- Abstract:
- This policy brief is published in the framework of “Inclusive Local Governance for Sustainable City” project under the umbrella project “Supporting Sustainable Cities” of TESEV funded by the Friedrich Naumann Foundation for Liberty. Actors of various sizes all participate in local programmes, plans and actions on the path towards achieving Sustainable Development Goals. International and regional cooperation are necessary for attaining these goals, for which central government may prove more crucial in its effects, while the inclusion of local actors is imperative for following both a more efficient path and achieving democratic participation. It is thus timely to highlight the importance of local participation in identifying and implementing the 11th Sustainable Development Goal, Sustainable City and Human Settlements. This goal, in which the issues of the right to the city under inclusion(1) the creation of accessible and safe urban spaces for all, and the active and direct participation of civil society come to the forefront, necessitates the active participation of metropolitan municipalities of local governments, as well as district municipalities which are in most contact on many issues with the city’s residents.

85. Will International Institutions Fail Again? International power shifts and the future of global cooperation

- International institutions thrive when they are utilized, their rules are respected, and they are important in shaping international outcomes. They fail when they fall into disuse, their rules are violated, or they otherwise become peripheral to the events of world politics. In order to function effectively, international institutions require a minimum level of agreement amongst their most powerful members. In many institutions today, the level of agreement is shrinking. While geopolitical tensions are real, the biggest risk to international institutions comes from the unravelling of domestic and transnational social coalitions in favour of economic openness and ideals of internationalism. To rescue international institutions, it will be necessary to take action at the national level. This means using the policy tools available to national governments to create economic security, reduce inequality, and foster inclusive community identities. This may come at the expense of deeper international integration, but it will be better for international cooperation in the long run.

- Abstract:
- The present essay has cognitive analysis as theoretical and methodological perspective and its focus is on thoughts and theories of African authors, particularly in Nigeria, of gender conceptions in Africa. In the first part, Ifi Amadiume and Oyeronké Oyěwúmí epistemologies point to an egalitarian Africa regarding gender relations before colonization. In the second part, Chimamanda Adichie and Paul Zeleza (from Zimbabwe) talk about an unequal Africa regarding gender relations, particularly binary. They put into evidence the decentralization of the hegemonic epistemology from Europe and North America as important to comprehend the debate about gender in Africa. The study comes from the author intention to explore African epistemologies in the context of gender and feminism, and from the incursion (in 2017) in the course of “Gender and África”, and this research was developed after the incursion of the author in the doctorate study (in 2016), in fields of “Contemporary Philosophy and African Philosophy”, which encouraged the author to study different kinds of epistemologies. In addition, the essay aims to diffuse those knowledges.

- This paper produced by the African Capacity Building Foundation (ACBF) examines the growth, poverty, and inequality dynamics. The findings suggest that policy efforts should target class inequality, especially gender and age related. Among other recommendations, this paper suggests that countries like South Africa should shift focus from interracial inequality to inter-class inequality broadly, which is affecting its economic performance. The aim is to provoke discussion, encourage further investigation, and lay bare for action the critical capacity challenges at the center of Africa’s observed inequality.

- This report provides an analysis of the issues related to female brain drain between Poland and Germany in the years 1989-2015: female and male migration patterns during specific time periods, the challenges of female migration, the emigration of highly-skilled individuals in Poland and Germany, as well as the issues regarding brain drain from a gender perspective. Global female migration is a topic frequently studied in academic literature; however, the topic of female brain drain is one that has long been ignored by academic research. This gap in research on female brain drain is closely related to a significant lack of relevant quantitative data, and, consequently, has led to gaps in policymaking. The aim of this report is to gather all available information on female brain drain and its impact on labour markets, gender equality, female migration, and human capital, while noting the gaps in data and policymaking. A further objective of this report is to highlight the issues that are important for policymaking, as well as to propose adequate polic recommendations. The report aims to provide a current and comprehensive analysis of female brain drain in Poland and in Germany – two neighbouring countries, with complex histories of population migration – as well as an analysis of the economic and societal consequences of this phenomenon for both countries. The publication was prepared within the project “Brain drain/brain gain: Polish-German challenges and perspectives - Focus on the gender aspects of labour migration from 1989” with financial support from the Polish-German Foundation for Science and The Foundation for Polish-German Cooperation.
