51. Deployment of Soldiers to Communities experiencing Gang Violence in South Africa: Policy Perspectives

Abstract:
The point of departure of this policy brief is the failure by the police to effec- tively deal with gang-related violence in the Western Cape and the deploy- ment of soldiers to the affected communities. It examines challenges linked to the deployment of soldiers in response to spiralling levels of urban violence and crime, which should normally fall within the purview of the police. The brief identifies the challenge of perception in black townships where soldiers are viewed as ‘strangers’ or outsiders, particularly by community leaders who are more knowledgeable and experienced in dealing with gang-related violence. Data collected during fieldwork in black townships point to the limitations of the military approach. In this regard, a case is made to the government to direct more resources towards community and non-governmental structures for combating gang-related violence. While we do not seek to over-romanticize the capacity of grassroots and non-governmental structures, there is sufficient evidence that the government and the police can tap into local knowledge, provide resources, and build capacities to effectively address gang-related violence. Community based and non-governmental organizations, which are active at the grassroots level, are often well placed to assist with social and economic interventions that can ameliorate circumstances which contribute to gang violence.

53. The Status of Erbil-Baghdad Relations

In Iraq, politics is personal, and the politics of Baghdad-Erbil relations is no exception. Improvements and deteriorations in this relationship have largely been dictated by interpersonal dynamics, such as the rapport and mutual confidence between leaders. In May 2020, the Kurdistan Region’s major political parties played an unusually decisive role in having Mustafa Al-Kadhimi selected as the Prime Minister (PM) of Iraq. The Kurdistan Democratic Party and Patriotic Union of Kurdistan declared their support for his designation before he was officially nominated by the Iraqi President, Barham Salih. The Kurdistan Regional Government (KRG) leaders knew Al-Kadhimi personally and had enjoyed good working relations with him when he was the chief of intelligence. Importantly, they believed that demonstrating early support was a worthwhile investment that could help to extend the period of tension-free engagement between Erbil and Baghdad, similar to what they experienced with Al-Kadhimi’s predecessor, Adil Abdul Mahdi. After a period of frozen relations that followed the Kurdish referendum for independence in September 2017, Erbil-Baghdad relations regained a degree of normality in the run up to the 2018 elections and were further bolstered by the appointment of Adil Abdul Mahdi, a personal friend and close associate of many KRG leaders. In 2019, Baghdad agreed to send Erbil 12.67% of the federal budget; in return, the KRG agreed to offer Baghdad 250,000 barrels of exported oil per day. For various reasons, the KRG never delivered the oil or its revenue, and the Shia political parties exerted unbearable pressure on the PM to cut the KRG from the national budget altogether. Nevertheless, Abdul Mahdi’s government continued to send the Kurdistan Region its share of the budget. Negotiations continued, and both sides eventually reached a comprehensive agreement to resolve the revenue issues from the KRG’s oil sales and border crossing customs. These negotiations, as well as the implementation of previous agreements, were suspended upon the resignation of Abdul Mahdi’s government at the end of November 2019. Nevertheless, budgetary payments to the KRG, minus the calculated revenue from the agreed KRG oil exports, continued until April 2020 (total IQD 454b, c. $278m). Unexpectedly though, in the final few weeks of his premiership, Abdul Mahdi ordered the finance ministryto halt the delivery of the KRG’s public-sector salary payments.

