81. Global Peace Index 2019: Measuring peace in a complex world

Abstract:
This is the thirteenth edition of the Global Peace Index (GPI), which ranks 163 independent states and territories according to their level of peacefulness. Produced by the Institute for Economics and Peace (IEP), the GPI is the world’s leading measure of global peacefulness. This report presents the most comprehensive data-driven analysis to date on peace, its economic value, trends, and how to develop peaceful societies. The GPI covers 99.7 per cent of the world’s population, using 23 qualitative and quantitative indicators from highly respected sources, and measures the state of peace using three thematic domains: the level of Societal Safety and Security; the extent of Ongoing Domestic and International Conflict; and the degree of Militarisation. In addition to presenting the findings from the 2019 GPI, this year’s report includes analysis of trends in Positive Peace: the attitudes, institutions, and structures that create and sustain peaceful societies. It looks at the relationship between the actual peace of a country, as measured by the GPI, and Positive Peace, and how a deficit of Positive Peace is often a predictor of future increases in violent conflict. It also looks at the dynamic relationship between changes in Positive Peace and changes in the economy.

82. The Berlin Pulse 2019 (full issue)

Abstract:
Dear Readers, Welcome to the third edition of The Berlin Pulse! The first edition, published in November 2017, was an experiment. Two years later, I am convinced that The Berlin Pulse has made a positive contribution to Germany’s foreign policy debate. Internationally, the past two editions have served as a valuable tool for explaining the forces underlying German foreign policy. I would like to start, therefore, by thanking all who have contributed to this project through comments and suggestions, their own contributions, or simply by reading. The idea behind The Berlin Pulse remains the same: To identify potential gaps between German public opinion and international expectations of Berlin’s foreign policy. However, the results of this year’s survey once more underline a different gap, namely that between public opinion and government policy: To policy-makers in Berlin, the transatlantic alliance remains a pillar of German foreign policy. In contrast, a majority of the population (52 percent) believe that Germany should reconsider its alliance with Washington, even at the cost of more than doubling the country’s defence budget. However, despite efforts to strengthen Europe’s defence capabilities, Germany will continue to rely on the United States for its security for the foreseeable future. Clearly, its politicians need to become better at explaining to Germans why this is in the country’s interest. As Germans and the world are celebrating the 30th anniversary of the fall of the Berlin Wall and the breakdown of the Iron Curtain, dividing lines old and new are making (re-)appearances. Therefore, the present issue will focus on three particular challenges facing German policy-makers: Berlin’s role in the EU and the Union’s foreign policy; transatlantic relations under the Trump administration, and the question of what role Germany will be willing and able to play in Asia. With Germany preparing for the presidency of the European Council and the US elections looming, 2020 is bound to be an eventful year. Amid continuing threats to multilateralism and the liberal international order, friends and competitors alike are closely watching the decisions taken (or not taken) by Berlin. This year’s authors hail from a rich variety of backgrounds, and include Germany’s Federal Minister of Defence, Annegret Kramp-Karrenbauer, the Bulgarian intellectual Ivan Krastev, eminent Chinese diplomat, Madam Fu Ying, as well as public intellectual and journalist Walter Russell Mead, to name but a few. Last but not least, allow me to thank our editor, Joshua Webb. It is in no small part thanks to his excellent work that I am confident the present issue of The Berlin Pulse will provide you with plenty of food for thought and discussion. Abstract:
The international trade system has been facing a relative decrease in the relevance of tariffs in favour of non-tariff, regulatory requirements (technical, sanitary and phytosanitary standards). The proliferation of these measures, which essentially consist of rules on product labelling and on production processes and methods, may be explained by the growing influence of private agents, such as corporations and business associations. Although these players are willing to develop and enforce a competing regulatory framework such as this on a broader range of topics, this may also generate more fragmented trade rules at both geographic and substantive levels, thus leading to a significant resistance among governments to integrate private standards into the multilateral trade system. Therefore, a mounting debate emerges on the ways in which private standards have been stonewalled in the current negotiation processes of the World Trade Organization (WTO). By relying on Kingdon’s Multiple Streams Framework (MSF), we address this question with a particular focus on the current efforts and struggles within the WTO to incorporate private regulations into the international trade agenda.

Abstract:
This article reflects on transnational feminist organising by drawing on the experiences of the African Women’s Development and Communication Network (FEMNET) during the consultations leading up to the 2030 Agenda for Sustainable Development. First, we re-examine some of the debates that have shaped the field of women’s rights, feminist activism and gender justice in Africa, and the enduring legacies of these discourses for policy advocacy. Second, we analyse the politics of movement-building and the influence of development funding, and how they shape policy discourses and praxis in respect of women’s rights and gender justice. Third, we problematise the nature of transnational feminist solidarity. Finally, drawing on scholarship about transnational feminist praxis as well as activism, we distil some lessons for feminist policy advocacy across geo-political divides.

