Abstract:
The Houthi rebellion in Yemen, with its horrendous consequences for the country’s civilian population, is being instigated primarily by Iranian assistance and direction for the rebels, together with Russian growing involvement in the conflict. An end to the fighting therefore depends to a large extent on the willingness of external countries to continue their fomenting of the conflict.

It is almost a cliché that Australia and New Zealand are canaries in the coal mine for Chinese attempts at exerting political influence. In fact, Chinese influence is not a topic that affects just Oceania. It is already a serious challenge that confronts all democracies and open societies. According to Clive Hamilton’s “Silent Invasion,” a Chinese diplomat who sought political asylum in Australia told Hamilton that Australia’s openness, relatively small population, a large number of Chinese immigrants and commitment to multiculturalism have weakened Australia’s capacity to recognize and defend against the Chinese infiltration, but all democracies and open societies are susceptible to the threat

Abstract:
The rescue of Bashar al-Assad’s regime by the pro-Assad coalition, comprising Russia, Iran, and Iranian proxies, led to the victory of the regime over the rebels; the coalition’s achievements stem primarily from the effective cooperation between Iran and Russia since 2015 in fighting the rebels. Now, with the battles over, despite shared interests in consolidating the Assad regime, inherent tensions between Russia and Iran regarding influence in Syria have emerged in greater relief. Yet despite the disagreements, this it is not a zero-sum game between Russia and Iran. Both continue to cooperate on a range of issues in the Syrian arena and beyond. Iran for its part continues to see its consolidation in Syria as a strategic objective, and despite difficulties that have emerged, it seems that Tehran remains determined to continue, even if to a lesser extent than originally planned. After the success of Israel’s military actions to halt Iran’s military consolidation in Syria, Jerusalem should maximize the political potential and the shared interest of Russia and the United States to stabilize the situation in Syria, and to reduce Iran’s influence and capabilities in the country.

Abstract:
The People’s Republic of China’s (PRC) interference in Taiwan’s democracy—efforts to influence politics in Taiwan through both overt and covert, both legal and illicit means—is a matter of importance not only for Taiwan but for the United States as well. As the Taiwan Relations Act (1979) states unequivocally, “It is the policy of the United States … to consider any effort to determine the future of Taiwan by other than peaceful means … a threat to the peace and security of the Western Pacific area and of gave concern to the United States.” The issue of PRC interference in Taiwan’s democracy came to a head in the November 2018 elections for local mayors, county magistrates, and township councils. Although the exact extent of the interference is difficult to quantify, that it existed is not difficult to see. And while the margins of electoral victories for the Kuomintang (KMT) suggest that the interference was unlikely to have been decisive in many or most instances, the PRC’s efforts almost certainly boosted KMT candidates and eased their paths to victory. Understanding the level and character of this interference is important if for no other reason than that future elections—such as the upcoming national election for president and the legislative assembly in January 2020—may be closer and, in such elections, Chinese Communist Party (CCP) influence operations could well make a real difference. For Americans, understanding what happened in Taiwan is undoubtedly informed by our own recent experience with foreign interference in elections. But there are important differences to be kept in mind and which make the case of China and Taiwan unique. First, China has the advantage of being ethnically and linguistically far more in sync with Taiwan than Russia could ever be with the United States. Second, the United States is a country of 330 million. As sophisticated as the Russian operation might have been, Moscow’s capacity to move the electoral meter in the United States was always going to be marginal, even if important in key instances.

