21. The Chávez Era Perspective for an Innovative Cultural Policy

Abstract:
This paper examines Venezuela’s audio-visual sector and its cultural and media policies during the Chávez Era (1999-2013). Accordingly, this analysis essentially emphasises how Chávez’s perception of the absence of representation concerning Venezuelan popular culture served as the basis for proposing a remodelling of cultural and media policies. Bearing in mind this scenario, we point out that this initiative took place in order to rescue, promote and appreciate national distinctiveness and to stimulate the population’s inclusion and social development. In this sense, we indicate that the reconstitution of Venezuela’s social fabric took place through a new, important and original agenda of cultural and/or audio-visual goods. Also, we suggest that, to a certain extent, the same process took place in Latin America.

Abstract:
This article reflects on transnational feminist organising by drawing on the experiences of the African Women’s Development and Communication Network (FEMNET) during the consultations leading up to the 2030 Agenda for Sustainable Development. First, we re-examine some of the debates that have shaped the field of women’s rights, feminist activism and gender justice in Africa, and the enduring legacies of these discourses for policy advocacy. Second, we analyse the politics of movement-building and the influence of development funding, and how they shape policy discourses and praxis in respect of women’s rights and gender justice. Third, we problematise the nature of transnational feminist solidarity. Finally, drawing on scholarship about transnational feminist praxis as well as activism, we distil some lessons for feminist policy advocacy across geo-political divides.

Abstract:
The essence of espionage is the non-consensual collection of confidential information. Espionage takes different forms depending upon the identity of the perpetrator and the nature of the confidential information targeted. Political espionage describes the state-sponsored theft of confidential information, and its purpose is to shed light on the capabilities and intentions of other state and non- state actors. Economic espionage is also state-sponsored, and it involves states stealing trade secrets from companies located in foreign jurisdictions, usually with the intention of passing this information to domestic companies so that they possess a competitive advantage. In contrast, industrial espionage is perpetrated by non-state actors insofar as it entails companies stealing foreign competitors’ confidential information without the support or assistance of a state.

Abstract:
For most of history, the domains of the global commons were unclaimed, largely because the technology to access and utilize them did not exist.[1] In areas such as the high seas and outer space, it was impossible for states to establish and maintain sovereign control. Even as the relevant technologies developed, costliness and controls kept them initially concentrated largely in the hands of just a few major powers such as the Unit- ed States and the Soviet Union. For the United States, “command of the commons” became the military foundation of its hegemony, granting it the ability to access much of the planet and to credibly threaten to deny the use of such spaces to others.[2] Bipolar competition between the United States and the Soviet Union strongly influenced developments in the maritime and outer space domains. In the case of cyberspace, a more recent addition to the traditional global commons, the United States was also initially dominant due to its role in pioneering associated technologies. However, over time and particularly since the end of the Cold War, continuing technological innovation and diffusion have made these domains accessible to a growing number of countries. ​ This technological progress was born of both cooperation and competition between states. While some states chose to develop certain technologies indigenously, many acquired knowledge and equipment from abroad. Globalization of industry has made it easier for states to obtain a variety of foreign technologies, even lowering the threshold for them to procure disruptive military capabilities. In addition, over the last two decades, American primacy has been increasingly challenged by the rise of China, which has impacted the dynamics of technological development and diffusion across multiple domains. As China has acquired the technology to become more active in the commons, it has prompted major regional powers, such as Japan and India, to accelerate their own technological advancement, and other mid-sized and smaller countries have also become increasingly engaged.[3] ​ The consequence of this multiplication of technologically sophisticated actors has been the erosion of American primacy in the global commons. Although the United States still remains the most dominant player, it is faced with a more densely populated field, and management of these spaces has become more difficult. This article examines this trend in the high seas, outer space, and cyberspace since the end of the Cold War, with attention to the ways in which the rise of China and the relative decline of the United States have catalyzed greater engagement with the commons, particularly among the countries in Asia that find themselves most affected by this power transition. I argue that advances in and diffusion of technology have transformed the global commons into increasingly crowded domains characterized by interstate competition and heightened tensions. Africa’s armed forces are in transition from an independence-era model to one more suited to today’s conflicts and threats. They are increasingly called upon to engage in preventive action, resolve domestic security crises, combat transnational threats, and protect the progression toward more democratic governance. Understanding how African security sector actors’ perceptions may be shifting in light of these changes can provide insights to improving their effectiveness. This study, involving 742 African security sector professionals from 37 countries, assesses differences in the attitudes, motivations, and values of the emerging generation of African security sector professionals. Understanding these differences may raise awareness, provide a basis for reform, and create an impetus for improving the citizen-security actor relationship.

26. Nestlé’s Corporate Reputation and the Long History of Infant Formula

Abstract:
The demand for infant formula in Australia is insatiable. Bare shelves have led supermarkets and chemists to ration sales, limiting the quantity customers can buy in a single transaction. But it’s not Australian parents fuelling the formula shortages. A high proportion, between fifty and ninety percent, of all Australian infant formula is exported to China. The situation has created tensions between the two countries. Australian shoppers complain of Chinese daigou (personal shoppers) buying formula before it is even stacked on shelves and stripping supermarkets in teams of people. In April 2019, eight people were arrested in Australia for stealing over a million dollars of infant formula in Sydney to sell in China. Two months later, Chinese military personnel were photographed loading boxes of formula onto a Chinese warship before departing Sydney Harbour.

