71. Introducing MACEDA: new micro-data on an indigenous self-determination conflict

Abstract:
This article introduces MACEDA, a micro-level data set on the self-determination (SD) conflict between the Chilean state and the indigenous Mapuche. Although SD disputes are one of the most common conflicts in the world, and indigenous movements represent about 40% of all SD movements, this is the first micro-data focused on an indigenous SD conflict. MACEDA covers the period 1990-2016, including more than 2,600 events collected from local media. As indigenous conflicts are much less violent in terms of casualties, we take a flexible definition of conflict, based on its constituent events, and we discuss the comparability and generalization of our approach. To illustrate the usefulness of these micro-data in the analysis of conflict-related theories, we present a descriptive empirical analysis on the strategies of indigenous resistance, and we discuss how the data can be used in the causal analysis of conflicts.

Abstract:
The efficacy of survey-based policy recommendations is primarily dictated by the quality of data collected in the first place. Is the survey truly representative of the population it claims to characterise? Are respondents voicing their true opinions or are they playing to the gallery? Did enumerator bias creep into the data? These are questions that most users of surveys have, but are typically brushed aside in the race to get the analyses out. While there are no foolproof measures to ensure that survey data are authentic, certain steps can be taken to improve their dependability. One such is the use of what is called ‘para data’ (data about the process of data collection), to streamline enumerator practices, and thereby improve the reliability of the data being collected. This report details our experience of using para data to improve the quality of the India Working Survey (IWS).

Abstract:
Timely access to complete and accurate data proved to be one of the major lessons learned for an evidence-informed national public health response. In Lebanon, COVID-19 data reporting was mired with issues such as the fragmentation of publicly available data across many official reporting sources. This paper addresses the issue of data collection and sharing and provides recommendations for ways forward.

74. Does Project-Level Foreign Aid Increase Access to Improved Water Sources? Evidence from Household Panel Data in Uganda

Abstract:
This paper combines geocoded subnational data on the location of water, sanitation and hygiene (WASH) aid projects in Uganda with nationally representative household-level panel survey data to evaluate the impact of WASH aid on access to water and on the burden of water collection. Specifically, it examines whether proximity to aid-funded WASH projects improves household access to improved water sources and reduces the time burden of water collection. Our results suggest that while aid-funded WASH projects increase household access to improved sources of water, households may also see the time burden of water collection increase, as they may need to travel longer distances and also experience longer wait times due to congestion at water service points. This is an indication that the supply of improved water sources is still insufficient relative to demand as measured by the population density.

Abstract:
Although Canada is making progress in protecting consumers against data misuse, it needs to turn its attention to enabling data reuse. The current practices and tools in place are not conducive for data sharing. This creates a significant hurdle for data scientists and statisticians as they cannot train algorithms without large data inputs. A national framework for data reuse is needed to manage risks associated with data sharing. It should include sector-based data strategies, the certification of new classes of data professionals across data value chains, common interoperability and governance standards, and a safe and secure data transmission infrastructure. As common data-sharing spaces are needed for data reuse to occur, there is an opportunity to experiment with different data-sharing models. A national data reuse framework is essential for Canada to assert its data sovereignty and become a digital society. This is why the federal government has a critical role to play.

78. Civil War Violence and Refugee Outflows

Abstract:
Conflict forces millions of individuals from their homes each year. Using a simple structural model and new refugee data, we produce the first set of estimates relating outflows to annual conflict magnitudes. The theory underlying the structural model implies that standard panel data approaches will underestimate the impact of conflict violence, by differencing out the effect of prior and expected levels of violence on the decisions to flee. We estimate that whereas a shock that doubles conflict deaths in one year increases outflows in that year by 40% on average, doubling conflict deaths in all years increases annual outflows by 100%. We further estimate an average of 30 refugees per conflict death (median 18), with higher rates for conflicts closer to an OECD country and possibly for ethnic wars and in lower income countries. The analysis illustrates a broader methodological point: It can be hazardous to try to identify a causal effect using shocks to a presumed causal factor if the outcome variable is the result of decisions based not only on shocks but also on levels.