55. Determinants of Developing Countries' Export Upgrading: The Role of China and Productive Investment

Abstract:
This paper explores the determinants of developing countries' export upgrading measured by export sophistication. In particular, as a response to the recent debate on China's impact on developing countries' industrialisation, we examine a new hypothesis that the considerable growth in developing countries' trade with China may serve as a source of productive investment for their export upgrading. Dynamic panel estimations based on HS 6-digit export data on 62 developing countries during 1995-2014 show the positive effects of human capital, productive investment, and absolute gains from trade with China measured by income terms of trade vis-à-vis China. Mediation analysis finds that the positive effect of trade with China on export upgrading takes effect largely through its enhancing effect on productive investment, which supports our hypothesis. By contrast, China's direct export-downgrading impact is minor. Our findings suggest that, for developing countries, China serves more as a stimulator of capital accumulation for industrial development than a competitor in manufacturing market or a predator of natural resources. This provides an alternative to the widespread argument of China's crowding-out and re- primarisation impact on developing countries. The priority for developing countries is therefore the appropriate use of the gains from trade for productive purposes.

Abstract:
In recent years, European democracy has been shaken by internal and external events. European nations and institutions are confronting numerous challenges like migration, nationalist extremism, and discontent with the political status quo. They also face challenges from a revanchist Russia that seeks to reestablish influence it lost after the collapse of the Soviet Union and to weaken democracy across the continent, and from a rising China that aims to export its model of authoritarianism across the globe. The European Union and NATO have expanded their membership, bringing more European citizens into the Euro-Atlantic community, and yet a polarized European society remains ever more susceptible to interference from foreign authoritarian regimes’ attempts to undermine Europe’s stability, unity, and prosperity. The overall security threat to Europe has evolved. Europe’s adversaries are less likely to use conventional military power to fight today’s geopolitical battles and more likely to employ asymmetric tools to compensate for conventional military weaknesses—cyberattacks, information operations, malign financial influence, the subversion of political and social organizations, and strategic economic coercion. Regimes like Vladimir Putin’s Russia amplify divisive narratives to undermine public trust in democracy using a combination of state-controlled media outlets, government-sponsored online trolls masquerading as European citizens, and a network of sympathetic social media agitators. Authoritarian actors bring money into Europe licitly and illicitly to corrupt European leaders and peddle their influence in European politics and society. They use state assets as leverage to create economic dependencies that further authoritarian interests in Europe and advance their corroding influence across the continent. Finally, these regimes disrupt democracies’ ability to govern and function by conducting cyberattacks against government institutions, businesses, and media. Elections are a prime target of authoritarian attacks on democracy. The Russian government has interfered in elections and referendums in several European nations, and initial assessments of the May 2019 European Parliament elections revealed that Russian disinformation campaigns “covered a broad range of topics” to attack the EU, amplify localized polarizing content to influence public opinion, and attempt to suppress voter turnout. 1 But undermining elections is not the only goal. Authoritarian incursions into the daily lives of Europeans have increased since the Russian invasion of Crimea in 2014, and they will grow by an order of magnitude as technologies evolve and more actors adopt these tools. By using these tools to exploit existing cleavages in democratic societies and vulnerabilities in democratic governments, authoritarian regimes are trying to weaken and distract Europe and its transatlantic partners in the United States and Canada from their regional and global responsibilities, and to diminish confidence in democracy as a viable form of government.

Since 1996, activists in Xolobeni, a coastal region in South Africa, have been fighting a foreign mining conglomerate that learned that their ancestral lands happen to be rich in titanium. The anti-mining activists of Xolobeni, who have lost many comrades to hit squads, continue to struggle against this foreign company and its partners in the South African government. Given that their land is located in a global biodiversity hotspot, their struggle is the struggle of us all: it is the fight for water, soil, food, and air.

