1. Our Digital Future: The Security Implications of Metaverses

Abstract:
Although the concept of a metaverse or metaverses is not new, current developments in the creation of possible metaverses offer credible prospects of generating increasingly immersive digital experiences that will also provide people with more information, connections and knowledge than ever before. However, metaverses are also likely to exacerbate existing risks surrounding the increased digitalisation of our lives and the role of social media companies in our societies, such as the spread of disinformation or increased societal polarisation. Similarly, technology companies’capacity to collect private data and profile users will also increase. Growing levels of immersivity will reinforce risks such as increased digital crime or extremist radicalisation, but will also create new ones that pertain to cognitive manipulations. This could lead to the transformation of social organisations and a questioning of the legitimacy of traditional institutions. Metaverses also offer new dimensions for power politics and geopolitical confrontations, and a platform for conducting cognitive warfare. Responsible innovations and security-by-design must be the guiding principles of efforts to develop metaverses.

Abstract:
China is striving to become a leader in international standard setting, and the Digital Silk Road, part of China’s Belt and Road Initiative to expand its global infrastructure and markets, is key to realizing this goal. Both roads depend on standard connectivity, fuelled by Chinese private companies that are the driving force behind China’s growing role as a leader in technology development and shaping standards in both domestic and global markets. However, China faces strong competition to gain more influence in international standard-setting bodies, which are dominated by the European Union and the United States.

Abstract:
The global pandemic has laid bare the digital inequities across vertical (income) and horizontal (social, political, and identity) dimensions, while exposing the extent to which pre-pandemic approaches to bridging the digital divide have been dominated by economic considerations even while they are not universally treated as policy priorities. Access to digital is a product of both material investment and political will. Where there is no conscious effort to include marginalized communities into digitalization plans, these communities can be left behind. In countries where identity-based exclusion is routinely built into political behavior, there can be systematic patterns of exclusion of specific groups (e.g., the indigenous First Peoples of North America, the Roma of Europe, or the Somali of northeast Kenya). Many countries around the world have such communities, and any work to digitalize a country must be founded on politically and socially conscious efforts to include groups that may be left behind by historical marginalization. This brief reviews key aspects of the digital divide, with special attention to exclusion and inequality, emphasizing that poor connectivity isn’t just about wealth—it is also about inequality. This paper examines the following: That COVID-19 has shown how poor policymaking in digital access and use deepens the current inequalities in addition to creating new ones, Digital equity through recent thinking, research—and why it matters, and Experience with digital equity initiatives (pre- and post-pandemic). Finally, the authors provide key recommendations for potential digital policies and interventions that can advance equality and inclusion.

Abstract:
The only legitimate way for the political parties to get power in democratic countries is to achieve victory in the elections. In order to get more votes than the rival parties and thus win the election, political parties must offer political products that will meet the needs of the voters. In terms of determining the right political products, political parties need to be in constant communication and interaction with the voters to understand the needs of the voters. With the developing technology, new communication channels have emerged. Digital marketing channels, which are widely used mainly in marketing, attracted the attention of political parties over time and started to be used to communicate with their voters. Digital marketing channels, used extensively, present a significant opportunity for political parties to reach current and potential voters. In this study, digital marketing channels used by all political parties represented in the Turkish Grand National Assembly will be examined by the content analysis method. Thus, the usage rates of digital marketing in the political field will be comparatively revealed.

5. Non-Consensual Intimate Image Distribution: The Legal Landscape in Kenya, Chile and South Africa

Abstract:
The non-consensual distribution of intimate images, colloquially referred to as “revenge pornography” or “image-based sexual abuse,” is an unforgiving reality that continues to plague the lives of many within the current digital landscape. It alludes to the non-consensual distribution of photos or videos depicting nudity, partial nudity or sexually explicit acts. This paper provides an overview of the state of the law, both existing and proposed, in three countries in the Global South — Kenya, Chile and South Africa — as it relates to the non-consensual distribution of intimate images. It was prepared under the overall coordination of CIGI’s Kailee Hilt and Emma Monteiro, who also wrote the introduction and conclusion. The three case studies were written by leading experts from Kenya, Chile and South Africa. The authors discuss current and proposed legislation in response to non-consensual intimate image distribution, while also sharing recommendations for further action to address this growing form of gender-based violence within the digital sphere. On June 24, 2021, CIGI held a panel discussion on this topic moderated by Ruhiya Seward, senior program officer at the International Development Research Centre. Grace Mutung’u, Michelle Bordachar and Nonhlanhla Chanza, experts who contributed the case studies in the paper, spoke about this issue as it pertains to Kenya, Chile and South Africa, respectively, and offered recommendations and road maps for further action within the existing landscape.

