Abstract:
The standardisation of armaments has been a long-standing focus of EU efforts to enhance the Union’s military effectiveness, to improve capability development and to support the competitiveness of the European defence industry. Armaments standardisation is a process that can lead to cost savings for defence spending by injecting added-value in defence production processes and the avoidance of capability and equipment duplication. Standardisation is a method of improving interoperability within and between European armed forces and a process that can enhance the operational effectiveness of Europe’s militaries. Both the EU and NATO have taken measures over many years and decades to enhance armaments standardisation in Europe. Yet the nature of the contemporary global defence market is that many more technologies and components integrated into military systems are sourced and/or produced in the civilian sector. The line drawn between defence equipment and capabilities on the one hand, and civilian products and technologies on the other, is increasingly blurred. In this context, and in relation to recent developments on EU defence cooperation, this study analyses the standardisation approaches taken by the EU in relation to maritime information sharing and remotely piloted aircraft systems. It makes recommendations on how EU approaches to armaments standardisation can be expanded and enhanced.

Rapid globalization of science and technology (S&T) capacity presents a serious and long-term risk to the military and economic security of the United States. To maintain U.S. preeminence, our domestic science and technology enterprise requires a new paradigm to make it more agile, synchronized, and globally engaged. U.S. technological competitiveness depends not only on research but also on legal, economic, regulatory, ethical, moral, and social frameworks, and therefore requires the vision and cooperation of our political, corporate, and civil society leadership. Re-organizing our domestic S&T enterprise will be a complex task, but recommendations presented in this paper could be first steps on the path to maintaining our future technological security.

During negotiations of mega-regional trade agreements, state representatives have the incentive to demand that other parties align with their entrenched regulatory practices. Indeed, a country’s exporters will derive extensive benefits if negotiating partners fulfill these demands. Strictly pursuing self-interest, however, often leads to stalemate. When the United States (US) and European Union (EU) entered into negotiations of the Transatlantic Trade and Investment Partnership (TTIP), they sought to more effectively align transatlantic regulation and associated practices. Although extant literature indicates that relatively similar, rich, and developed countries should easily conclude agreements due to shared interests, negotiations between the US and EU in the regulatory area of genetically modified organisms (GMOs) deteriorated. By 2016, this matter effectively fell off the TTIP negotiating agenda.

The new global agenda, with Agenda 2030 at its core, is ambitious, comprehensive, and universal. The three central goals now are to reignite growth, deliver on the sustainable development goals (SDGs), and meet the ambitions of the Paris climate agreement aimed at mitigating climate change and adapting to its effects. Achieving these goals will require a significant scaling up and reorientation of investments, especially for sustainable infrastructure and human development. Implementing this agenda is urgent, as the world is witnessing the largest wave of urban expansion in history and more infrastructure will come on stream over the next 15 years than the world’s existing stock. This is also the last opportunity to manage remaining significant demographic transitions.

Economists have long regarded structural change—the movement of workers from lower to higher productivity employment—as essential to growth in low-income countries. Yet, until recently, Africa’s economic structure had changed very little, worrying both policymakers and analysts.
