Abstract:
Data abundance, digital connectivity, and ubiquitous technology now enable near complete coverage of human lives across the planet, often in real-time. The Covid-19 pandemic, by forcing more interactions online and greater social reliance on technology, has significantly added to the global pool of data. Advances in the scale, application, and commercial uses of data significantly outpace regulation of the big data landscape. Technical and analytical capabilities that are essential for the functioning of societies are increasingly concentrated in the hands of a small number of commercial entities. The implications of big data for surveillance, real or potential interference, and kinetic war are underappreciated in policy and public discussions. Identifying and protecting the uses of critical data should be a national security priority for government on par with safeguarding critical digital infrastructure.

In a world where data means power, vast amounts of data are collected every day by both private companies and government agencies, which then use this data to fuel complex systems for automated decision-making now broadly described as “Artificial Intelligence.” Activities managed with these AI systems range from policing to military, to access to public services and resources such as benefits, education, and employment. The expected benefits from having national talent, capacity, and capabilities to develop and deploy these systems also drive a lot of national governments to prioritize AI and digital policies. A crucial question for policymakers is how to reap the benefits while reducing the negative impacts of these sociotechnical systems on society.

The number of these areas increases proportionally with the advancement of technology. We can process vast amounts of data and analyse it using IA. It is, of course, big data that sits at the heart of AI. As computing systems generally have grown in power and capacity, data consumption has grown exponentially.

44. Procurement Data and Safeguards: Looking Historically and to the Future

Abstract:
Because nuclear programs depend on procurements, understanding such procurements has become an important aspect of safeguards today. This paper looks back at the development of this approach and draws out lessons for tomorrow. Past cases, recounted using open source data and Institute archives, are drawn from, among others, Iraq Action Team investigations, Iran inspections during 2003-2006, the Khan Network investigations, and the Joint Comprehensive Plan of Action. These cases illustrate important lessons about collecting and including procurement data more explicitly in state declarations and meeting inspection and monitoring goals. The cases also demonstrate the value of procurement data in facilitating the detection of irregularities in a nuclear declaration or verifying the correctness and completeness of a state’s nuclear declaration. These experiences and historical cases yield additional insights and lessons into ways to increase the usefulness of procurement data in future safeguards practices and methodologies.

Abstract:
In the first phase of the Uttar Pradesh elections of 2022, 58 assembly constituencies (ACs) will go to the polls. Polling will take place on 10 February, 2022. In this note, we first analyze and provide social context for the historical electoral trends across these 58 assembly constituencies. Second, in collaboration with Datalok, we provide a detailed analysis of polling booths from the 2017 state election. We show how the consolidation among Hindu voters in the aftermath of the 2013 Muzaffarnagar riots drastically shifted electoral outcomes in the region, and we describe how current politics may affect electoral outcomes in the 2022 election.

The main environmental problem of the twenty-first century is climate change, which has received a lot of attention and discussion at global level. It is expected to have an adverse, permanent effect on the planet and its environment. South Asia will be among the nation’s most badly impacted by climate change, which will predominantly affect the Global South. Due to climate change, 62 million South Asians are anticipated to relocate by the year 2050. South Asia has 1.891 billion people, or almost one-fourth of the world's population. Because of this, we have the desire to comprehend the Pakistan and India policies and to identify any opportunities for climatic cooperation between Pakistan and India, which are currently hampered by a variety of ambiguous circumstances.

Abstract:
This article covers the disciplinary debates on ‘global’ IR and the self-reflections of IR scholars about the state of the discipline in Turkey. It argues that high quality methodological training can contribute to overcoming the dissatisfaction felt by scholars of IR in Turkey. It suggests that inclusion of IR knowledge produced in the non-core into the ‘Global’ pool can be achieved through local ‘revolutions’, and that the potential for progress in this direction lies in methodological improvement and data-collection projects. The article offers three exemplary data projects to crystalize the argument: the Social Sciences Data Repository, the Global Security Database (GloSec) and the Global Risk Assessment Dataset (GRAD). These projects aim to: disseminate data-based research and encourage data sharing among scholars in Turkey, train prospective IR scholars to produce research based on clear, replicable, and rigorous methodology in Turkey, encourage graduate students in Turkish universities to have a global scholarly outreach and talk to the global scholarly community, and contribute to IR scholarship with these local pedagogical and academic experiences. Two separate groups of researchers composed of graduate students from various universities across Turkey are trained in the ways of research design, the fundamentals of data collection, and writing research papers based on rigorous methodological design, data, and replicable findings. Thus, the paper not only discusses the diagnoses in the literature regarding the shortcomings of the International Relations discipline in Turkey, but also offers concrete directions for a potential treatment.

Abstract:
This scenario shows what could happen if the EU fails to establish an information exchange environment among its critical infrastructure (CI) entities. In 2030, only a few services related to the EU’s CI remain local and confined to a single domain. Most are heavily interconnected – and thus increasingly subject to hybrid attacks. Because the EU still provides no common guidelines to record and share information about such attacks, CI operators cannot analyze threats, recognize EU-wide patterns, or identify adversaries. Two EU directives from the early 2020s recognized this gap but did not provide the tools to address it.

The complex crises in our world—from rising instability linked to pandemic effects and climate change, to ongoing challenges of civil war, urban violence, violent extremism—require complex analysis and insights. Emerging technologies, data, and data science methods have been recognized as potential tools to help tackle some of these “wicked” problems across the humanitarian-development-peace nexus. Artificial intelligence (AI) and machine learning (ML) potentially open a range of new opportunities for early warning and humanitarian preparedness, assessment and monitoring, service delivery, and operational and organizational efficiency. Advanced data analysis is the core of these efforts, and its success often depends on timely access, as well as the right quality and quantity of data.