Abstract:
President Trump contends that “very rich and wealthy countries” like the Republic of Korea should pay more for American troops stationed in their countries. While a more balanced burden-sharing arrangement is necessary, the U.S.’s demand for a five-fold increase in South Korea’s contribution, from $924 million to $5 billion, threatens to tear apart the bilateral relationship and undermines U.S. interests on the Korean Peninsula. The issue demanding attention is not who pays how much, but whether the existing terms of the U.S.–ROK security relationship remain pertinent or must be revised. The long-term goal of U.S. grand strategy should be to facilitate the creation of a peaceful global order consisting of fully sovereign, law-abiding states capable of providing for their own security. Any state that hosts foreign forces and relies on those forces for its defense is not fully sovereign: It is dependent upon others to ensure its security. This describes the Republic of Korea today.

Abstract:
Throughout recorded history, nations have employed spies to support foreign policy goals and military operations. However, such clandestine activities seldom become the subject of foreign policy themselves, and intelligence and related activities are rarely subject to public review. Yet in the People’s Republic of China, a massive “whole-of-society” approach to economic espionage is creating a new paradigm for how nations conduct, view, and address intelligence func- tions. In fact, a key element in the United States-China trade war is Washington’s insistence that Beijing cease stealing American intellectual property and trade secrets. China denies the claim, but hundreds of recently prosecuted espionage cases prove otherwise. These espionage activities are changing the global balance of power, impacting U.S. and foreign economies, and providing challenges to domestic and national security, as well as foreign policy formulation. Domesti- cally, they threaten economic security, the protection of critical infrastructure, and intellectual property rights.

Erin Jessee is Lord Kelvin Adam Smith Research Fellow in History at the University of Glasgow. She has over a decade of experience conducting oral historical and ethnographic fieldwork in confict-afected settings, particularly in Rwanda, Bosnia and Herzegovina, and Uganda. She is the author of Negotiating Genocide in Rwanda: Te Politics of History, which was published in Palgrave Macmillan’s Studies in Oral History series in 2017. She has also published several articles in notable journals such as Memory Studies, Conflict and Society, History in Africa, Oral History Review, and Forensic Science International, among others.

88. A Multicultural Nationalism?

Abstract:
Today’s “new nationalism” marks merely the latest iteration of yesterday’s old nationalism. I refer here to the majoritarian nationalism that seems to be the rising or dominant politics in many parts of the world today—Russia, China, India, the United States, many Muslim-majority countries, and central and eastern Europe. Yet, what is genuinely new is the identity-based nationalism of the center-left—sometimes called “liberal nationalism” or “progressive patriotism”—that is appearing in Anglophone countries. In a recent study covering Russia, the United Kingdom, the United States, India, South Africa, and Peru, Raymond Taras expresses the novelty of his empirical fndings as a move toward “nationhood.” He sees this as “enlarging the nation so that it consists of difer- ent integrated ethnic parts” and describes it as “a characteristically British way of viewing a political society.”2 I present here a view that falls into this category, which I shall call “multicultural nationalism.”3 I argue that multiculturalism is a mode of integration that does not just emphasize the centrality of minor- ity group identities, but rather proves incomplete without the re-making of national identity so that all citizens have a sense of belonging. In this respect, multiculturalist approaches to national belonging have some relation to liberal nationalism and majoritarian interculturalism, making not only individual rights but, also minority accommodation a feature of acceptable nationalism. Unlike cosmopolitanism, multiculturalist approaches are nationally-focused and not against immigration controls (subject to certain conditions).

Abstract:
The internal conflict and resulting humanitarian crisis embroiling South Sudan since December 2013 have exposed the country’s fragility. A weak national identity, ethnically based violence, a legacy of violent conflict resolution, personalized and patronage-based politics, weak institutional checks on the abuse of power, and the absence of encompassing leadership, among other factors, all pose obstacles to peacebuilding. As a result, envisaging a stable South Sudan has become increasingly difficult for many South Sudanese and external observers. With regional and international diplomacy rightly focused on negotiating an immediate end to hostilities, the Africa Center for Strategic Studies has asked a selection of South Sudanese and international scholars, security practitioners, and civil society leaders to share their visions of the strategic issues South Sudan must address if it is to make a transition from its current state of dissimilation to a more stable reality. These visions, taken individually and collectively, are intended to help sketch out some of the priorities and prerequisites for transforming today’s highly fragmented security landscape in South Sudan to one in which its citizens are safe in their own country and are protected from external threats.
