Abstract:
Nowadays, the need for the use of data in developing an accurate, effective and measurable urban policy is being voiced by many local administrations and civil society organizations, and as a matter of fact, some local administrations have already increased their efforts for data production and use. However, organizations face with certain problems in regard to accessing, obtaining and generating systematic data. The purpose of this report is to put forward these problems along with their reasons and to offer solutions by focusing specifically on data regarding early childhood period.

Abstract:
When we consider which areas in the city children use to explore, socialize and play, the first ones coming to mind are school gardens, parks, green areas and playgrounds that are reserved for them with the intent to support their development. These areas which have an important place in the daily urban life of children are designed and planned by local governments. All urban and green spaces, including playgrounds which are areas created especially for children in the city, should be based on spatial planning and quality factors that include children’s needs and preferences. And planning requires the use of data.

Abstract:
This report aims at improving innovation, urban data collection and analysis, and open data capacities in democratic civic governance in Turkey. “Access to Data for Sustainable City: An Investigation on Disaster and Building Data” focuses on (1) status quo of open data movement and ongoing studies, (2) data up-to-dateness and quality, and (3) access to data through disaster and building data in Istanbul, New York and Munich. Inspired by the experiences in the cities of New York and Munich, the report presents policy recommendations fro improved access to data regarding disaster management in Istanbul.

Abstract:
The political behaviours of individuals towards the process of democratization of Punjab depend on the basic institutions of the society, i.e. family lineage, caste, clan and biraderies, etc. Being foremost institutions for political socialization of the individual, these have great impact on his/her political behaviour influencing his/her choice to elect a representative in electoral politics. Thus the individual does not fully enjoy his/her rational choice indeed. The aim of the study is to probe through applying the theory of rational choice, what are the political dynamics that strengthen and weaken the emancipating power of the individuals? To what extent these dynamics are significant predictors of biraderism in the process of democratization. For this empirical, descriptive and analytical research District Toba Tek Singh is selected for a case study with a minimum respondent 220 for the set of questionnaire scale PDBPQ* has made.

Abstract:
With the support of the Friedrich Naumann Foundation (FNS), the Turkish Economic and Social Studies Foundation (TESEV) has been running the program titled “Supporting Sustainable Cities” since 2016. This year’s project is designed to highlight the need for effective networks that connect key actors for maintaining a workable “data-ecosystem”. In order to bring expert opinion to the discussion, TESEV has conducted a video interview with Prof. Rob Kitchin of Maynooth University with the aim of producing a series of short clips providing key insights. Having served as the principal investigator in the project that gave rise to the Dublin Dashboard among numerous other data initiatives that he led, and as a widely published scholar in open data and data-ecosystems, Kitchin’s comments serve as a guide for potential models of partnership to build effective data-ecosystems. Key pieces of information from our interview are presented in this eight-part mini-series. Part 2: Given that different institutions may be storing data in various formats, and the fact that some data may not always be shared as open-data, how did you manage the sharing of data among the partners involved? Did you run into bureaucratic or other difficulties in acquiring data?

87. Protecting data, ruling over the algorithm: The Regulation Challenge for the European Union

Abstract:
The European Union has managed to reposition data protection laws from the periphery of legal consciousness to the centre of intensive legal and media publicity. And it has done so, primarily, through the enactment of the General Data Protection Regulation Act (GDPR) and its related case law. In particular, the legal saga of Schrems ΙΙ has recently confirmed the regulatory capacity of the EU. However, while the European legal order has led the way in codifying the unknown territory of new technologies, there is still the concern that the EU is handling the new challenges in a “legalistic” way. In particular, we explore the persistent challenge of the exploitation of data in the commercial and political context through microtargeting. We also explain why algorithmic regulation should become a priority in the EU’s regulatory agenda, so that the EU adopts a pre-emptive rather than a firefighting role. Ultimately, we have to also be aware of the limits of regulation in an era of constantly evolving technology: finding ways to live with technological evolution should also be an EU priority.

88. NATO and 5G: what strategic lessons?

Thanks to their higher speed, larger data volume, lower latency, and capacity to sustain very high density connections (including machine-to-machine communications), 5G networks are set to unleash a major economic revolution, potentially adding trillions of dollars to the global economy (at least according to recent forecasts). From smart cities to Artificial Intelligence (AI); telemedicine to driverless cars; virtual reality to the Internet of Things (IoT); Industry 4.0 to all manner of applications that will comprise this new ecosystem, 5G ushers in enormous opportunities. 5G communications still require significant investments, both for research and development of key technologies, and for building the supporting infrastructure. Moreover, the next generation of telecommunications raises several important questions about the political economy of spectrum allocation and standard definition, their military applications, the role of Chinese companies and the attendant cybersecurity risks. These are all relevant topics for NATO from which the Alliance can draw some strategic lessons.

89. Assessing Asia: Sub-Saharan Africa Global Value Chain Linkages

Abstract:
This paper studies the relationship between Asia’s economic engagements in Africa and individual African nations’ participation in global value chains (GVC) over the past two decades. We find that while overall exports from Africa to Asia are still highly concentrated in resource-intensive sectors, a few African countries have exploited the emerging opportunities to diversify export portfolios through exporting to Asia. Each African nation has a distinct main trade partner in Asia, in contrast to the common view that China has become the dominant trade partner of most African nations. Using a panel data set for 46 African countries over 16 years from 2000 and 2015, we find that exports to Asia are positively correlated with exports to the rest of the world, suggesting that in contrast to trade diversion, trade with Asia complements exports to other countries. Asian economic engagement in the continent is associated with countries’ exports “moving up the value chain”, as measured by the upstreamness index proposed by Antras et al. (2012). However, such process was accompanied by a reduction in the length of their production chains, implying that fewer stages and countries are now involved in the production of exported goods.

90. The dynamic impact of FX interventions on financial markets

Abstract:
Evidence on the effectiveness of FX interventions in the prevailing higher frequency approaches leaves a gap at horizons going beyond a few days. This is addressed by identifying a structural vector autoregressive model for the daily frequency with an external instrument. Using Japanese data, we find that FX interventions significantly affect exchange rates, although the effect is smaller than in emerging markets, and this impact persists for up to a year. There is no major effect on interest rates, but stock prices increase in line with currency devaluation, in particular those of large (exporting) firms. The results qualitatively hold for US and UK interventions.
