Abstract:
During the twentieth century, German government and industry created a highly skilled workforce as part of an ambitious program to control and develop the country’s human resources. Yet, these long-standing efforts to match as many workers as possible to skilled vocations and to establish a system of job training have received little scholarly attention, until now. The author’s account of the broad support for this program challenges the standard historical accounts that focus on disagreements over the German political-economic order and points instead to an important area of consensus. These advances are explained in terms of political policies of corporatist compromise and national security as well as industry’s evolving production strategies. By tracing the development of these policies over the course of a century, the author also suggests important continuities in Germany’s domestic politics, even across such different regimes as Imperial, Weimar, Nazi, and post-1945 West Germany.

Abstract:
From Clans to Co-ops explores the social, political, and economic relations that enable the constitution of cooperatives operating on land confiscated from mafiosi in Sicily, a project that the state hails as arguably the greatest symbolic victory over the mafia in Italian history. Rakopoulos’s ethnographic focus is on access to resources, divisions of labor, ideologies of community and food, and the material changes that cooperatives bring to people’s lives in terms of kinship, work and land management. The book contributes to broader debates about cooperativism, how labor might be salvaged from market fundamentalism, and to emergent discourses about the ‘human’ economy.

Abstract:
The present document has three goals: first, present an overview of the main legal and regulatory developments regarding the digital platforms; second, reflect the diversity of view that these technologies have generated among the social actors (unions, workers, government and enterprises) and third, offer a comparative framework to make sense of this diversity and the challenges it presents for labor relations and social dialogue. The institutional response has been so far mainly reactive, giving rise to ambiguities that may generate conflicts in need of resolution. But the structure of the different industries where these platforms have been introduced is such that the workers' experiences, their opportunities and their incentives to organize are all markedly heterogeneous. Given the way in which digital platforms redefines the labor relationship between workers and companies, any possible regulation will entail a serious rethinking of key aspects of the welfare state.

Abstract:
This study focuses on the Gurgaon-Manesar-Dharuhera-Bawal-Tapukara-Neemrana industrial belt in Haryana and Rajasthan, which is an important ‘node’ or part of Delhi-Mumbai Industrial Corridor (DMIC) and a major destination of capital in the last few decades. The study is based on primary survey work of qualitative nature of over 6 months from September 2017 to March 2018. Primary respondents are workers of different segments, plant-level Trade Union leaders and Trade Union activists of the belt, with some inputs from secondary literature, workers magazine and data published by the companies and the government. The attempt to integrate Indian economy with global production networks (GPNs) in the postliberalization period seems partially successful here in this belt, particularly in capital and technologyintensive automobile sector, labour-intensive garment sector and service sector like IT/ITES. But along with industrial growth, this development story has its own underbelly – labour – with crises of jobs, poor working conditions, informalization of regular work, capital-labour conflicts (sometimes of irreconcilable nature) and dismantling of collective bargaining mechanism, pro-capital mediating institutions and labour law enforcement processes. For our study, our main focus has been the auto-belt, which incidentally has also been a prominent centre of most militant labour unrests of our country in last two decades. This study looks into the transformation of production and labour regime and the consequent challenges before the collective bargaining mechanism and institutions to explain the worsening employment conditions despite growth, and the root of industrial conflicts.

116. Pride and Prejudice: The Condition of Handloom Weavers in West Bengal

Abstract:
In India, the relative importance of the handloom sector, one of the largest employers following agriculture, has been declining for last few decades. The All India Handloom Census data for the year 2009-10 however showed a rather modest decline in the number of weavers in West Bengal, in contrast to a 33% decline at the national level in the same year. But share of handloom income in total household income for the weaver households in the state has decreased significantly pointing to considerable occupational diversification among them. Based on a qualitative field study in three districts of West Bengal—namely, Hooghly, Nadia and Purba Bardhaman—this essay presents findings related to the condition of handloom weavers in West Bengal and in the light of the findings, examines two issues— intra-sector and inter-sector mobility of labour as well as weavers’ response to changing market conditions. The paper argues for a more labour-focused approach in place of currently dominant tradition-focused understanding of the sector.

Abstract:
A striking feature of the Indian economy has been the relatively small contribution made by the manufacturing sector to the country’s Gross Domestic Product (GDP) and, more importantly, to employment. In 2013, manufacturing accounted for only 16.5 per cent of India’s GDP, compared to 29.7 per cent of China’s.3 According to the National Sample Survey (NSS) on Employment and Unemployment, India’s manufacturing sector provided employment to 61.3 million in 2011-12, which was only 13 per cent of the country’s total workforce of 472.5 million in that year (Thomas 2015a).

Abstract:
This study examines the effectiveness of microcredit to enhance family income, eradicate peshgi and improve the wellbeing of brick kiln laborers. A survey was carried out to determine the effectiveness of microcredit among laborers working at brick kilns located in Lahore and Kasur districts. Linear regression analysis was run at 418 cases to track patterns in the data. The results of study indicated that microcredit significantly increased the family income, eradicated peshgi and improved the wellbeing of borrowers. Furthermore, segregated data indicated that female, married, aged, illiterate, beneficiaries having 6 and above children, beneficiaries having 9 and above family members, family income more than 20001, family expenditures more than 20001, beneficiaries who consulted their families and repeaters experienced higher benefits of microcredit scheme. The researchers recommend increasing the microcredit access to the poor people living in urban slums and rural areas, where the facility of formal lending institutions is lower and people are forced to take peshgi (advance) for meeting their basic needs.

Abstract:
Three methodologies are used to enforce labour and environmental commitments in the US and EU trade agreements: cooperative, sanctions and composite. In-depth analysis of the scope of commitments, level of protection, institutional framework as well as types of informal and formal dispute processes elucidates the pros and cons of such methodologies. Sanctions approach weakens cooperation by misjudging the complexity of domestic policy adjustments through transnational governance. Cooperative mechanism within the NAAEC's composite design emerges as the best approach: Submission on Enforcement Matters (SEM). As it provides for an independent secretariat supported by civil society group and factual records as a sunshine remedy to review citizen submissions. However, the process is constrained by political clout, lack of managerial capacity and legal dilemmas around informal lawmaking (IN-LAW) procedures.

Abstract:
This policy brief is published in the framework of “Women’s Participation for Sustainable City” project under the umbrella project “Supporting Sustainable Cities” of TESEV funded by the Friedrich Naumann Foundation for Liberty. If one were asked to associate a color with the concept of “sustainable cities,” the first to come to mind would be probably green. Not surprising, given that the issue of sustainability originated out of concerns for the environmental crisis and the green economy was proposed as a vision of an environmentally sustainable economy. Today it is widely acknowledged that an additional challenge to sustainability has to do with inequalities in the economic and social sphere. Gender is an important crosscutting dimension of multi-layered inequalities. Hence I would like to propose another color to associate with the concept of sustainable cities and sustainable economies, complementing the green: Purple, the symbolic color of the women’s movement in Turkey and in many countries around the world. The purple economy entails the vision of a gender egalitarian and hence a socially sustainable economy. It starts from the premise that the root cause of obstacles to women’s equal economic participation lies within the gender imbalances in the distribution of caring labor. Caring labor entails provisioning of goods and services to caredependent groups such as children, elderly, ill and people with disabilities as well as healthy adults necessary for their physical, social, mental and emotional wellbeing.
