661. Russia's Pivot to Asia: Myths and Realities

Abstract:
Russia’s “pivot to Asia” has come to the fore in the wake of the crisis over Ukraine. Growing tensions with the West over the common neighbourhood, coupled with economic sanctions, have accelerated this trend, with China gaining in strength as both an economic and military partner to Moscow. The Kremlin’s propaganda has sought to convince the broader public that Russia’s strategies in Eastern Europe, Central Asia and the Arctic region are a complement to China’s new Silk Road Economic Belt. Nonetheless, behind the headlines huge potential problems jeopardise the emergence of a durable Sino-Russian consensus in Eurasia. Against this backdrop, the EU should opt for “strategic patience.” This would be a far more effective policy choice than finger pointing, which only deepens the mutual ideological clash between the EU and Russia.

662. An Old Boys' Club No More: Pluralism in Participation and Performance at the Olympic Games

Decades ago, the Summer Olympic Games were an old boys' club; by many measures the Winter Games still are. Now, however, this old boys' club must compete with talented athletes from almost every country on earth, large and small, rich and poor, many of whom have found their comparative sporting niches. Looking forward, the image of the incumbent champion—rich, European, and male—will become ever more antiquated. This paper models the historical determinants of success at the Olympic Games in the context of their growing pluralism, evolving from their aristocratic and largely European male roots to the more gender-inclusive and geographically diverse showcase of athletic talent that is seen today. A wide set of socioeconomic variables is correlated with winning medals, particularly with respect to the Summer Games and women's events. Host advantage is particularly acute in judged contests such as gymnastics. However, there is evidence that the influence of correlates such as country size, per capita income, and membership in the communist bloc is declining over time as competition becomes increasingly diverse. These effects are less evident in the Winter Games, events that require significant capital investments, and judged contests.

663. On the Road to Paris: How Can the EU Avoid Failure at the UN Climate Change Conference (COP 21)?

At the 15th UN Framework Convention on Climate Change (UNFCCC) Conference of the Parties (COP) meeting in Copenhagen in 2009, the European Union (EU) failed to achieve most of its objectives. In 2011, at the 17th COP meeting in Durban, the EU was crucial in bringing about a deal on a roadmap towards a new global climate change agreement, to be adopted in December 2015 at the 21st COP meeting in Paris. This paper examines the lessons the EU has learned and can learn from its experience in Copenhagen in the run-up to Paris. It considers, first, the EU’s relative bargaining power; second, the relative position of its objectives/interests mapped against those of other negotiating parties; and third, how the EU can leverage its relative power through strategic action in pursuit of its objectives. The paper recommends that the EU focus on building a broad alliance with other progressive negotiating parties on mitigation in order to avoid a lowest common denominator outcome.

There are few viable options for resolving Afghanistan’s conflict other than an inclusive peace process between the Afghan government and the Taliban. Momentum toward this goal must be maintained following the “Heart of Asia” Ministerial Conference on December 9, 2015, where Afghan, Pakistani, and U.S. officials renewed their commitment to resuming dialogue. This brief discusses three key concerns that need to be addressed to effectively move the peace process forward and achieve a near-term cease-fire.

Abstract:
The G20 engagement groups represent a cross-section of society at the G20. They have an important role in publicly holding the G20 to account, assessing the forum’s performance, and contributing to the G20 agenda. The groups have differing agendas and vastly different priorities ahead of the Antalya Leaders’ Summit in November. However, there are some areas of overlap, such as calls from several groups for G20 leaders to respond to the Syrian refugee crisis and be more active in addressing gender inequality. Open and effective outreach to broader society should be an important priority of the 2016 Chinese G20 Presidency. China should look to improve the efficiency of the engagement processes in 2016, so that engagement groups are more focused on recommending fewer, but more pragmatic and high-impact policy solutions.

Haiti is the last country I will serve as a United States diplomat abroad and it was one of the first places I served early in my career. My perspec­tives on US and Haitian relations have ripened over decades of observation and years of first-hand experience. The question I have been asked most is: “Why does the US Government care about Haiti? There are only about 11 million Haitians, the majority are poor, and they don’t even speak English.” And then the same people answer their own question: “Oh, I know, the United States doesn’t want 40,000 boat people landing on its shores—better to keep them in Haiti!”

All these terms are routinely bandied about, increasingly so in Washington, and yet Public Diplomacy (PD) pro­fession­als in the field (the ones most directly impacted by these concepts and trends in measurement) have been historically reluctant to discuss them for fear that admitting such loaded, mathematical terms into the equation of their work will undermine the relational, long-term, nuanced public outreach they do day in and day out.
