2. Advancing Gender, Climate, and Security in the UN Security Council: A Blueprint for Action

- In this policy brief, the Georgetown Institute for Women, Peace and Security presents recommendations for advancing gender, climate, and security in the UN Security Council and opportunities for Member States and other relevant stakeholders to drive progress on these interconnected challenges. Despite growing recognition of how climate change multiplies risk and poses a threat to international peace and security, efforts to make climate change a standing item on the Security Council’s agenda have failed. Climate change disproportionately impacts women and threatens their security, yet frameworks like the Women, Peace and Security (WPS) Agenda have been slow to integrate climate considerations into thematic resolutions and National Action Plans (NAPs) on WPS. The international community must rapidly scale-up efforts to bridge these policy gaps and holistically address challenges at the nexus of gender, climate, and security. This policy brief explores best practices and offers specific recommendations for the Security Council, Member States, and international actors to integrate gender-responsive climate considerations into global peace and security efforts. - Conflict-related sexual violence (CRSV) has traditionally been understood as an inevitable byproduct of war, with rape framed as a biologically driven act of sexual gratification committed by men against women. This perception shifted following landmark rulings by the International Criminal Tribunals for former Yugoslavia (ICTY) and Rwanda (ICTR), which established sexual violence as a weapon of war. This article critically examines the "weapon of war" framework, which portrays militarized men as strategic perpetrators and women as symbolic victims, arguing that it reproduces harmful gendered identities and oversimplifies the complexities of sexual violence in conflict. The paper first traces the historical evolution of how CRSV has been conceptualized—from a natural consequence of war to a gendered and strategic tool of power—before analyzing the limitations of the weapon of war paradigm. It highlights the framework’s exclusion of male victims, female perpetrators, and diverse motivations for sexual violence—such as opportunism, material gain, and combatant bonding—as well as its failure to account for cases where armed groups refrain from using sexual violence altogether. Drawing on original analysis of over 4,000 redacted ICTR witness testimonies, the article demonstrates how the framework has constrained legal recognition, obscured lived experiences, and reproduced narrow narratives of ethnic hatred and gendered violence. It calls for a reframing of the gendered weapon of war concept to better account for the complexity of CRSV and to promote more inclusive approaches to justice, prevention, and survivor-centered redress.

- Billionaire wealth has risen three times faster in 2024 than in 2023. Five trillionaires are now expected within a decade. Meanwhile, crises of economy, climate and conflict mean the number of people living in poverty has barely changed since 1990. Most billionaire wealth is taken, not earned- 60% comes from either inheritance, cronyism, corruption or monopoly power. Our deeply unequal world has a long history of colonial domination which has largely benefited the richest people. The poorest, racialized people, women and marginalized groups have been and continue to be systematically exploited at huge human costs. Today’s world remains colonial in many ways. This must be reversed. Reparations must be made to those who were brutally enslaved and colonised. Our modern-day colonial economic system must be made radically more equal to end poverty. The cost should be borne by the richest people who benefit the most.

- This Oxfam briefing paper examines the intersection of gender inequality and climate change in Iraq, focusing on the agricultural sector. Women in Iraq face systemic barriers that confine them to the "private sphere," limiting their participation in decision-making processes critical to climate adaptation and mitigation. Through qualitative research, including focus group discussions and key informant interviews, the paper highlights how social norms, economic dependency, and lack of access to resources exacerbate women’s vulnerability to climate impacts. It provides actionable recommendations to foster inclusive climate action, such as raising awareness, leveraging respected female leaders, and improving technical support for farmers. The report underscores the urgent need to dismantle male-dominated structures to build a resilient and equitable future for Iraq.

- This briefing paper summarizes the important lessons learned since 2018 by Oxfam Denmark and the wider Oxfam confederation while promoting the women, peace and security (WPS) agenda and supporting WPS programming in Burkina Faso, Colombia, Ghana, Kenya, Lebanon, Mali, Niger, the Occupied Palestinian Territory, South Sudan, Syria, Uganda, Ukraine and Yemen, including under the Danish International Development Agency (Danida) strategic partnerships. It contains practical and policy-level recommendations for international actors working on the WPS agenda in various crisis and conflict contexts globally. The briefing paper shows that supporting and amplifying locally led feminist action by diverse women-led, women’s and LGBTQIA+ rights organizations, networks and groups is a central foundation for peace and justice.

8. The Gendered Impact of Social Norms on Financial Access and Capital Misallocation

- This paper provides evidence on the nature of financial constraints faced by women entrepreneurs, especially in contexts of stringent social norms. Using micro-data from the World Bank Enterprise Surveys for 61 countries, the analysis shows that formal firms managed by women do not face credit constraints on the extensive margin. They are equally likely to apply for credit as their male counterparts and experience lower rates of credit rejection, with a higher likelihood of opening credit lines. However, on the intensive margin, firms managed by women receive lower credit amounts, indicating signs of credit constraints. This disparity in access to credit cannot be explained by gender differences in risk profiles, profitability, or productivity. However, firms managed by women have lower sales per worker, suggesting challenges in accessing product and labor markets. The paper finds suggestive evidence of capital misallocation based on gender, particularly in countries with more restrictive gender and cultural norms. Firms managed by women demonstrate a 15 percent higher average return on capital compared to firms managed by men, indicating the potential benefits of increased access to credit for women-led businesses. These findings emphasize the importance of addressing gender-specific constraints to accessing finance and promoting gender-inclusive policies to enhance firm growth and reduce capital misallocation.

9. Women Political Leaders as Agents of Environmental Change

- This paper explores how female political leaders impact environmental outcomes and climate change policy actions using data from mixed-gender mayoral races in Brazil. Using a Regression Discontinuity design we find that, compared to male mayors, female mayors significantly reduce greenhouse gas emissions. This effect is driven by a reduction in emissions intensity (CO2e/GDP) in the Land Use sector, without changes in municipal economic activity. Part of the reduction in emissions in the Land Use sector is attributable to a decline in deforestation. We examine potential mechanisms that could explain the positive environmental impact of narrowly electing a female mayor over a male counterpart and find that in Amazon municipalities, female elected mayors allocate more space to the environment in their government proposals and are more likely to invest in environmental initiatives. Differences in the enforcement of environmental regulations do not explain the results.

10. Childhood Welfare Exposure and Economic Outcomes for Adult Daughters and Sons

- Abstract:
- We investigate how length of time on welfare during childhood affects economic outcomes in early adulthood. Using intergenerationally linked mother-child pairs from the Panel Study of Income Dynamics, we adopt a nonlinear difference-in-differences framework using the 1990s welfare reform to estimate average and quantile treatment effects on intensity of welfare use and earnings in adulthood. The causal estimates indicate that additional childhood welfare exposure leads to more adulthood years on the broader safety net for both daughters and sons, yet this positive relationship only applies below moderate levels of adult welfare participation and reverses at greater levels of dependence. Increasing childhood welfare exposure implies lower earnings in adulthood for daughters, however we find no evidence that it depresses adult sons’ earnings. Both daughters and sons exhibit some wage penalty from childhood welfare exposure, yet only daughters are penalized through hours worked in the labor market.