In this month’s feature article, Michael Knights, Crispin Smith, and Hamdi Malik examine the increased discordance within the Iran Threat Network militias in Iraq (muqawama) based on their detailed tracking of recent dynamics for the “Militia Spotlight” platform at the Washington Institute for Near East Policy. They find that “while the IRGC-QF (Islamic Revolutionary Guard Corps-Quds Force) still runs Iran’s covert operations inside Iraq, they face growing difficulties in controlling local militant cells. Hardline anti-U.S. militias struggle with the contending needs to de-escalate U.S.-Iran tensions, meet the demands of their base for anti-U.S. operations, and simultaneously evolve non-kinetic political and social wings.” The authors assess that, having under-performed in the recent elections, the muqawama will likely prioritize a bottom-up approach to building up their political base. And they warn that “any shift from Iran’s de-escalatory position, perhaps linked to a failure of U.S.-Iran nuclear talks—or a more significant loss of Iranian influence over muqawama factions—could trigger a sustained escalation of muqawama operations against the U.S.-led coalition in 2022 and beyond.” In this month’s interview, former U.S. National Security Advisor Lieutenant General (Ret) H.R. McMaster provides his perspective on what led to the Taliban takeover in Afghanistan. In a commentary, Don Rassler argues that the United States needs to better leverage its vast terrorism data holdings by creating a new terrorism and counterterrorism data action plan that exploits the power of data-science and artificial intelligence driven approaches. That plan, he writes, should include five key precepts: 1) reinvest in and advance core terrorism data, 2) strategically leverage captured material, 3) better develop and utilize counterterrorism data, 4) practice data alchemy, and 5) automate basic and other analytical tasks, and augment data. Jonathan Schroden looks at lessons learned from the 2021 collapse of the Afghan National Defense and Security Forces’ (ANDSF). He writes that six themes that emerge are: “the ANDSF collapse was months—if not years—in the making; the United States did not give the ANDSF everything they needed to be independently successful; the ANDSF did put up a fierce fight in many areas; the ANDSF were poorly served by Afghan political leaders; the ANDSF were poorly served by their own commanders; and the Taliban strategy overwhelmed and demoralized the ANDSF. From these themes, there are three key lessons: the ANDSF’s failure had many fathers; the U.S. model of security assistance requires reform; and greater emphasis on non-material factors (e.g., morale) is needed in future security force assessments.”

Abstract:
No one today questions whether data science can confer competitive advantage to organizations effectively adopting these capabilities. Considerable attention has been paid to technology, talent, and training as organizations attempt to build data science programs in an effort to convert aspiration to practice; moving from simply counting and reporting what happened to datainformed prediction and prescription. As understanding of the various and specific data science roles has evolved, talent development, management, and leadership are emerging as new frontiers. Organizations now work to create data science capacity where effective and responsible use of advanced analytics makes the whole truly more than a sum of the parts. Organizations increasingly recognize data science as a “must have” capability and are scrambling to recruit and hire data science talent. Data literacy programs are also proliferating given growing empirical research demonstrating the importance of upskilling across the organization in order to optimize data science talent and efforts. At the same time, the community is moving away from the data science “unicorn” concept in favor of a data science ecosystem. This is built through aggregation and assembly of complementary data science skill sets in support of meaningful, scalable, and sustainable breadth and depth of capacity. The challenge many organizations now face is how to organize and manage this disparate yet complementary talent? While the data science Venn Diagram has become ubiquitous, recent analysis suggests we are actually looking at something with far greater complexity and depth– more akin to a data science “tapestry” where unique data science capabilities and roles are intricately interwoven across the enterprise.297 Although aesthetically appealing, the tapestry construct is inherently static. Experience increasingly suggests that fixed data science resource allocation constructs are inflexible and even brittle; breaking in response to rapid evolution or change. Moreover, fixed or otherwise inflexible organizational constructs may have limited capacity to adjust on the fly to address unanticipated challenges and opportunity alike. What is needed, therefore, is data science capacity that is relatively fluid, agile and dynamic. It should be able to rapidly pivot in response to changing conditions, including unforeseen shortcomings or failures, while also setting the conditions to fully capitalize on unexpected windfalls in support of true competitive advantage. With this evolving understanding of high-performing data teams, we propose that analytically competitive organizations actually operationalize data science as something closer to a full-contact team sport where no one rides the bench.
