91. The Trans-Pacific Partnership The politics of openness and leadership in the Asia-Pacific

Abstract:
Trade policy, and the Trans-Pacific Partnership (TPP) in particular, is vitally connected to the national interests of prosperity, security, and governance. With novel rules on the digital economy, high tariff elimina- tion targets, and disciplines to address behind-the-border protectionism, the TPP creates opportunities for American sectors that enjoy competitive strength—services, advanced manufacturing, agriculture—to expand their reach in overseas markets. Projected annual income gains from this trade deal range between $57 billion and $131 billion by 2032, compared to a base- line scenario. In sharp contrast to the experience of import competition with China, the TPP will not impose large adjustment costs in terms of employment and wages, generating instead a net (albeit small) positive effect on job creation and wage rates. However, the individual costs for displaced employees are very high, and the contours of a new pro-adjustment safety net that enables workers to navigate difficult economic transitions (brought about by technological change or trade) are highlighted below.

Abstract:
The U.S.-Mexico trade relationship is huge. The two countries trade over a half-trillion dollars in goods and services each year, which amounts to more than a million dollars in bilateral commerce every minute. With such a large volume of trade, it is not hard to believe that the number of jobs that depend on the bilateral relationship is similarly impressive. New research commissioned by the Mexico Institute shows precisely that: nearly five million U.S. jobs depend on trade with Mexico. This means that one out of every 29 U.S. workers has a job supported by U.S.-Mexico trade.

Abstract:
In the UK context of National Security Strategies and Critical National Infrastructure Protection, resilience is understood as a result of, or an answer to, an ever changing, complex and interconnected world in which even a tiny event can have a huge impact. Resilience incorporates the need to adapt to an almost infinite variety of hazards and risks and could therefore be called an all-hazards approach in the wider realm of security. However, an analysis of UK security policy documents and qualitative in-depth interviews with a variety of stakeholders shows it is more than that. Resilience is framed as a means to address change in general. It includes not only the negative aspects of globalisation but also its opportunities. Moreover, resilience is understood as a whole-of-government, if not whole-of-nation attempt to ‘connect the dots’ and overcome the ‘silo thinking’ in order to see the ‘bigger picture’. Therefore, resilience, in the UK, is often understood as a form of culture rather than a tool, instrument, concept or approach. In order for it to ‘function’, resilience has to overcome and reach beyond simple top-down or bottom-up approaches. It has to be lived.

Abstract:
While the issue of Syrian refugees has led an increasing number of countries to work on curbing arrivals, one country, Turkey, hosts almost half of these refugees. Yet, far from imposing restrictions, Turkey has distinguished itself for its open border policy and large-scale humanitarian contribution. Turkey’s generosity alone is not sufficient to understand this asylum policy put in place specifically for Syrians. There are indeed a number of political factors that indicate a certain level of instrumentalisation of this issue. In particular, Turkey’s benevolent attitude can be explained by Turkey’s early opposition to Assad in the Syrian conflict and its wish to play a role in the post-conflict reconstruction of Syria, as well as by its willingness to extract material and symbolic benefits from the European Union. But the refugee crisis also matters at the level of domestic politics, where different political parties (in power or in the opposition) seem to have used the refugee issue opportunistically, at the expense of a climate favorable to Syrians’ healthy integration in Turkey.

The size and sophistication of Chinese foreign investment is on the rise. In 2014, inbound investment to China was outpaced by outbound investment for the first time. Chinese foreign investment has surpassed the $100 billion mark for the past three years, making China the third largest overseas investor. Belonging. The subject conjures up a realm of emotions. In today's world, where increasing numbers of people are on the move, whether voluntarily or forced, it captures the nostalgia one feels for a home left behind or the yearning one has for acceptance in a new community. It can produce feelings of joy or loss even from a distance, as when one follows political, sporting, or family events from afar. It encompasses sentiments of anguish, fear, and resentment when those who wish to belong are rejected or when those within a group feel threatened by those from without. For all the talk today of an interconnected, globalizing world where borders are “not just permeable, but . . . shot through with large holes,” most of us still expect our national borders—the borders of the state where we belong—to be impenetrable, except through the preapproved legal channels.

The growth rates witnessed in markets across Latin America in the decade to 2010 pulled millions out of poverty, led to rapid growth of the middle class and helped to demonstrate the promise of emerging markets. Since then, however, growth has slowed dramatically across the region. 2015 will mark the fifth successive year of deceleration in Latin America, which has slowed more than any other emerging market region. With concerns over the ability of emerging markets to withstand a slowdown in China and monetary policy normalisation in the US growing, risks to the growth and financing outlook for Latin America persist. What determines the flow of labor and capital in this new global information economy? Who has the capacity to coordinate this new system, to create some measure of order? What happens to territoriality and sovereignty, two fundamental principles of the modern state? And who gains rights and who loses rights? Losing Control? examines the rise of private transnational legal codes and supranational institutions, such as the World Trade Organization and universal human rights covenants, and shows that though sovereignty remains an important feature of the international system, it is no longer confined to the nation-state. Other actors gain rights and a kind of sovereignty by setting some of the rules that used to be within the exclusive domain of states. Saskia Sassen tracks the emergence and the making of the transformations that mark our world today, among which is the partial denationalizing of national territory. Two arenas in particular stand out in the new spatial and economic order by their capacity to set their own rules: the global capital market and the series of codes and institutions that have mushroomed into an international human rights regime. As Sassen shows, these two quasi-legal realms now have the power and legitimacy to demand action and accountability from national governments, with the ironic twist that both depend upon the state to enforce their goals. 100. Recent Declines in Labor's Share in US Income: A Preliminary Neoclassical Account

Over the past decade, the US economy has been plagued by sluggish wage growth and rising income inequality. The debate over inequality in the 1980s and 1990s focused on the growing disparity between the earnings of skilled and unskilled workers and the earnings of the super-rich. Growing inequality between capital and labor income has now been added to these concerns. Remarkably, the growth in real GDP per worker over the decade of the 2000s, which averaged 1.7 percent annually, was actually more rapid than in the 1970s, 1980s, or 1990s, yet in the 2000s workers saw almost no increase in their take-home pay. Consistent with this gap between labor productivity and wage growth was a pronounced decline in the share of US national income earned by workers. As labor's share has declined, the share of capital has risen and has been especially concentrated in corporate profits. As profits are far less equally distributed than wages, this increase has contributed to rising income inequality. There are several plausible reasons for this development—globalization, automation, weak bargaining power of labor, political capture, higher markups—but the natural starting point for explaining factor income shares is the neoclassical theory of the functional distribution of income enumerated by John Hicks and Joan Robinson in the 1930s. In this framework there are two possible explanations for labor's recent declining share. The first is that capital and labor are gross substitutes, and the second is that capital and labor are gross complements. Several papers have explained the recent decline in labor's share in income by claiming that capital has been substituted for labor. Lawrence puts forward the alternative "gross complements" explanation for the declining US labor share. He shows that despite a rise in measured capital-labor ratios, labor-augmenting technical change in the United States has been sufficiently rapid that effective capital-labor ratios have actually fallen in the sectors and industries that account for the largest portion of the declining labor share in income since 1980. In combination with estimates that corroborate the consensus in the literature that the elasticity of substitution is less than 1, these declines in the effective capital-labor ratio can account for much of the recent fall in labor's share in US income at both the aggregate and industry level. Paradoxically, these results also suggest that increased capital formation, ideally achieved through a progressive consumption tax, would raise labor's share in income.
