Abstract:
This issue of CTTA observes three critical case studies of political violence and terrorism that highlight either countering terrorism or preventing violent extremism (PVE) policies as the key takeaways. Research has highlighted that improved and innovative counter-terrorism and PVE policies can mitigate the long-term effects of terrorism and extremism, and possibly prevent conflicts from occurring in the first place. Through the case study of the Philippines, this issue discusses identity-driven conflicts and the need for ‘hearts and minds’ driven approaches by the state for conflict resolution. In order to ensure long-term peace, the state should look into culturally-sensitive approaches that don’t alienate aggrieved groups and instead attempt to mainstream and integrate them into the broader society. Further, the issue delves into the influence and ideology of radical ideologues in the case of the Afghanistan -Pakistan region. The article highlights a national counter-narrative campaign can play a role in decreasing and countering the reverence and following of religious figures preaching intolerance and extremism. Lastly, the issue observes intelligence failures in terrorist attacks and recommends an improvement in related counter-terrorism policies through increased focus on cognitive analysis. This would allow states and related security agencies to respond better to emerging terrorist threats and prevent violent attacks from occurring. In the first article, Anushka D. Kapahi and Gabrielle Tañada analyse the interplay of history, religion and identity to explain the Bangsamoro people’s uprising in Mindanao, Southern Philippines. The authors argue that despite legal advancements, the Bangsamoro people’s demand for autonomy and self-governance still exists due to a lack of recognition of their cultural identity. This has obstructed conflict resolution, attempts at assimilation and overall development within the region, necessitating a culturally-sensitive approach that gives due consideration to locals’ identity for long-term peace. Farhan Zahid sheds light on the impact of influential Pakistani militant ideologue Mufti Nizam-ud-Din Shamzai’s worldview — in the form of fatwas, speeches, sermons and books — on various militant groups in the Af-Pak region. Shamzai is a celebrated scholar among Af-Pak militants and they continue to draw inspiration from his writings and teachings even after his assassination in 2004. However, Shamzai’s personality and works remain under -researched. The author recommends that formulating a national counter narrative against violent extremism while understanding the impact of his ideology on Af-Pak militant discourse is essential for policymakers in Pakistan. In the last article, Shane Britten reviews the importance of cognitive analytical techniques for accurate intelligence analysis in counterterrorism. He contends that lack of training in the art of cognitive analysis has been a major factor in various counter-terrorism intelligence failures in recent years. These intelligence failures are not of information-collection, but reflect the inability to adequately analyse the collected information. The author suggests that by improving the cognitive capabilities of intelligence analysts involved in counterterrorism through training and capacity building, the percentage of intelligence failures could be minimised.

Abstract:
The evolving concept of Preventing Violent Extremism (PVE), as part of ongoing counter-terrorism and counter-extremism efforts, has to address various social, economic, political religious and individual factors that attract or push youth from activism towards extremism. Social media platforms and religious institutions are crucial mediums of influence that can be used to minimise and eventually eliminate the exploitation of these two domains by violent-extremist groups for recruitment, propaganda and legitimation of their extremist agendas. Articles in this issue give an insight into the roles played by social media and madrassas as well as religious leaders and extremists in Sri Lanka, Pakistan and Indonesia. The first article by Rohan Gunaratna analyses the recent riots between the Sinhalese and Muslim communities in Sri Lanka. It observes the historical development of relations between the two communities, specifically focusing on the role of Sinhala ultra-nationalists in advancing their communal and political agenda in the island state. In 2012 and 2013, the ultra-nationalists’ intolerant rhetoric against Muslims and Christians emboldened supporters to engage in mob violence targeting both minorities. Communal riots had erupted in 2014 and intermittent bomb attacks on Muslim establishments occurred in 2017. To restore communal harmony, the author prescribes a cohesive approach that combines laws criminalising intolerant rhetoric and propaganda in cyber and physical space, arrests of those involved in mob violence, and building structures at national and grassroots level to foster communal harmony. In the second article, Hussain Mohi-ud-Din Qadri examines the madrassa (Islamic seminaries) education system in the context of growing radicalisation and religious extremism in Pakistan. The piece studies the madrassas’ relationship with various political groups, and their local and foreign funding sources. The study relies on published reports as well as quantitative data collected from over one hundred madrassas in Punjab. The study finds that several madrassas in Punjab have links with local and foreign militant organisations that render them vulnerable to external manipulations and interference. However, madrassas which purely dedicate their energies to learning and teaching are generally free of such manipulations. To meet the challenges and overcome the controversies facing the religious seminaries, the article recommends reforming the educational curriculum, providing quality education, reviewing funding sources of madrassas, banning political affiliations of madrassas and monitoring foreign influences on them. Lastly, V. Arianti probes the use of sharp weapons in terrorist attacks by Indonesia militant groups. She argues that IS’ emphasis on knife attacks in its online publications, frequent employment of vehicle-ramming and stabbing by lone-wolf attackers in Europe and local jihadist groups’ efforts to seek recognition from IS central contributed to the steady rise of knife attacks in Indonesia. The author believes that while knife attacks will continue to be an attack tactic in Indonesia militant landscape, bombings and shootings will be the preferred tactics because of their relative potential to cause mass casualties.