6. Policing the Dark Web: Legal Challenges in the 2015 Playpen Case

Abstract:
The dark web is now a common platform for criminal activity, especially in liberal democratic regimes. The anonymity of the system gives rise to emergent use as a host of terrorist sites, gun marketplaces, drug bazaars, malicious software fora and pernicious child abuse content boards. Law enforcement can effectively police the dark web through a number of techniques, but the most technologically intensive approaches — known more euphemistically as “network investigative techniques”— raise a number of legal quandaries as their use collides with long-standing legal principles in liberal democratic regimes. Finding ways to minimize the excesses of the dark web through active law enforcement engagement, while also preserving the legal bedrock of liberal democratic societies, is key. The authors explore these issues using the Federal Bureau of Investigation’s 2015 closure of the darknet Playpen child pornography site as a case study.

Abstract:
The Project on Middle East Political Science partnered with Stanford University’s Center for Democracy, Development and the Rule of Law and its Global Digital Policy Incubator for an innovative two week online seminar to explore the issues surrounding digital activism and authoritarianism. This workshop was built upon more than a decade of our collaboration on issues related to the internet and politics in the Middle East, beginning in 2011 with a series of workshops in the “Blogs and Bullets” project supported by the United States Institute for Peace and the PeaceTech Lab. This new collaboration brought together more than a dozen scholars and practitioners with deep experience in digital policy and activism, some focused on the Middle East and others offering a global and comparative perspective. POMEPS STUDIES 43 collects essays from that workshop, shaped by two weeks of public and private discussion.

Abstract:
Games have always been a powerful tool for learning behaviours and attitudes necessary for an efficient socio-cultural performance. In today's digital society this role is played mainly by video games. They provide video players with skills and abilities typical of the time and facilitate the learning of complex processes effectively. The UN, through its different agencies and through various Education programmes, has used this format to bring together and raise awareness among citizens about the main international issues, such as crises and the displacement of refugees. The aim of this text is to analyse how these issues are projected through the case study of the Spanish video game Survival, as well as to assess whether it is a useful tool for raising awareness and providing adequate information to the population. To this end, this article will analyze the message of this title as well as initiatives such as the UNAOC's PEACEapp initiative./Los juegos han constituido siempre una poderosa herramienta de aprendizaje de conductas y actitudes necesarias para el eficiente desempeño sociocultural. En la actual sociedad digital ese papel lo protagonizan, principalmente, los videojuegos. Estos proveen a los video jugadores de habilidades y destrezas propias de la época y facilitan el aprendizaje de procesos complejos con eficacia. La ONU a través de sus diferentes agencias y mediante diversos programas de Educación se ha servido de este formato para aproximar y concienciar a la ciudadanía sobre las principales problemáticas internacionales, como las crisis y desplazamientos de refugiados. El objetivo del presente texto es analizar cómo se proyectan estos temas a través del estudio de caso del videojuego español Survival así como valorar si es una herramienta útil para concienciar e informar adecuadamente a la población. 10. The Digital Counter-Revolution: Why the Kremlin Pursues a Sovereign Internet?

Abstract:
Russia’s attempts to control and regulate the flow of online information and communication within its territory reached a new stage on 1 November 2019 after its so-called “internet sovereignty” law came into force. Designed to increase state control over what Russia’s citizens can access and do online, the law has already sparked numerous protests across Russia. Although it remains to be seen how effective the law is likely to be, it is already clear that it fits perfectly well with the regime’s survival considerations and, more importantly, with the broader geopolitical strategy of the Kremlin towards the West. This paper analyses the reasons behind the failure of Moscow’s successive strategies to enforce the central state’s absolute sovereignty online. These reasons may include: The amount of data online, the web’s decentralised routing technology and the prospective satellite-based internet which together undermine Moscow’s strategies of control through physical infrastructures. The relative reluctance of international platforms to execute the authorities’ requests for censorship which limits the global success of Moscow’s strategy of control through ownership. The determination and inventiveness of the domestic digital resistance which prevents the total success of Moscow’s legal and social coercion strategies. Secondly, this paper proposes an original insight concerning Russia’s cyberstrategy. It argues that the Kremlin’s aspiration for neo-Westphalian “internet sovereignty” ultimately depends on a radical change of the internet governance format. Moscow’s call to replace the current multi-stakeholder model with a multilateral system should be understood as an absolute prerequisite for its control over domestic communications and information. From that perspective, this paper identifies Russia-based campaigns of cyber disruption as Moscow’s attempt to actively demonstrate the merit of “internet sovereignty”, by sowing international distrust in the principle of a free and international internet, as defended by the current multi-stakeholder model of governance.
