121. Local Bodies for Interethnic Relations in the Western Balkan States

Abstract:
The paper examines local mechanisms for interethnic dialogue which have been established in Kosovo, Macedonia, and Serbia, with the main question concerning why they have remained ineffective for such a long period of time. The focus lies on local councils (Serbia), commissions (Macedonia), and committees (Kosovo) established in the respective laws on local self -governance, as specific institutional mechanisms for both participation of national minorities in municipal affairs and dialogue among communities residing in a municipality. In all three countries these bodies have been institutionally set as consultative bodies attached to a municipal assembly which deals with the issues relevant for national equality (Serbia), relations between communities (Macedonia) or respect for rights and interests of the communities (Kosovo). The main purpose of their activity is to address recommendations and opinions , primarily to the municipal assembly. They should serve as a channel for smaller communities to express their needs and interests, and as a forum for interethnic dialogue in a municipality. Yet, although legally established almost 15 years ago in Serbia and Macedonia (2002) and 10 years ago in Kosovo (2008), these bodies still remain more of a form than a content. Legal vagueness, lack of municipal support, inactivity, poor transparency and democratic legitimacy are just some of the weak points which cause their po or performance.

Abstract:
Located in the northeastern part of Italy, the Autonomous Province of Bolzano/Bozen, also known with the historical name of South Tyrol, is one of the two provinces of Trentino-Alto Adige/Südtirol region. It is a border region and a deeply divided place, with a majority of German-speaking population (62.3%) and minorities of Italians (23.4%), Ladins (4.1%) and past and recent migrants (10.2%). On the 21st October 2018 almost 400,000 South Tyrolean citizens (69.1% Germans, 26.4% Italians, and 4.5% Ladins) casted their vote to elect the Provincial Council. This Working Paper therefore aims to analyse the party competition in this electoral campaign, underling specificities and evolutions of such a peculiar political system.

123. The Mainstream Economics Interpretation of the Local State and Central-Local Relations in Post-Mao China: a Critical Review

Abstract:
Decentralization and the role of local governments have long been touted as key factors in the Chinese economic miracle. This paper intends to critically assess the chief theories advanced by mainstream economics in its attempt to make sense of these aspects of China’s growth story. Firstly the theoretical underpinnings of fiscal federalism, new institutional economics, and market-preserving federalism approaches will be presented, as these theories offer the bedrock for most of the applied insights in which China is framed through the lenses of the central-local relations debate. Secondly, the idea of ‘market-preserving federalism, Chinese-style’ will be critically appraised, highlighting its shortcomings. Thirdly, the paper proceeds by bringing in the mainstream response to these problems, relying on the notion of political incentives and career concerns faced by local cadres. It will be argued that the continual adherence to some core tenets dear to the new institutional economics literature in all previous explanations prevents this broad camp of knowledge to properly grasp the complex dynamics of China’s decentralization drive and the role of local governments in the process. Finally, and in closing, an alternative approach will be offered.

124. Electoral Competition and Social Spending in the Argentine Provinces

Abstract:
What is the effect of political competition on subnational social spending? Using descriptive statistics and regression models for original budget panel data for the 24 Argentine provinces between 1993 and 2009, the study finds that social spending increases the more electorally secure governors are and the longer they have been in office. It also finds that other arguments in the literature are relevant in explaining variations on types of spending, such as partisan fragmentation in the districts. The article discusses these findings for the Argentine provinces and explores their implications with regard to the debates on the effects of electoral competition and the design of social policies, especially in developing countries and federal democracies.

125. Unusual Bedfellows? PRI– PVEM Electoral Alliances in Mexican Legislative Elections

Abstract:
We examine the electoral alliances between two Mexican political parties – the Partido Revolucionario Institucional (PRI) and the Partido Verde Ecologista de México (PVEM). Despite the PRI’s electoral dominance, it has entered into preelection agreements with the PVEM since 2003. These electoral pacts are unusual for several reasons: the parties do not share an ideology; their bases of support come from different social sectors; and the PRI’s survival as a party does not depend on these pacts. Using electoral data from 2006 to 2015, we examine the electoral districts in which the PRI and the PVEM ran joint candidates in federal legislative elections. We find that the ultimate goals of each party, their past electoral performances at the legislative district level, and the presence of PRI–PVEM alliances in gubernatorial elections explain the parties’ choices to collaborate in certain districts. Our findings have important implications for understanding the behavior of parties in newer democracies.

