731. A United Nations with Chinese characteristics?

Abstract:
As China’s role as a major power in international affairs is growing, the Chinese government is becoming more active and more influential in the United Nations (UN). This is likely to have – or, in the eyes of some, already has – a significant impact on the UN’s (future) functioning. Growing Chinese influence is important for all UN members, and particularly so for Western countries, including the Netherlands, which strives to maintain and strengthen the international legal order as a principal foreign policy aim. This report by Maaike Okano-Heijmans and Frans-Paul van der Putten, with contributions from Etienne Béchard, Louise van Schaik and Vishwesh Sundar, aims to provide a better understanding of the process currently underway. It does so, first, by analysing how and in which direction China’s involvement in the UN is evolving. Next, the discussion turns to the question of how China’s growing involvement is relevant to the setting and the developing of norms and standards within the UN. Finally, the authors explore where European countries and China have common interests, and where their interests are conflicting through presenting three case studies in three thematic areas, namely human rights, development finance and climate change.

732. The Grand Ethiopian Renaissance Dam (GERD): Ethiopia, Egypt and Sudan push for cooperation

Abstract:
The African Union (AU) held its 30th Summit from 22 – 29 January in Addis Ababa, Ethiopia. The central theme of the Summit was a clarion call to strengthen African unity and fight against corruption and the eradication of poverty on the continent. President Paul Kagame of Rwanda was elected the new AU chairperson at the Summit, however, it is a significant development that transpired on the sidelines of the Summit among Egypt, Ethiopia and Sudan that this policy update seeks to address pursuant to an earlier published policy brief, The construction of the Grand Ethiopian Renaissance Dam (GERD) and geopolitical tension between Egypt and Ethiopia with Sudan in the mix.2 President Abdel Fattah al-Sisi of Egypt, Sudanese President Omar Hassan al-Bashir and Ethiopian Prime Minister Hailemariam Desalegn all signaled their resolve to avoid misunderstandings cognizance of Ethiopia’s construction of its dam, The Grand Ethiopian Renaissance Dam (GERD) during a sideline meeting at the Summit. A statement released by the Ethiopian Ministry of Foreign Affairs indicated that, “we (the three country heads) have agreed to work as one on matters among the three countries, particularly on the construction of the GERD” (Ethiopian Ministry of Foreign Affairs, 2018).

Abstract:
On the 11th and 12th of February 2018, the “2nd Turkey–Africa Ministerial Review Conference” transpired in Istanbul. The Conference was held under the tutelage of the Turkish Minister of Foreign Affairs, Mevlüt Çavuşoğlu. In participation was the Deputy Chairperson of the African Union (AU) Commission, H. E. Thomas Qwesi Quartey together with several foreign affairs ministers of African countries as well as AU representatives. Considering that a Turkey–Africa Summit is scheduled to be held in 2019 in Turkey, this TurkeyAfrica Ministerial Review Conference was held to evaluate the progress of Turkey’s Africa partnership so far in conjunction with steps that could be taken to even solidify this special relationship.

734. The Role of Trauma in Romania’s Ontological Security

Abstract:
This paper analyses Romania’s foreign policy during the first post-communist years, by employing a theoretical viewpoint based on ontological security and trauma. It un- covers the elite efforts to secure the post-totalitarian state’s identity and international course. Romania’s search for ontological security featured the articulation of narratives of victim- hood, which were linked with its proclaimed western European identity. The Romanian identity narrative has long struggled between “the West” and “the East”, trying to cope with traumatic historical events. These discursive themes and ontological insecurities were crys- tallized in the controversy surrounding the Romanian-Soviet “Friendship Treaty” (1991). Key Romanian officials displayed different typical responses to cultural trauma and debated the state’s path to ontological security, which was reflected in the foreign policy positions.