In July 2018, Daraa Governorate, once home to an array of rebel groups and local governance councils, supported by significant international assistance, was partially recaptured by the Government of Syria (GoS). Through a combination of force and negotiations, the GoS has restored control over key routes and infrastructure, although a number of former rebel groups have retained limited autonomy in their own communities. Since then, poor security and economic conditions, inadequate services, and competition between and among GoS security actors and former opposition factions have challenged the status quo in Daraa, but, by and large, the situation has held. These negotiated outcomes – and the GoS’s willingness to accept them – were predicated upon multiple factors, including the relatively moderate nature of southern opposition factions, Russian and Israeli military postures, and the historical connections of the Military Intelligence Directorate (MID) in Daraa. Abstract:
Against the backdrop of an unprecedented economic crisis, the Syrian People’s Council elections were held in July 2020, following two postponements due to the COVID-19 pandemic. Although the electoral campaign slogans launched by the candidates – especially the independents – focused on economic concerns, and made reference to charitable contributions and propaganda from the candidates, the elections failed to capture the interest of the majority of constituencies in the territories controlled by the Bashar al-Assad regime. As usual, the ruling Baath Party controls the majority of seats in the new Council. Certain marginal parties allied with the Baath are also represented within the so-called National Progressive Front (NPF), which is led by the Baath itself. Independents rank second in terms of seat numbers after the Baathists. However, partisan affiliations are of no significance in terms of stances vis-à-vis the regime, since loyalty is a non-negotiable prerequisite for all 250 MPs, and indeed all candidates. Though the Baath Party retains an absolute majority of seats in parliament (66.8%), the elections demonstrated the inability of its leadership to revive the Party as an effective political tool capable of exercising influence by itself. First, the primaries for selecting Party candidates were marked by limited participation, accusations of corruption and widespread objections within the Party. Second, the parliamentary elections saw a historically low turnout (33%), illustrating the Party's inability to mobilise the electorate. Finally, attempts to renew the Baathist bloc in the People's Council resulted in the rise of military and paramilitary figures (with the entry into parliament of retired army and police officers); a growing influence of capital (with higher numbers of businessmen MPs); and the emergence of centres of power outside the traditional Party structure (with the entry of charity and development activists, backed by First Lady Asma al-Assad). This heterogeneity within the Baath’s parliamentary bloc illustrates the reality of the Party today, which appears weaker than it was before the outbreak of the revolution.

56. Tracing the Local Impacts of Exports on Poverty and Inequality: The Case of Mexico

Abstract:
Evidence about the effect of exports on welfare at the local level is scarce. Using a unique dataset of international trade and poverty maps for almost 2,000 Mexican municipalities between 2004 and 2014, the study presented in this paper provides new evidence on the impact of a significant rise in exports on poverty and inequality at the local level. The analysis implements an instrumental variable approach that combines the initial structure of exports across municipalities with global trends in exports from developing to developed countries by sector. The results show that a 10 percent increase in the ratio of exports to workers reduces income inequality measured by the Gini coefficient by 0.17 points (using a 0 to 100 scale), but no significant effects on poverty reduction or average household incomes are identified. The lack of impacts on average incomes is driven by a rise in the supply of labor at the local level because municipalities with higher export growth experienced an increase in labor force participation and attracted more net migration, particularly of unskilled workers. Therefore, while total labor incomes grew in response to an increase in exports, average labor incomes per worker did not change. Declining remittances also blunted the effect of growing exports on household incomes.

Abstract:
This eighth national Local Government Councils Scorecard report presents findings and results of the performance of elected political leaders at the district levels during the Financial Year 2018/2019. The Local Government Councils Scorecard FY 2018/19 report takes stock of where Uganda is on the road to full realization of the vision of decentralization and recommends a broad array of steps that would take the country much closer to that destination. The Scorecard methodology is unique in that it combines capacity-building and evidence-based assessment of elected local government leaders in a way that both strengthens local government institutions and holds leaders accountable for delivering the public services to which citizens are entitled. The methodology, described in this book, also incorporates an innovative civic engagement action planning process that builds capacity among citizens to use the tools of civic engagement to demand that public services are delivered.

The theme of the launch was: “The Next Big Steps: Consolidating Gains of Decentralisation and Repositioning the Local Government Sector in Uganda.” It was collaboratively convened by the Ministry of Local Government (MoLG), the Advocates Coalition for Development and Environment (ACODE) and the Uganda Local Governments Association (ULGA). The scorecard assessed the performance of elected district local government leaders in 35 districts strewn across the country, in the context of the decentralisation policy.
