between national and municipal governments in Brazil regarding migration policy between the years of 2013 and 2016, using the concept of policy institutional arrangements and case studies of two Brazilian cities, São Paulo and Porto Alegre. The results reveal that the City of São Paulo government has advanced considerably in the sense of institutionalisation of the subject in the municipality by decentralising skills and assuming re- sponsibilities for its migrant population, with relative autonomy from federal government. The City of Porto Alegre government shows a less institutionalised arrangement, with little technical and financial capability, less autonomy from federal and state governments, and great emphasis on civil society participation. Finally, it is advocated that the regulation of the New Migration Law may deal with a series of problems in the current federative arrangement, constituting federative-articulated policies, with greater capacity for public policy implementation, and more active participation of subnational governments in the development of the national migration policy.

Abstract:
The building permit is an urban planning authorization issued by the City council of the municipality where the project is located. In Cameroon, it is issued to anyone wishing to engage in a construction initiative, change the location of an existing construction, modify its external appearance or volume, and even to create additional levels. To deliver the document, the technical services check that the planned constructions comply with the town planning regulations concerning the layout of the works, their nature, location, architecture, layout of their surroundings, and respect the general rules of construction in force. They also check whether the work plan has been drawn up under the responsibility of an architect who is a registered member of the National Order of Architects of Cameroon.

But for too long, how and with whom our local governments spend their money has reinforced economic inequities in our country. Minority-owned small businesses have been historically locked out of opportunities to contract with governments, and the current crisis has disproportionately impacted these very enterprises.

Abstract:
The article takes up the subject of Poland’s cultural relations with some Middle Eastern Arab countries, i.e. with Iraq, Jordan, Syria and Palestine in particular. It has been done in historical perspective, analyzing development of the connections, the determinants influencing the course of changes, and political events and processes that have been strengthening or weakening the ties. Despite the long geographical distance between Poland and the Middle East, the cultural ties have turned out to be astonishingly rich, which was so partly due to the idiosyncrasy of their history - abound with wars and full of dramatic transformations. The three-part text begins with a historic overview of the relations that have gained a momentum during the World War II and in the post-war decades. Part two concerns the relations on official diplomatic level, usually ending up in initialed agreements and exchanging official visits. And the last part scrutinizes the spontaneous grassroots links forged between groups, individuals and non-political institutions. In this case the links embrace the field of academia, education, high culture and private lives of individuals and families.

Abstract:
After the local government elections in Poland in 2018, the adopted solutions aimed at increasing the security of the elections were reviewed. Some of the solutions adopted so far have been abandoned, such as transmissions from the polling station, while others have been minimized (the division of the precinct electoral commissions in the precinct electoral commission for voting in the region and the precinct electoral commission for determining the results of voting in the region). In public opinion polls, the National Electoral Commission achieved record of confidence.
