41. Addressing Missile Threats in the Middle East and North Africa

Abstract:
This SIPRI Policy Brief contributes to the discussion on missile proliferation in the Middle East and North Africa (MENA) by providing an overview of regional missile arsenals and by considering ways to address related risks. The paper makes policy recommendations, highlighting the need to move beyond the selective focus on certain types of missiles in the hands of certain states, towards a more comprehensive approach based on greater transparency, responsible arms exports and confidence- and security-building measures (CSBMs). The proliferation of missiles in MENA is linked with intractable security dilemmas and conflicts, arms exports and the use of force by extra-regional states. Supply-side controls and other restrictions on missiles are necessary but likely insufficient if applied without consideration of the broader regional security dynamics. Particularly when limited to certain states alongside continued arms exports to others, measures against missile proliferation might end up contributing to the demand side of the problem by exacerbating overall military asymmetries. Hence the need for CSBMs and comprehensive risk assessment of arms export policies, which could help strengthen efforts to restrain both the further proliferation and use of missiles in MENA.

Abstract:
Post-shipment on-site inspections of exported military materiel enable an exporting country to verify that the materiel is still present in the country of destination and in the possession of the authorized end user. An increasing number of European countries are conducting on-site inspections, or are considering or planning to adopt such measures. A wide range of multilateral organizations already include the implementation of on-site inspections as part of their guidance documents. This SIPRI Background Paper provides an overview of the current state of implementation as regards on-site inspections of exported military materiel by different European countries. It highlights common sensitive issues related to the implementation of on-site inspections, maps the on-site inspection policies and practices of a selection of European countries, and provides recommendations for how the European Union could play a role in promoting such practices.

Abstract:
This guide to parliamentary action in support of disarmament for security and sustainable development has been produced by the partner organisations in order to educate and engage legislators (parliamentarians) in all fields of disarmament, including of nuclear weapons, other weapons of mass destruction, other inhumane weapons, small arms and light weapons, other conventional weapons and emerging weapons. The approach and focus of the guide draws primarily from Securing our Common Future: An Agenda for Disarmament, a report released by the United Nations Secretary-General (UNSG) in 2018 and followed up by the UN Office for Disarmament Affairs (UNODA) with guidelines and support for implementation. The parliamentary guide offers recommendations and examples of parliamentary action and exemplary policy relating to the disarmament issues and goals outlined in the UNSG’s report. In addition it includes a section on disarmament and public health in relation to the COVID-19 pandemic, also with recommendations and examples of policy and parliamentary action.

45. The disarmament laboratory: Substance and performance in UK nuclear disarmament verification research

Abstract:
Over the last twenty years, the UK has researched nuclear arms control and disarmament verification in increasing breadth and depth. Although this principally technical activity has not yet been directly linked to any of the UK’s nuclear weapons stockpile reductions or postural changes, it does form much of the UK’s recent disarmament diplomacy. This is because more effective techniques for verification of nuclear arms control and disarmament are widely regarded as essential for the multilateral regimes that might be necessary if global nuclear stockpiles are to reduce. Thus, the UK balances its retention of nuclear weapons with plans – or at least the appearance of plans – for future disarmament. This balance stems in part from the degree of internal conflict in the UK about its nuclear weapon status, and the perceived need to take the lead in nuclear disarmament matters, set against decreasing room for manoeuvre in terms of substantive reductions to its declared nuclear arsenal; in the future it is likely to be increasingly central to the UK’s disarmament diplomacy. The degree to which UK verification research is genuinely intended to make a tangible disarmament contribution therefore merits scrutiny. This is particularly true for those states that are also working in the field or are interested in doing so. This paper lays out how Finland and other Nordic states could contribute by encouraging the UK to take more meaningful action, inter alia by linking UK verification research and its modernisation programme to potential arms control futures.

Abstract:
The Middle East and North Africa region (MENA) faces simultaneous crises of security, water scarcity and climate change. They are interlinked—the water crisis is exacerbated by climate change and may fuel conflict, while insecurity is an obstacle to dealing with other pressing issues. Together, the three constitute a confluence of crises that need to be addressed together. Authoritarian and militarized governments in MENA countries repress public discourse and action related to water and climate crises, viewing critics as threats to national security. But the elite’s own economic interests and role in the political economy make them vulnerable to the new risks and threats. The water and climate crises are mostly transboundary and require states to act together. But by prioritizing narrow security interests, states accord weak mandates to regional institutions, preventing agreements on shared challenges. A regional security framework is needed, encompassing water, climate and the current conflicts.

Miroslav Tůma in his new Policy Paper titled "The Importance of Verification and Transparency in the Nuclear-Arms Control, Nonproliferation and Disarmament Process" explained how monitoring and verification procedure associated with the nuclear-arms control, nonproliferation and disarmament process is nowadays important, especially in the sphere between US and Russia, which posses 90% of nuclear weapons all over the world. The author also analysed the development of the verification procedure in this field and its future curse. Should be the engagement of verification activity in a straight line with international law? What attitude should the Czech Republic take towards this problem in the near future?

Beijing has imposed sanctions on North Korea each time the latter has conducted a nuclear test, sometimes leading Pyongyang to return to the negotiating table. The aim is to make North Korea abandon its nuclear program and open up its economy. RECOMMENDATIONS: ■ Denmark should support UN inspections of North Korea’s denuclearization activities, as well as the implementation of the Non-Proliferation Treaty (NPT) by the signatory states. ■ Denmark, in collaboration with other countries, can monitor the implementation of economic sanctions against North Korea while at the same time joining the EU’s discussions on the option of gradually easing sanctions. ■ Denmark should also prepare for the possibility of diplomatic and political normalization between North Korea and the rest of the world in the medium to long term....

Additive manufacturing (AM) machines are multipurpose manufacturing instruments that rely on the transfer of build-information in a digital form. AM is a rapidly developing technology with a growing range of applications, especially in the aerospace and defence industry. It is also generating concerns about its potential to create ways of weakening or circumventing dual-use and arms export controls. This SIPRI Paper examines (a) the state of the art in AM; (b) its ability to produce military equipment and dual-use items; (c) the application of export controls to AM and their implementation at the national level; and (d) the challenges that implementation and compliance present for governments, companies and research institutes. The conclusions summarize potential options and considerations when expanding controls on AM. This is one of two research papers that address the closely related issues of controlling transfers of software and technology and applying exports controls to AM. Taken together, the papers examine some of the most challenging issues that governments, companies and research institutes in the European Union (EU) and the wider world are facing when they seek to effectively implement dual-use and arms export controls. The papers also address a range of topics that are under active discussion within the multilateral export control regimes and in connection with the recast of the EU Dual-use Regulation.
