1. What might have been: Globalization on the medal stand at the Tokyo Olympics

Abstract:
The Summer Olympic Games are the most globalized sporting event on earth. Until now, the Summer Games had been postponed only three times—in 1916, 1940, and 1944—all because of world wars. So, the announcement that in response to the COVID-19 pandemic, the 2020 Tokyo Games would be postponed by a year is significant, implicit testimony to the destructiveness of the pandemic. The Tokyo Games were expected to continue the evolution of the Games away from the aristocratic European milieu where the modern Olympic movement began. As poverty has declined and incomes across the global economy have converged, participation in the Games has broadened and the pattern of medaling has become more pluralistic, particularly in sports with low barriers to entry in terms of facilities and equipment. This Policy Brief presents forecasts of medal counts at the 2020 Tokyo Summer Games had they had gone on as scheduled, setting aside possible complications arising from the coronavirus pandemic. The forecasts are not just a depiction of what might have been. They establish a benchmark that can be used when the Games are eventually held, to examine the impact of the uneven incidence of the pandemic globally.

2. Why Do People Migrate Irregularly? Evidence From a Lab-in-the-Field Experiment in West Africa

Abstract:
Irregular migration to Europe by sea, though risky, remains one of the most popular migration options for many sub-Saharan Africans. This study examines the determinants of irregular migration from West Africa to Europe. We implemented an incentivized lab-in-thefield experiment in rural Gambia, the country with the region’s highest rate of irregular migration to Europe. Male youths aged 15 to 25 were given hypothetical scenarios regarding the probability of dying en route to Europe and of gaining legal residence status after successful arrival. According to the data we collected, potential migrants overestimate both the risk of dying en route to Europe and the probability of obtaining legal residency status. In this context, our experimental results show that providing potential migrants with official numbers on the probability of getting a legal residence permit decreases their likelihood of migration by 2.88 percentage points (pp), while information on the death risk of migrating increases their likelihood of migration by 2.29 pp—although the official numbers should be regarded as a lower bound to actual mortality. Follow-up data collected one year after the experiment show that the migration decisions reported in the lab experiment correlate well with actual migration decisions and intentions. Overall, our study indicates that the migration decisions of potential migrants are likely to respond to relevant information.

3. Immigration and Offshoring: Two Forces of Globalisation and Their Impact on Employment and the Bargaining Power of Occupational Groups

Abstract:
This paper estimates conditional demand models and, using a joint approach for the period 2008-2017, examines the impact of immigration and different measures of offshoring on the labour demand and demand elasticities of native workers in four different types of occupational groups: managers/professionals, clerical workers, craft (skilled) workers and manual workers. The analysis is conducted using data for four EU economies: Austria, Belgium, France and Spain. Our results point to important and occupation-specific direct and indirect effects of immigration and offshoring. Both offshoring – particularly services offshoring – and immigration have negative direct employment effects on all occupations, but native clerks and manual workers are affected the most, and native managers/professionals the least. Generally, offshoring exerts a stronger direct negative employment effect than does immigration. Our results also identify an important (labour demand) elasticity-channel of immigration and offshoring and show that some groups of native workers can also actually gain from globalisation through an improvement in their wage-bargaining position. Overall, our results indicate a deterioration in the bargaining power of native manual workers arising from both immigration and offshoring; an improvement in the bargaining position of native craft workers in the case of both immigration and offshoring; and an improvement in the bargaining position of native clerical workers and managers/professionals in the case of offshoring only. Finally, our analysis of the cross-effects of immigration highlights the important role of migrant managers/professionals for the labour demand and demand elasticities (bargaining power) of native clerical workers, craft and manual workers.

The European Union has defied this trend, with trade flows and financial claims continuing to grow after the recovery from the 2008 global economic and financial crisis. Immigration, including intra-EU mobility, has also continued to increase.

