331. Moving beyond the 'crisis': Recommendations for the European Commission's communication on migration

The year 2015 marked the arrival of an unprecedented number of migrants and refugees in the EU. Soon politicians, policymakers and the press dubbed these events a ‘migration crisis’, and it quickly rose to the top of the political agenda. The European Commission had – and still has – a significant role to play in how the ‘migration crisis’ narrative came about. In its communications, it tended to highlight two factors: the numbers, and the uncontrolled nature of arrivals. In the past five years, it developed from a rather unstructured use of several words and phrases to a coherent story about the ‘crisis’ as a stand-alone and historically unprecedented phenomenon. In this Discussion Paper, however, Katharina Bamberg counters that the Commission’s use of the crisis narrative has not been accurate; neither as a fateful description of what was happening nor as a way to address citizens’ concerns. Instead, it served to frame migration as a security issue and legitimised restrictive policy measures, such as ramped-up border controls and increased cooperation with third countries to curb migration. More problematic, however, is that this narrative has contributed to an environment wherein right-wing populists are given ample room to spread their message. In many member states, they saw their chance to capitalise on voters’ concerns and used the situation as a tool to stir up fear and distrust. Mainstream politicians have subsequently also adopted a sterner discourse on migration, in the hope to appeal to voters who favour more restrictive measures. To counter these dynamics, Bamberg argues that the Commission has to abandon the crisis narrative and instead develop a more proactive and diversified communication strategy.

332. Poisoned heritage for the new Commission: The rule of law question

The rule of law issue is not going anywhere anytime soon. The Polish and Hungarian governments will likely remain in power for years. Czech, Croat and some Romanian leaders seem impressed and ready to follow the paths Kaczyński and Orbán have paved. And Italy might not have seen the last of Matteo Salvini. Member states that increasingly question, ignore, or even attack previously agreed-upon policies, political priorities or common principles are becoming a regular occurrence within the Union, one that the new Commission will have to deal with. In this Discussion Paper, György Fóris finds that in an increasingly politicised Union, the design of the current rule of law mechanism is lacking. He argues it cannot function effectively on legal grounds alone as long as the existing Treaty foundations remain ambiguous and the final decision is taken at the political level, where it is the Council and not the Commission that is the decisive player. So the von der Leyen Commission will face a difficult choice: either try to live with all of the formal members of the Union, listening to and mediating between them, while continuing to defend the rules and values that were entrusted to it as the Guardian of the Treaty and thus preserve the EU’s unity. Or, take sides and lead an open political fight against those who seem to weaken the previously agreed interpretation of fundamental European rules and principles. Fóris, however, offers a third option: While not giving up on unity, likeminded and willing EU countries could intensify their level of cooperation, while formally retaining all parties within the framework of a larger (and looser) Community.

Abstract:
This article analyzes the informative component of the Macedonian public administration as an imminent part of the accession process towards the European Union. The interaction of the public administration with the citizens, NGO's, media, and other relevant "stakeholders" in the Macedonian society is an additional impetus for the acceleration and improvement of the integrative process. The main research methods which will be used in this paper are a descriptive method, a content analysis method, and a comparative method.

Abstract:
Benefits, according to social insurance funds, have the nature of compensation for lost profits. Hence, the social insurance function has to meet the most important subjective requirements, provide for bare needs, and fulfill the minimum standard of living. Contemporary states undertake a series of economic, social, cultural, health, and legal measures to ensure the protection of individuals and families. Various authors define the level of satisfying the needs as the social minimum. Thus, a special law provides the right to material benefit for those in need. Therefore, Kosovo pays special attention to family, mothers, children, martyrs, invalids, veterans, and KLA members. The social insurance scheme in the Republic of Kosovo is not defined by a special law but is defined by a set of laws. Thus, Kosovo has currently legal infrastructure necessary for beneficiaries of the social insurance scheme, though not in the desired form and capacity.

Abstract:
The main subject of interest of this paper is the current situation and the trend of international terrorism in the European Union explained thorough security analysis of the committed terrorist attacks and their influence on the European security and stability. Also, it will be shown the measures and the activities of the anti and contrary terroristic fight against the risks and the threats from terrorism as a result of the recent terroristic attacks. Even though on the international level there isn’t a common definition of terrorism as a criminal act, the European Union and the Council of Europe through their most important documents set the concept for terrorism which has helped in the process of creating national security systems for the fight against the terrorism. This paper will go through the circumstances of terrorist attacks (failed, foiled, and completed) in the European Union Member States, as well as the conditions of the criminal acts through analysis of the statistical data about the court proceedings and the verdicts.

This is, according to several of the parties and at least one national broadcaster, a Brexit election. Assuming this is wholly – or even partially (as even Labour accept in their manifesto) – true, what the parties are saying about Brexit is therefore of crucial importance. This report represents our attempt to identify what they say, to compare the different pledges the parties make and to explain in straightforward terms what each of them is offering on Brexit. Our aim, simply stated, is to promote understanding so people can make up their own minds. Once again, we have been fortunate enough to be able to draw on the expertise of some of the country’s leading social scientists. The Prime Minister has set out a means of escaping the Brexit stalemate, but his new Brexit proposals have, as yet, not managed to overcome the impasse. What, though, would the plan mean for the UK economy? That is the question we seek to answer in what follows. As ever, we have been lucky enough to be able to draw on the skills and expertise of some of the leading experts in the field. The bulk of the work was done by Hanwei Huang, Jonathan Portes and Thomas Sampson, with contributions from Matt Bevington and Jill Rutter. Hanwei and Thomas used the LSE’s Centre for Economic Performance trade model to carry out the modelling. We hope you find the report interesting and informative. Brexit is clearly about more than economics, but the economic impact of leaving the EU nevertheless merits careful scrutiny.

Abstract:
This briefing paper considers the extent to which renewables in Scotland are shaped by the policy responsibilities and decisions of multiple governments: the Scottish government, the UK government and the EU. The paper explores the significance of EU membership in shaping Scottish renewables and considers the likely effects of the UK’s exit from the EU. Despite limited constitutional power, promoting renewables has been a key priority for successive Scottish governments, central to both its environmental and economic policies. While the main policy drivers rest with the UK government, stakeholders in Scotland place importance on the EU regulatory framework, EU funding and finance, multinational cooperation and long-term strategic thinking in supporting the development of renewables in Scotland. The briefing identifies varying levels of concern among key stakeholders with regard to the impact that Brexit may have on renewables in Scotland. Many expect policy continuity, irrespective of the UK-EU relationship. Others are fearful of the uncertainty surrounding access to the EU internal market, access to project funding, access to labour and expertise, and added costs and delays in supply chains in an industry heavily reliant on kit from the EU. The biggest impact of Brexit to date has been the dominance of the issue on the political agenda, leaving little space for policy development in other areas, including energy. In addition to the regulatory, financial and trade challenges it may generate, Brexit has also reignited the debate on Scotland’s constitutional future, creating further uncertainties for the future of renewables.

These are the findings of a project on the impacts of Brexit and the possible implications of a ‘No Deal’ scenario on the Central Border Region of Ireland/Northern Ireland. This research has been conducted by a small team at Queen’s University Belfast (led by Dr. Katy Hayward & Dr. Milena Komarova), in conjunction with the Irish Central Border Area Network (ICBAN), the cross-border partnership of eight local authorities in the area known as the Central Border Region.
