71. Unmanned Aerial Vehicles: A Revolution in the Making

Abstract:
Since the flight of a kite by some Chinese, thousands of years ago, the UAVs have developed to the level of unleashing immeasurable destruction even without endangering the life of the 'man in the loop'. This paper traces the history of the drones in the modern times while focusing on the American utilization of the UAVs in the wars of the twenty-first century. Drones basically address the 'friction' element of the war. While analyzing the technical aspects of the UAVs, the article assesses the revolution these have brought in the conduct of the warfare. There are issues of collateral damage being labeled against the use of UAVs, but there is no denying the fact that these are the best weapons available in the arsenal to minimize the number of civilian casualties – as compared with the manned aircrafts and the casualties caused by the missiles fired from the aircraft carriers at times stationed hundreds of miles away. Pilotless target aircraft (PTA), Reconnaissance UAVs, and Strike UAVs or UCAVs are the three main types of Drones according to their function. The advantages of the UAVs over the manned aircrafts are the performance of dull, dirty, and dangerous work, their development and use being economical, their tactical advantage of not endangering the life of the controller, and most recently their use in the civilian arena like the flood relief activities, monitoring of the borders, reconnaissance of the areas after accidents or natural disasters, etc. Biggest challenges in the development of the drones are enhancing the endurance and autonomy of the UAVs, in-flight refueling, increasing the payload capacity, having less numbers of satellites, and most importantly the issues related with the international law and the attached ethical issues. With the successful tests of Burraq, Pakistan has also joined the club of the states developing the UAVs and the race is still 'on'.

Abstract:
In early October 2016, the group that calls itself the Islamic State killed two Kurdish soldiers with an explosive device hidden inside a drone. While terrorist groups have long had a fascination with drones and experimented with their use, the incident was a first for a terror group, and it potentially represents the leading edge of a wave of similar incidents that could follow in the months, years and decades ahead. Much has been made of the threat of terror use of drones, but little empirical and historical work has been done to support our understanding of this phenomenon and its evolution. This report seeks to address this gap by providing a review of, and framework to situate, cases in which terrorist entities have either shown a substantive interest in drones or have used them. It evaluates both individual use cases and the activity of groups that have used drones frequently enough to constitute their having a “program.” These cases are then complemented by a review of the creative ways that private citizens have used drones, in order to provide decisionmakers with a firmer baseline of both demonstrated terror capability and what lies within the immediate realm of possibility, given what has already been achieved by others. This report also includes an overview of new technologies that are likely to further complicate the scope of this developing threat.

Drones. Global data networks. The rise, and eventual primacy, of non-international armed conflict. All things the framers of the Geneva Conventions could have never fully conceived when doing their noble work in 1949; all things that rule warfare in the world today. So, how do we legally employ these new tools in these new circumstances? In her latest book, Antonia Chayes, former Under Secretary of the Air Force, explores the current legal underpinnings of counterinsurgency, counterterrorism, and cyber warfare, rooting out the ambiguities present within each realm, and telling the narrative of how these ambiguities have come to shape international security today. Abstract:
Armed unmanned aerial vehicles—combat drones—have fundamentally altered the ways the United States conducts military operations aimed at countering insurgent and terrorist organizations. Drone technology is on track to become an increasingly important part of the country’s arsenal, as numerous unmanned systems are in development and will likely enter service in the future. Concerned citizens, academics, journalists, nongovernmental organizations, and policymakers have raised questions about the ethical consequences of drones and issued calls for their military use to be strictly regulated. This level of concern is evidence that the future of drone warfare not only hinges on technical innovations, but also on careful analysis of the moral and political dimensions of war. Regardless of whether drones are effective weapons, it would be difficult to sanction their use if they undermine the legitimacy of U.S. military forces or compromise the foundations of democratic government.

Abstract:
This manuscript focuses on the present threat posed by terrorist and insurgent use of unmanned aerial vehicles (UAVs) as well as associated future threat potentials. This work presents a counterintuitive analysis in the sense that armed drones are typically viewed as a component of America’s conventional warfighting prowess—not a technology that would be used against U.S. troops deployed overseas or against civilians back home. The emerging threat of such UAV use against the United States is investigated, and the unique analysis and creative approach related to the threat scenario variants generated are very informative. Hopefully, the larger implications posed by this analysis related to semi-autonomous and autonomous UAV type robotic systems will be of benefit.