Abstract:
The continuing terrorist attacks in the West and different parts of Asia and Africa underscore the resilience, adaptability and regenerative nature of the prevailing global terrorist threat. With these attacks, the contours of the post-IS threat environment are now becoming increasing clear. It entails four major issues: a decentralised threat landscape, the challenge of returning foreign fighters from Iraq and Syria, the emergence of new IS hotspots in the Philippines, Afghanistan and parts of Africa, and cyber radicalisation. This requires continued vigilance, collaborative responses and sharing of best practices between security institutions and intelligentsia. In the context of continuing terrorist threat, the massacre of over 500 civilians in Eastern Ghouta in Syria by the Bashar Al-Assad regime is concerning for several reasons. The brutal use of violence will continue to fuel jihadist recruitment, strengthen the extremist narrative and create space for IS-linked and other militant groups to survive. Whether it is Iraq, Syria or Afghanistan, the absence of conflict stabilisation has undermined counter-terrorism efforts in these war-torn territories. The imagery of civilian killings in Ghouta plays right into the hands of groups like Al-Qaeda and IS as these groups continue to be the by-products of anarchy and lawlessness in active conflict zones. Against this backdrop, the first article by Abdul Basit explores the urban footprint of pro-IS jihadists in South Asia. The author observes that the dissemination of IS ideology of Jihadi-Takfiri-Salafism has galvanised a new generation of South Asia jihadists, which is narrowly sectarian, brutally violent and tech savvy. This pro-IS generation of jihadists uses various social media platforms for propaganda dissemination, recruitment and operational planning. In recent months, they have moved from open-end to encrypted social media applications. This development coupled with their segregated cell-formations makes their detection challenging. In conclusion, the author suggests that in addition to robust social media monitoring capabilities and operational preparedness, various South Asia governments would also require robust counter-ideological responses to overcome and neutralise IS appeal in this generation of South Asia jihadists. Highlighting the threat from social media, Syed Huzaifah Bin Othman Alkaff examines the trajectory of online radicalisation of a young Filipino girl, whose quest to atone herself from a ‘sinful’ past life exposed her to IS-recruiters online. The recruiters encouraged her to undertake the so-called ‘hijra’, after which she emerged as the head of IS’ female wing in Marawi (Mindanao, Phillipines). Syed highlights the need for a proactive approach by the governments and mainstream Islamic scholars to impart correct interpretations of key Islamic concepts such as jihad, caliphate, hijra and takfir to Muslim youth. It is argued that these efforts will circumvent the exploitation of these concepts by violent-extremist groups. Departing from the discussion on Islamist terrorist groups, this issue carries an article by C. Nna-Emeka Okereke focusing on the dynamics of the current indigenous Anglophone (English-speaking population) crisis in Cameroon and the escalating violence between the community in the northwest and southwest and the government. The Anglophone community is resentful towards what is perceived to be their marginalisation and the erosion of their unique identity as a result of various government actions relating to issues such as the creation of a centralised state from a two-state federation, and status of the English language. A segment of the Anglophone community has resorted to violence to address its grievances, conducting arson attacks and bombings targeting schools, government and security personnel. The instability has resulted in the displacement of thousands of refugees into Nigeria and poses security challenges to the country as it goes into the Presidential elections, and to the entire Lake Chad Basin.

Abstract:
The global terrorism threat has become decentralised, unpredictable, hard-to-detect and resilient with regenerative capacities. The global jihadist movements, principally the so-called Islamic State (IS) and Al-Qaeda, have glocalised to exploit indigenous grievances, recruit aspiring jihadists and fight for local and global causes. Overall, both IS and Al-Qaeda have become underground terror networks which will allow them to sustain themselves for longer and perpetrate more violent attacks. With a radical Islamist jihadist ideology, multiple wilayat (provinces), sleeper cells, lone-wolves, online radicalisation and skilful exploitation of modern technologies, the terrorism threat remains challenging despite the successful expulsion of IS from its heartlands in Iraq and Syria in 2017. Moving forward, in 2018, the terrorist threat will be characterised by attacks mounted by politico-religious, ethnic-political and left/right wing groups. The major risk to the West, the Middle East, Africa and Asia will come from Islamist extremist groups with radicalised segments of migrant and diaspora communities perpetrating attacks in North America, Europe and Australia. Notwithstanding the operational and military setbacks IS and Al-Qaeda have suffered over the years, their affiliates in the global south will continue to mount attacks against military, diplomatic, political and economic targets. Despite security measures, threat groups will seek to hit aviation, maritime and land transportation targets. In addition, self-radicalised and directed attacks will focus on populated locations for large-scale impact, with suicide attacks as the preferred tactic. The favoured modus operandi of IS-inspired and directed jihadists in the West will be low-end terrorism relying on vehicle-ramming and stabbing as witnessed throughout 2017. Broadly, the world has witnessed the rise of three generations of global terrorist movements. ‘Global Jihad 1.0’ emerged after Al-Qaeda attacked the US in September 2001 and captured the imagination of multiple militant groups in Asia, Africa, Middle East and the Caucasus. The second generation, ‘Global Jihad 2.0’, emerged after al-Baghdadi declared a ‘caliphate’ and announced the formation of the ‘Islamic State’ (IS) on 29 June 2014. The third generation, ‘Global Jihad 3.0’, represents the global expansion of IS outside Iraq and Syria. IS now relies on its wilayat as its operational bases in the Middle East, Africa, Caucasus and Asia. IS and its affiliates control territorial space in varying degrees in countries with active conflict zones, and maintain a presence in cyber space. The group’s strength also lies in affiliated and linked groups, networks, cells and dedicated jihadists who are willing to fight and die for IS.