126. Nation or District? Evaluating the Territorial Scope of Bills through Experimental Designs

Abstract:
This paper studies the territorial scope of the bills presented by members of the Chamber of Deputies (the lower chamber of the Argentine National Congress) during Juan Domingo Perón’s first two terms in office (1946–1955). Its main objective is to observe the effect that modifying the electoral system (switching from incomplete party ballots in multimember districts to relative majorities in single-member districts) had on that scope. Experimental techniques (an interrupted time-series and a within-subjects design) are used to analyze a novel database including every bill presented in the Chamber of Deputies during the period in question. Contrary to theoretical expectations, an increase is observed in the share of bills with a territorial scope that goes beyond deputies’ districts – especially for those presented by legislators from the opposition and from larger provinces. In addition, by separately analyzing the effect on the ruling party and the opposition, the paper uncovers a plausible explanation for previous nonconclusive findings.

127. With a Little Help from the Opposition? Relaxing Term Limits in the Argentine Provinces

Abstract:
How do incumbents manage to relax term limits when they cannot impose their preferences unilaterally? Interpreting constitutional reforms as a bargaining game between a term-limited executive and the opposition, we argue that reforms involving term limits should be more likely when (a) the incumbent party can change the constitution unilaterally, or (b) the opposition is pessimistic about its future electoral prospects; moreover, (c) this second effect should be stronger when a single opposition party has veto power over a reform because this precludes the executive from playing a “divide-and-rule” strategy. We examine these claims with data from the Argentine provinces between 1983 and 2017. In line with expectations, the results show that the probability of initiating a reform is highest when the executive’s party controls a supermajority of seats, but falls sharply when a single opposition party has veto power over a reform and this party expects to do well in the next executive election.

128. The Economic Impact of the University of the West of England

In total, UWE Bristol is estimated to have supported 8,280 jobs in the West of England, or one in every 79 people in employment in the area. Some 59 percent was as a result of the University’s expenditure, with the remainder of jobs stimulated by additional students’ and their visitors’ spending. The University contributed £400.1 million in gross value added to the West of England economy. This is equivalent to 1.3 percent of the local economy. As a result of this activity, in 2014/15, the University, its employees, additional students, and their visitors supported a £88.7million tax contribution to the Exchequer. The University had a major impact on businesses and the local economy through its role in the supply of graduate talent. A significant proportion of the thousands of graduates from the University annually are employed within the city-region, including many of those attracted to study at UWE Bristol from elsewhere.

129. Targeting credit through community members

Abstract:
Delegating the allocation of public resources to community members is an increasingly popular form of delivering development programs and are associated with a tradeoff between improved information about potential beneficiaries and favoritism towards local elites. Unlike targeting cash transfers to the poor, the optimal targeting of credit is a more complex problem involving issues of productivity, repayment, and market responses: This paper analyzes this problem using a large-scale lending program, the Thai Million Baht Credit Fund, which decentralizes the allocation of loans to an elected group of community members, and provides three main results. First, exploiting a long and detailed panel, I recover pre-program structural estimates of household total factor productivity and find that resources from the program were not allocated to high-productivity, poor households, which is inconsistent with poverty and productive efficiency as targeting criteria. Second, using socioeconomic networks data, I show that actual targeting is strongly driven by connections to village elites and is related to lower program profitability, which suggests favoritism as a reason for mistargeting. Finally, I exploit quasi-experimental variation in the rollout of the program and uncover evidence that, in general equilibrium, informal credit markets compensate for targeting distortions by redirecting credit towards unconnected households, albeit at higher interest rates than those provided by the program. The results highlight the limitations of community-driven approaches to program delivery and the role of markets in attenuating potential targeting errors.

130. Looking for Green in the Desert, an Irishman is Lured to Bahrain

Abstract:
To Gareth Doherty, there's no such thing as a single color "green." There are just too many hues and variations to commit to one label. Doing fieldwork in Bahrain, a desert nation in the Persian Gulf, he found a palette of colors, each imbued with the history, social dynamics, and politics of the island nation. Even when they live in a desert, people need green. On his daily walks across this arid, thirty-mile-long island, he documented the persistent presence of green, from green-painted roofs and doorways to a flourishing of scrub in the desert after a brief rain shower. Because people hunger for green space, states and individuals will go to great lengths to get it, taking steps that are at odds with sustainable development. Doherty investigated the resources required to keep Bahrain green, and explored the facts and myths of how a country lost its fresh water and its iconic date palm groves over the past century. His fascination with fieldwork also has led him and his students to the Bahamas to study the sustainable development of an island archipelago, and to Brazil, where states experience different amounts of rainfall and seasonal blankets of green. The Weatherhead Center for International Affairs asked Doherty about his year in Bahrain, and what he’s discovered about how people use and respond to the various colors of green in their landscape.
