Abstract:
In The Roots of Ethnic Cleansing in Europe, Zeynep Bulutgil questions prevailing interpretations of the origins of ethnic cleansing and provides an innovative interpretation that will itself prompt further debate about the balance between factors that might block ethnic cleansing as well as active causes of cleansing. The work poses an important and often overlooked question: instead of focusing on factors that have caused ethnic cleansing, why not instead also chart factors that have precluded ethnic cleansing?

Abstract:
Russia, Iran, and Turkey agreed at a new set of Astana Talks on May 3 - 4 to establish four large “de-escalation” zones over opposition-held regions of Western Syria. The deal allows for the three countries to deploy forces along the borders of the “de-escalation zones” to monitor a faltering nationwide ceasefire that excludes all opposition forces “associated” with Al-Qaeda and ISIS in Syria. Activists reported a general decrease in violence except along key frontlines such as Damascus and Northern Hama Province after the deal went into effect on May 6. Russia likely intends to leverage to “de-escalation zones” to subordinate the political process to its objectives, reset its military deployments, and block future unilateral action to implement so-called “zones of stabilization” by the U.S. in Syria. Pro-regime forces will likely also use the relative lull in Western Syria to refocus their military campaign towards Eastern Syria to preempt the U.S. from establishing a long-term foothold in regions formerly held by ISIS in Syria. Conditions on the ground remain unfit for a durable ceasefire or political settlement to end the Syrian Civil War. The U.S. signaled its intent to move forward with an imminent offensive to seize Ar-Raqqa City from ISIS that includes the Syrian Kurdish YPG despite clear objections from Turkey. U.S. President Donald Trump signed an order on May 8 authorizing the U.S. Department of Defense to directly provide weapons, ammunition, and other equipment to the YPG “as necessary” in support of upcoming operations against ISIS in Ar-Raqqa City. Pentagon Spokesperson Dana White stated that the weapons deliveries will be “limited, mission specific, and metered out incrementally” in order to prevent the transfer of weapons to the PKK in Turkey. The U.S. also floated plans to expand an intelligence fusion center based in Ankara targeting the PKK in Turkey. These efforts remain insufficient to address the security concerns of Turkey. The decision will likely fuel a further breakdown in relations between Turkey and the U.S. that could include new cross-border operations by Turkey against the YPG in Northern Syria. This strategic break will form a core area of disagreement during a face-to-face meeting between Trump and Turkish President Recep Erdogan in Washington D.C. on May 16.

14. Myanmar: Justice sector reform must include local dispute resolution

In Myanmar, ordinary citizens prefer to have crimes and disputes resolved within their village or neighborhood. There is a clear preference for avoiding conflict escalation, rather than punishing perpetrators. The official courts are seen as places to avoid whenever possible. They are mistrusted, associated with high costs, and many feel intimidated by them due to fear of authority and formality. Reforming the official judiciary is important in Myanmar, but even if the courts functioned according to international standards, there would still be a demand for local forms of dispute resolution focused on reconciliation and negotiated settlements. This is due to culturally and religiously informed perceptions of problems and injustices, related to shame, fate and Buddhist beliefs in past life deeds. This policy brief by Helene Maria Kyed argues that any support to justice sector reform in Myanmar should include already existing local dispute resolution mechanisms and take local perceptions of justice serious, rather than alone focus on the official judiciary and international rule of law principles. It is important to base programming on inclusive dialogues about justice at the local level, and invest in building trust and gaining context-specific knowledge.

Abstract:
Interethnic communication is viewed as a form of social communication that happens “between people of different cultures”. Researchers associate the importance of studying such communication with the need to analyse the possibilities for mutual understanding of effective interaction between people of different cultures (Rogers, Hart, Miike 2002, p. 5, 7). Communication between people of different cultures can encompass a wide range of characteristics and goals – from the desire to put forward legitimate claims of ethnic identity to bias against other groups, from the establishment of associative relationships between groups prior to their dissociation (Kim 2006, p. 284, 291), from imposing the dominant culture’s standards and exclusion of non-dominant cultures from public life to the positive recognition of ethno-cultural minorities in the common cultural space (Young 1996, p. 29), etc.

Abstract:
The Forces Démocratiques de Libération du Rwanda (Democratic Forces for the Liberation of Rwanda, FDLR)—including its armed wing, the Forces Combattantes Abacunguzi (Abacunguzi Fighting Forces, FOCA)1—is among the most enduring armed groups in the eastern Democratic Republic of the Congo (DRC). Several members of the group’s top leadership are suspected of involvement in the 1994 Rwandan genocide, making the FDLR’s continued presence in the DRC a recurring point of contention between Kinshasa and Kigali and a source of tensions for the Great Lakes region as a whole (Omaar, 2008, pp. 65– 66, 236–312). Maj. Gen. Sylvestre Mudacumura, the group’s military commander, is wanted by the International Criminal Court for war crimes committed in the DRC itself (ICC, 2012). The group’s presence has also led to the emer- gence of local armed groups that claim to protect communities, further complicating security dynamics in the eastern DRC (Debelle and Florquin, 2015, p. 206).

Abstract:
The Bharatiya Janata Party’s (BJP’s) historic victory in India’s 2014 general election prompted declarations of a watershed in the behavior of the Indian voter. Upon closer inspection, the reality is more nuanced. On some parameters, such as voting based on economic and ethnic considerations, there were indeed discernible changes. However, the empirical evidence suggests these shifts were well under way before 2014. In other areas—namely, support for regional parties, dynastic politicians, and candidates associated with criminal activity—contemporary voters demonstrated much greater continuity with the past.

Crisis in the Central African Republic (CAR) is longterm and characterised by sporadic surges of violence against a backdrop of state disintegration, a survival economy and deep inter-ethnic cleavages. Armed groups (including the anti-balaka and the ex-Seleka) are fragmenting and becoming increasingly criminalised; intercommunal tensions have hampered efforts to promote CAR’s national unity and mend its social fabric. Unfortunately, the roadmap to end the crisis, which includes elections before the end of 2015, presents a short-term answer. To avoid pursuing a strategy that would merely postpone addressing critical challenges until after the polls, CAR’s transitional authorities and international partners should address them now by implementing a comprehensive disarmament policy, and reaffirming that Muslims belong within the nation. If this does not happen, the elections risk becoming a zero-sum game.

Burma’s upcoming elections will be a test of how much the country’s political scene has changed since the generals’ tentative liberalisation programme began five years ago. The National League for Democracy, led by democracy icon Aung San Suu Kyi, is likely to win big. Still, it may not get the two-thirds of the parliamentary seats open for competition that it needs to form a government. If it does not, it ought to blame itself, for the NLD has been unwilling to enter into coalitions either with much-respected civic organisations or with the increasingly vocal and well-organised ethnic parties. At the same time, the military-backed Union Solidarity and Development Party has led a smart campaign just short of breaking the electoral laws. Both the USDP and ethnic parties might do better than expected and cost the NLD – dominated and controlled by Suu Kyi – a crucial opportunity to advance democracy.

While Canadian Jewish community organizations are actively engaged in lobbying the Canadian government on its foreign policy with Israel and Palestine, it is not at all clear that the perspectives of the Jewish-Israeli diaspora that have emigrated from this conflict zone have been considered. The absence of diaspora voices from the region seems a missed opportunity for the development of a more comprehensive foreign policy position.