Abstract:
“The history of water,” writes Sunil S. Amrith, “shows that nature has never truly been conquered.” Nature is a dynamic presence in Amrith’s oeuvre. As a historian of South and Southeast Asia, his research engages the spaces, movements, and processes of a uniquely Indian Oceanic region. The worlds recounted by Amrith are often ones marked by the ambitions of empires and polities, the mass migration of human labour, and indeed, the furies of nature itself. In his latest book, Unruly Waters, Amrith shows how “the schemes of empire builders, the visions of freedom fighters, the designs of engineers—and the cumulative, dispersed actions of hundreds of millions of people across generations—have transformed Asia’s waters over the past two hundred years.” It testifies to the dreams that societies have often pinned to water, as well as its unwieldy and turbulent nature. In his account of “the struggle for water” and control over the Asian monsoon, we come to understand how climate change exacerbates a problem both already in-progress and connected to histories of “reckless development and galloping inequality.” Sunil S. Amrith is presently the Mehra Family Professor of South Asian History at Harvard University. He was the 2017 recipient of the MacArthur Fellowship. From July 2020, Amrith will be the Dhawan Professor of History at Yale University. His most recent book publications include: Unruly Waters: How Rains, Rivers, Coasts, and Seas Have Shaped Asia's History (Basic Books and Penguin UK, 2018), Crossing the Bay of Bengal: The Furies of Nature and the Fortunes of Migrants (Harvard University Press, 2013), and Migration and Diaspora in Modern Asia (Cambridge University Press, 2011). Capitalism versus Communism. To many, the latter half of the twentieth history was deeply shaped by the confrontation between these two ideological and socioeconomic systems. When the Soviet Union collapsed in 1991, capitalism's triumph was credited to its valorization of money and protection of markets, among other factors; and, as the story continues, Communists failed, in part, because they suppressed markets and globalization. Yet, how much of this historical picture holds true? To Oscar Sanchez-Sibony, a good deal of Cold War histories are founded on generally held misconceptions about the political economy of the Soviet Union. Not only do they ignore the intense engagements between the Soviets and the world, they often miss the mark by neglecting the larger financial and economic architecture that facilitated such exchanges and economic growth in the Union of Soviet Socialist Republics (USSR). There is a larger story to be told about the rise of global capitalism and the Soviet Union. These are the themes of Red Globalization: The Political Economy of the Soviet Cold War from Stalin to Khrushchev (2014). Making use of archival documents from Russian archives, Sanchez-Sibony provides a rich account of how a young Bolshevik state navigated through the world's economic crises, while seeking favorable trading partners in the West for investments. This interview also ventures into topics and figures such as Depression Stalinism, Anastas Mikoyan, and Soviet-Global South relations. This book provoked much debate, and will be a must-read for years to come for anyone interested in histories of the Soviet Union, global capitalism, and the global Cold War. Oscar Sanchez-Sibony is Assistant Professor of History at the University of Hong Kong, where he teaches and researches subjects in Soviet history, Stalinism, and capitalism. He received his Ph.D. from the University of Chicago under the guidance of Sheila Fitzpatrick. Toynbee Foundation had the pleasure to talk with him about his career and the development of his research.

7. Globalization Paradox and the Coronavirus Pandemic

Abstract:
The global scale of the coronavirus (Covid-19) pandemic and its response is unprecedented. This Clingendael Report applies Dani Rodrik’s framework of Globalization’s political trilemma to analyze the current response to the pandemic. In the aftermath of the 2008 financial crisis he argued that any recovery measures would have to balance off state power with economic integration and democracy. Based on values of democratic governance and human dignity this report charts principles on how to move forward beyond the emergency phase into recovery from the Covid-19 pandemic. The report makes a plea to Dutch and European policymakers for safeguarding and upholding democratic values in the response to and recovery of the Covid-19 emergency. The political trilemma indicates that a renewed primacy of state sovereignty, combined with hyper-globalization being on the defense, requires political resistance and bold choices to uphold democratic governance principles for the urgent and difficult policy actions required during the recovery. The momentum is now to act and uphold a united European solidarity response and leadership. If the EU fails to do so, it risks disintegration and marginalization in a volatile multi-polar global order. Covid-19 is not merely a ‘crisis’ that will pass by. This is a new permanence that requires a redefinition of the European social contract while recognizing its interconnectedness with the rest of world.

The pandemic will likely magnify existing geopolitical dynamics and test the strength of Europe’s democratic systems. Europe needs a new kind of globalisation capable of striking a balance between the advantages of open markets and interdependence, and between the sovereignty and security of countries. Europe should work to prevent the US-China rivalry from having negative repercussions in certain regions of the world – particularly Africa. European leaders need to focus on meeting the immediate needs of healthcare systems, providing an income for people who cannot work, and giving businesses guarantees. The European model will only mean something in the eyes of the world if we can successfully promote solidarity among EU member states.

I like being a policy-oriented academic: you meet lots of interesting people and you are invited to interesting meetings, so you can really contribute to the debate. Some actors may from time to time think you have an appealing idea, and they may even seek some academic legitimacy for their decisions. But you are of course not present when the actual decisions are being taken. It’s my job and I love it – but this is not the role that the EU itself should play. Europe does not aspire to be the world’s policeman, but it cannot just be the world’s professor either. As the new EU leadership is coming in, we must give punch to our strategy, and make sure we have the power to make our ideas work in the real world. Power, not to confront, but to engage the world.