27. Imitation, innovation, disruption: challenges to NATO's superiority in military technology

Analysts, academics and observers are worried that NATO countries may lose their industrial leadership in defence production. Globalization and advances in communications are widely believed to enable enemies and adversaries alike to copy NATO countries’ state- of-the-art weapon systems, and possibly even surpass them by developing next-generation weapon systems. Moreover, so-called disruptive technologies like artificial intelligence, quantum computing and additive manufac- turing are believed to offer cheaper and less technologi- cally demanding options to countries that do not possess the decades’ old defence industrial base of NATO coun- tries. These countries could then use such new technolo- gies for weakening NATO force structure. These concerns are real and deserve close scrutiny. However, adversaries and competitors still face signif- icant challenges which are more insidious than those NATO countries are facing. Because of the complexity of modern technology, imitation, innovation and disruption in armaments production have become increas- ingly demanding over the past decades – especially for naval and aerial platforms intended to operate in com- petitive environments. For NATO this implies more tar- geted defence investments and exploitation of industrial specialisation across the Alliance, as well as experimen- tation and innovation with new technologies to favour their future integration into the NATO force structure.

28. An Overview of German New Economic Sociology and the Contribution of the Max Planck Institute for the Study of Societies

Abstract:
New economic sociology (NES) in Germany has many similarities with economic sociology in the United States in its conscious efforts to institutionalize its presence within the broader sociology community, its promotion of a canon via handbooks, and its focus on the sociology of markets. At the same time, it differs in its stronger connections to the German classics, the greater vitality of a macrosociological tradition in Germany, the prior existence of a “bridging” generation of economic sociologists, and its later consolidation in a period of neo-liberal globalization, all of which have giv- en NES in the German-speaking world a distinctive character. In addition, it has been influenced by successive waves of French economic sociology – Bourdieu, convention, and actor-network theory – and its bilingual academic tradition has ensured its integration into English-speaking NES. In its contribution to the sociology of markets, the fact that NES emerged later in Germany than in the US led to a greater concern with quality markets rather than commodity markets, and a concomitantly greater attention to issues of value and price. These latter themes, in their turn, establish a continuity with German economic sociology’s enduring concern with understanding the role of money. Not surprisingly, therefore, German NES is now making key contributions to discussions on the sociol- ogy of money and is increasingly situating its analysis within the broader dynamic of capitalism and current processes of financialization.

Abstract:
Chinese investment around the world fell sharply in 2018. The decline was most evident later in the year and among state-owned enterprises. These companies also engaged in fewer power construction projects. The number of countries in the Belt and Road Initiative keeps expanding, but activity levels per country are flat. One explanation for weakness in various Chinese efforts to “Go Out” is caution in drawing down foreign exchange reserves. The US has restricted Chinese investment, but it was already small in size in 2018. Serious problems remain—for example, theft and coercive transfer of technology. Firms violating American law should face sanctions, not just investment bans.

30. The US-China economic relationship: A comprehensive approach

The US–China economic relationship has reached a critical juncture. Over the past year, the US has imposed tariffs on $250 billion worth of Chinese imports and China has retaliated, raising tariffs on a similar amount of US exports. At the G-20 leaders’ summit in November 2018, Presidents Trump and Xi agreed to resolve the trade dispute within 90 days—by March 1, 2019, though this deadline has been recently extended. The US concerns that underpin these bilateral trade tensions stem from specific practices endemic to China’s economic model that systematically tilt the playing field in favor of Chinese companies domestically and globally. Progress on specific trade issues will require China to comply with its World Trade Organization (WTO) commitments and to make certain reforms that will likely touch on areas of state control over the economy. In addition, new trade rules are needed to address China’s economic practices not covered by its WTO commitments, including in areas such as state-owned enterprises (SOEs), certain subsidies, and digital trade. These issues also come at a time of increasing US concern over the national security risks China presents, particularly with respect to technology access. All of these matters underscore the complexity of US-China bilateral negotiations as well as the stakes at play. Resolving US-China differences in a meaningful way will take time. This policy brief assesses the state of the US-China trade relationship by first looking at the economic impact on the US The policy brief then looks at why the Chinese economic model is so concerning. Despite the challenges the US has had at the WTO, the policy brief argues that the WTO should be central to resolving US-China trade tensions. We outline a multi-prong strategy, including bilateral, multilateral, and unilateral actions as well as working with allies that together would constitute positive next steps for this critical economic relationship. In taking this multifaceted approach, the US needs to stay true to its values and not accept short-term gains or “fig leaf” deals. In particular, creating a managed trade relationship with China would not be a constructive outcome. Instead, the US should work with China to agree on long term solutions. The resulting deal should address the real issues at hand in a free market manner and strengthen the multilateral global trading system and rule of law that the US has championed in the post-World War II era.