58. The Chinese Communist Party’s Foreign Interference Operations: How the U.S. and Other Democracies Should Respond

Russia’s interference and election meddling dominate the headlines and Washington’s attention. But beneath the radar, another country’s interference is expanding, dwarfing Russia’s short-term disruption. The Chinese Communist Party (CCP) under General Secretary Xi Jinping has put enormous resources into influence abroad, estimated at $10 billion a year. [...] In this report, we provide specific recommendations for the U.S. and the broader community of democracies on how to enact proactive and protective measures. First and foremost, the National Security Council should finalize a whole-of-government mapping of CCP interference and influence, mapping the boundaries between counter-intelligence and law enforcement and over to legislation and civil society initiatives. To further transparency and public scrutiny, Congress should mandate a yearly report on the issue. Civil society, think tanks, China scholars, and journalists should join together and create a “United Front tracker.” And stronger defenses are needed, such as increased donor transparency in campaign finance and tightening of the Lobbying Disclosure Act (LDA) and Foreign Agent Registration Act (FARA). A civil rights approach should provide targeted protection to Chinese-American communities from foreign interference. Internationally, we suggest collaboration among democratic governments to create a “United Front of Democracies” and explore counter-measures. These could include more funding of media and education worldwide to provide Chinese diaspora communities with news not controlled by Beijing and countering the attractiveness of Confucius Institutes by securing more independent funding for Chinese-language studies and China research. In the end, transparency and legislation can only go a certain distance. Democracy is kept alive by democratic citizens and well-functioning institutions. The citizens of the United States and other democracies need to personally invest in safeguarding their democratic traditions rather than selling out. This is the genuine long-term inoculation against the challenge from authoritarian interference and influence.

When the border dispute between Eritrea and Ethiopia descended into bloody conflict in 1998, few could have predicted where a peace agreement would be signed some 20 years later. On September 16, 2018, the Eritrean and Ethiopian leaders sat at desks facing one another in the middle of a lavish hall in the Peace Palace in Jeddah. A huge portrait of Abdulaziz, Saudi Arabia’s first king, loomed over them. King Salman bin Abdulaziz sat underneath, with Crown Prince Muhammad bin Salman and the secretary general of the United Nations Antonio Guterres on either side. The optics were clear: It was under Saudi sponsorship that decades of conflict ended. The deal would be known as the “Jeddah Peace Agreement.”1 The Jeddah Peace Agreement is the latest example of Arab Gulf states’ increasingly assertive interventions in sub-Saharan Africa. Although the Arabian Peninsula shares historic religious, economic, and linguistic links with parts of sub-Saharan Africa, Gulf Cooperation Council (GCC) states have rapidly deepened their economic and security ties across the African continent in the last decade, and a growing diplomatic role has followed. Gulf states are seeking to demonstrate their status on the world stage by acting as powerbrokers in African conflicts, and they have also attempted to secure the backing of African states in their own disputes. As they prepare to play a more significant role on the world stage, GCC states have come to view sub-Saharan Africa as a laboratory in which they can test more assertive international interventions.

Abstract:
There are numerous analyses about China and its future, as well as about Chinese engagement with Latin America. This report examines, in detail, how the growth of China, with its power and role in the global economy, is likely to transform Latin America and the Caribbean through economic, political, and other forms of engagement with the region. The report considers multiple scenarios regarding the future of China, the resolution of its security challenges, and possible departures from its current trajectory. It focuses primarily on the question of what Latin America and the Caribbean will look like if China succeeds in its ongoing economic and political engagement in the region. Compared to scenario-oriented analyses, this report does not attempt to predict the detailed political ebbs and flows of the region. Instead, it examines economic sectors to understand how the region will be transformed through its intimate economic relationship with China and its part in a global process in which Chinese companies continue to expand their presence in the region. While the report also looks at military issues and the likely evolution of Latin America’s relationship with the United States, it finds equally dramatic implications for China’s willingness to use its soft power in the region. While this report does not claim that China has nefarious objectives to politically dominate the region, or usurp the United States as a superpower, it does find evidence that the logical extension of China’s current expansion plans threatens to relegate the region to a future of limited economic opportunity and personal liberty. This is seen in China’s actions to pursue its development interests, dominate the most lucrative parts of global value chains, and expand China’s power with a questionable level of respect for Western concepts of universal laws, rights, and freedoms. As China continues in the pursuit of these goals, compromised elites serve the transfer of wealth and resources from the Latin American region and other "Belt and Road" region to the new imperial center.