Dear Reader, Welcome to The Berlin Pulse! In the past years, calls for greater German international engagement were heard at many occasions. As Germany sets out for a new coalition experiment, the question is whether the new government will assume this responsibility, and how it will address international challenges. To succeed, a Chancellor Angela Merkel will have to reconcile the views of her coalition partners with expectations of Germany’s international partners. How much leeway does a new government have between international expectations and domestic constraints? The idea behind The Berlin Pulse is to guide policy-makers and experts on this fine line. To this end, prominent international authors such as Jens Stoltenberg and Mohammad Javad Zarif formulate their expectations for Germany on 2018’s most pressing issues. A representative survey commissioned by Körber Foundation in October 2017 contrasts their perspectives with German public opinion. We will publish The Berlin Pulse annually on the occasion of the Berlin Foreign Policy Forum, which we host together with the Federal Foreign Office. The contrast of domestic and international perspectives indicates what kind of foreign policy actor Germany can become. For example, while many foreign policy makers demand that Germany punches its weight on the international stage, Germans do not demonstrate the same enthusiasm: 52 percent prefer international restraint over increased engagement, a value similar to past years. As Timothy Garton Ash writes in his contribution on Germany’s role in the world, “there has been no historical caesura since 3 October 1990 large enough to justify talking about a ‘new’ Germany.” And while experts still discuss whether we are in a “post-Atlantic era”, the German population already seems to have reached a conclusion: 56 percent consider the relationship between the US and Germany to be somewhat or very bad, and a striking 88 percent would give a defense partnership with European states priority over the partnership with the US. In an interview for The Berlin Pulse, Condoleezza Rice stresses the importance of increased defense spending for the transatlantic relationship, yet 51 percent of Germans think spending should stay at current levels. Opinion polls are often snapshots. Yet, we have been conducting polls since 2014 and believe that continuity allows distinguishing between outliers and underlying characteristics of German public opinion on foreign policy. We particularly thank the Pew Research Center for fielding six joint questions on the transatlantic relationship in the US. The motto of our founder to “talk to each other rather than about each other” has guided Körber Foundation’s activities from the beginning. The Berlin Pulse shall gather representative voices from within and outside Germany to illustrate and acknowledge the potential and limits of Germany’s role in the world. We believe this is a prerequisite for developing a viable and successful foreign policy. Behind every successful publication, there is a dedicated editor. Thanks to the acumen and persistence of Luise Voget, Program Manager at our International Affairs Department, the idea of a ‘guidebook to German foreign policy’ has been molded into 60 pages of data, analysis and opinion: The Berlin Pulse. 736. China’s New Afghan Diplomacy: Awakening from Inertia or Exception to Old Habits?

Abstract:
For decades, China has pursued a policy of hands-off diplomacy towards regional and international affairs, while narrowly focusing on internal development. Beijing’s recent approach to the Afghanistan conflict, however, has been a major shift. Getting Pakistan’s full support to help end the Afghan insurgency is a possibility given that the U.S. and Afghan governments have utterly failed to bring it to a close. China’s change may signal a shift in China’s “non-interference” approach. However, despite its early activism in the form of outreach to major actors—hosting the Taliban for talks, participation in Quadrilateral Coordination Group (QCG) and now Russia-led talks—China’s Afghan diplomacy has not produced any desirable results to alter Pakistan’s approach towards the Afghan insurgency. One explanation for this lackluster approach is that Pakistan has successfully stemmed the flow of cross-border militants toward China. Furthermore, post-2014 uncertainty in Afghanistan rather than strategic alterations prompted the shift of China’s Afghanistan policy.

he Australian Institute of International Affairs (AIIA) is pleased to present the second book in the Australian Ministers for Foreign Affairs series. In February 2013 the AIIA held a one-day forum to examine the achievements of Australia’s foreign ministers between 1960 and 1972. This forum and publication followed on from R.G Casey: Minister for External Affairs 1951-1960, and examined the next decade in Australian foreign policy. This newest volume brings together Australia’s most eminent academics and experts in international relations, former senior diplomats and government officials to explore the major issues that confronted the seven foreign ministers during the period of 1960-1972.
