92. Running Out of Options in Burundi

- Talks about ending Burundi’s crisis – sparked by the president’s decision to seek a third term – have fizzled out. With elections nearing in 2020, tensions could flare. Strong regional pressure is needed to begin opening up the country’s political space before the balloting. What’s new? After almost three years, the Inter-Burundi Dialogue has ended in failure. Next steps are unclear as regional leaders reject handing over mediation to other institutions while not committing wholeheartedly themselves to resolving the crisis. Elections due in 2020 carry a real risk of violence unless political tensions ease. Why did it happen? The East African Community (EAC) took the lead on mediation in Burundi though it lacks the requisite experience, expertise or resources. Absence of political will and divisions among member states, coupled with the Burundian government’s intransigence, made successful dialogue among the parties impossible. Why does it matter? Without urgent intervention, the 2020 elections will take place in a climate of fear and intimidation. This would increase risks of electoral violence and people joining armed opposition groups and ensure that Burundi continues its descent into authoritarianism, raising prospects of another major crisis with regional repercussions. What should be done? Regional leaders should use their influence, including threats of targeted sanctions, to persuade the government to allow exiled opponents to return and campaign without fear of reprisal. The EAC, African Union and UN should coordinate to prevent Bujumbura from forum-shopping and not allow Burundi to slip from the international agenda.

93. The Philippines: Militancy and the New Bangsamoro

- The new autonomous Bangsamoro region in Muslim Mindanao promises to address longstanding local grievances and drivers of militancy in the Philippines. But the Bangsamoro leadership faces steep challenges in disarming thousands of former militants, reining in other Islamist groups and transitioning from guerrillas to government. What’s new? A new autonomous region in Muslim Mindanao marks the culmination of 22 years of negotiations between the Philippine government and the secessionist Moro Islamic Liberation Front (MILF). This breakthrough follows a five-month battle in 2017 for Marawi City by pro-ISIS fighters who, though on the defensive, still pose a threat. Why does it matter? The Bangsamoro Autonomous Region should represent the end of the Moro conflict with the Philippine state. Proponents portray it as an “antidote to extremism”. But the new administration has to confront a corrupt, inefficient local bureaucracy, clan conflict and ongoing violence by pro-ISIS groups. What should be done? The Bangsamoro government, with Manila’s and donors’ support, should respond to the grievances of those in Muslim Mindanao sceptical of the new autonomous region, help 30,000 MILF fighters return to civilian life, try to win over Islamist armed groups outside the peace process and redouble efforts to deliver social services.

- Abstract:
- The protracted conflict between the US and the former USSR demonstrated that deterrence stability is improved by détente. South Asia‟s environment is characterized by mutual hostility; conventional military balance tilting in favor of India; and lack of a transparent and nonaggressive nuclear doctrine. The aforementioned factors are the missing components of détente. Both the provocative Indian expansion in its nuclear weapons programme, and Pakistani retaliatory notion of the short-range weapons option, is problematic not only in the South Asian context, but also contradictory to the decades-long experience acquired during the Cold War. Pakistan and India must move towards nuclear CBMs, doctrinal clarity, and risk-reduction measures in the light of new technological advancements, and changing US role in the region.

- EU member states agreed the Civilian CSDP Compact in late 2018 to breathe new life into EU civilian crisis management. Its 22 commitments are a response to a double challenge: a rapidly changing security environment and persistent shortfalls in the planning, deployment, and conduct of missions. Implementation will be challenging. Political momentum depends on producing tangible results early on, notably through National Implementation Plans and a workable Civilian Capability Review process.

- Despite recent positive developments making forward progress on the Secretary-General’s call for a more preventive approach to crisis, in New York, discussions on prevention remain focused on difficult moments of crisis and must navigate deepening divisions in the Security Council. Member states agree that more effort should be made to prevent violent conflicts farther upstream, rather than to address them mainly when they are imminent or in progress (or on the Security Council agenda). However, as described in our previous briefing, “prevention” at the UN has not had enough conceptual clarity, which has raised sensitivities over a wide range of issues. This, in turn, has hindered implementation of a more strategic approach to prevention—especially upstream prevention—at the practical level. Indeed, the prevention agenda arrived at the UN just at the moment when the forces shaping multilateralism were shifting underneath it. The period of liberal internationalism ushered in by the end of the Cold War—with the United States in the lead—has receded in the wake of more statist and sovereigntist approaches to multilateralism. While member states support prevention as a general idea, they have a wide range of concerns regarding its implementation—making it difficult for member states to rally around it.

- Crises In 2016, global policymakers came together to confront a critical policy dilemma: what is, or should be, the role of humanitarian action in a world beset by “permanent emergencies” that do not end, in which the root causes are overwhelmingly structural and political? One major outcome of the summit was the commitment to a “new way of working” based on linking the “triple nexus” of humanitarian, development, and peacebuilding (HDP) efforts. Our new report shares the results of a major independent review of the implementation of this process.

- The conflict between Russia and Ukraine remains unresolved and—after five years—it does not appear to be reaching a resolution any time soon. The ongoing crisis in eastern Ukraine between the Ukrainian government and rebel forces supported by Moscow not only degrades the relationship between Kiev and Moscow but also contributes to the deteriorating relations between Russia and the West. [1] This particular regional conflict has become an important destabilizing factor for international security. Findings from a new binational survey, conducted by the Chicago Council on Global Affairs and the Levada Analytical Center, show that a plurality of Russians believe these eastern areas of Ukraine should be independent states.[2] And a majority of Russians continue to say that Russia’s annexation of Crimea has brought the country more good than harm.

- This article explores the role of Greece in the Balkans since the end of Communism and the impact of the sovereign debt crisis that followed. Since the beginning of the 1990s, while Greece failed to accomplish its vocation at the political level, at the level of the economy the country acted as an important regional actor. The article examines the dynamics of the Greek crisis on the Balkan economies and analyses the major challenges for Greece in this new reality. At the same times, it tries to identify the triple crisis faced currently by Greece: at the level of credibility and status, at the level of mediation between the region and the EU and, finally, at the level of the gradual peripherisation of the country.
