Abstract:
Maiko Ichihara, a professor at Hitotsubashi University Graduate School of Law, explores the challenges that technological advancements pose to democracy and analyzes Japan’s recent efforts to regulate disinformation and protect private data. Despite the absence of global regulations on digital technology, Ichihara highlights Japan’s domestic fact-checking efforts as well as its multilateral initiatives with G7 to create action plans promoting international cooperation against disinformation and data privacy abuse. In order to bolster democracy in the digital realm, she advocates for a proactive development of counter-narratives to fake news on social media.

2. Telephone surveys for data collection – some reflections

Abstract:
Phone-based surveys have emerged as important survey tool with their use increasing particularly during the pandemic-induced lockdowns. However, the use of phone-based surveys comes with concerns around sampling and reporting – the former refers to issues in terms of reaching the intended respondents and adequate representation of different groups while the latter relates to the quality of data collected. Based on a phone-survey of a pre-existing cross-section of households in Karnataka and Rajasthan conducted during the lockdowns of 2020, this paper looks at how sampling and reporting issues play out especially with regard to speaking to women. Access to women, via phone surveys, is limited since most women do not have their own phone, and even if they are reached, they may not have the freedom to respond to all questions asked. We recommend a detailed protocol with multiple callbacks and rescheduling of calls that reduce sampling errors and allow for greater reach of women respondents and minimise discretionary decisions from the enumerators . We also recommend a set of questions to enumerators to help reflect on the quality of data collected. While phone surveys cannot replace in-person surveys, in the event they are used, a well designed protocol along with the use of meta and para data can go a long way in enhancing the quality and reliabilty of the data.

3. ‘Global’ IR and Self-Reflections in Turkey: Methodology, Data Collection, and Data Repository

Abstract:
This article covers the disciplinary debates on ‘global’ IR and the self-reflections of IR scholars about the state of the discipline in Turkey. It argues that high quality methodological training can contribute to overcoming the dissatisfaction felt by scholars of IR in Turkey. It suggests that inclusion of IR knowledge produced in the non-core into the ‘Global’ pool can be achieved through local ‘revolutions’, and that the potential for progress in this direction lies in methodological improvement and data-collection projects. The article offers three exemplary data projects to crystalize the argument: the Social Sciences Data Repository, the Global Security Database (GloSec) and the Global Risk Assessment Dataset (GRAD). These projects aim to: disseminate data-based research and encourage data sharing among scholars in Turkey, train prospective IR scholars to produce research based on clear, replicable, and rigorous methodology in Turkey, encourage graduate students in Turkish universities to have a global scholarly outreach and talk to the global scholarly community, and contribute to IR scholarship with these local pedagogical and academic experiences. Two separate groups of researchers composed of graduate students from various universities across Turkey are trained in the ways of research design, the fundamentals of data collection, and writing research papers based on rigorous methodological design, data, and replicable findings. Thus, the paper not only discusses the diagnoses in the literature regarding the shortcomings of the International Relations discipline in Turkey, but also offers concrete directions for a potential treatment.