Abstract:
Throughout history there have been opposing forces, one of which is the conflict between ‘West and East’ as Huntington claims. One of the earliest, major competitions, in this matter, has been the one with Ottoman Empire, representing Islam and European countries, followers of Christianity. These forces have been clashing in the form of several means and for reasons to predominate each other if they can achieve it at all. How has such a ‘clash’ begun between civilizations and what is the present status of it between Turkey and Western countries? This study aims at highlighting the background from a historical point of view beginning with the capture of Jerusalem by Ottoman Turks and how Turkish Image is created and portrayed in Early English Plays in relation to the rise and fall of Ottoman Empire as depicted in The Sultan Speaks by Linda McJannet. Since the core of the Ottoman Empire is modern Turkey today, the recent changes in their image on the way to full membership to the EU as well as to ‘interreligious/intercultural dialog’ in an attempt to bring peace to both parties in question for a sustainable and amicable future. It is concluded that there are still concerns between the global signatories. It will take some more time and effort to mature the thinking that they could live harmoniously developing their countries economically and their democracies for a mutual understanding.

316. Theatre operations, high commands and large-scale exercises in Soviet and Russian military practice: insights and implications

Russia’s Zapad 17 large-scale exercise, staged in September 2017 in cooperation with Belarus, as part of their combined operational grouping of forces, attracted unprecedented attention in the West. Widespread interest in Zapad 17 reflected a deepening concern even before its conduct that the exercise’s actual purpose and scale did not correspond to the troop size and objective announced by Russia, namely 12,700 Russian and Belarussian troops involved in fighting a postulated terrorist threat. Instead, by all accounts, Zapad 17 was much larger in scale than notified by Russia (60,000-70,000 troops versus 12,700) and oriented to fighting and defeating a capable adversary.1 Zapad 17 was only the latest Russian exercise to generate similar concerns.

317. Advancing Sustainable Development between Conflict and Peace in Myanmar

Over the last five years Myanmar has gone through fundamental changes as it transitions toward peace and democracy. This transformation provides Myanmar with a unique opportunity to build a peaceful and inclusive society and advance on the path to sustainable development and sustaining peace. Yet at the same time, Myanmar remains submerged in conflict and lacks national consensus on the future of the state. Achieving the 2030 Agenda in Myanmar will therefore require an inclusive and conflict-sensitive approach that takes into account the views not only of the central government but also of ethnic-minority groups. Based on an eighteen-day field study in Myanmar in 2017, this paper examines the country’s progress toward sustainable development and sustaining peace from these divergent perspectives. This paper, co-funded by the Fafo Research Foundation, is part of the International Peace Institute’s (IPI) SDGs4Peace project, which seeks to understand how the 2030 Agenda is being rooted at the national and local levels and to support the implementation of the Sustainable Development Goals. The project focuses on five case studies: the Gambia, Greece, Guatemala, Lebanon, and Myanmar. Implementation of the 2030 Agenda provides each of these countries an opportunity not only to buttress existing aspirations but also to build new partnerships that transcend traditional approaches.

318. Hard to Reach: Providing Healthcare in Armed Conflict

Armed conflict is a global health issue. Long-lasting and protracted conflicts in particular have consequences not only for the war-wounded but also for the health of entire communities. Over the years, global health actors and humanitarian health actors have developed health policies, guidelines, frameworks, and structures to improve delivery of health services in emergencies or humanitarian crises. Despite these advancements, however, the international health response in conflict-affected settings still faces gaps and challenges. Some policies and frameworks need to be rethought or redesigned, while others need to be better implemented. This paper explores challenges to healthcare provision in conflict-affected settings. These challenges are broadly broken down into three categories: constraints related to the health system and damaged health infrastructure, difficulty for health workers to access populations in need, and restrictions to healthcare provision intentionally or accidentally placed by donors or states engaged on humanitarian and health issues (e.g., through the securitization of healthcare). Tackling these challenges will have a direct impact on the lives of people in conflict-affected settings. However, doing so requires a radical shift in mindsets and the incentives that guide the actions of international health actors. Even so, more incremental changes can also be beneficial. To that end, this report puts forth the following recommendations: Improve coordination between and among humanitarian, development, and global health actors; Respond to context-specific needs; Hold health actors accountable to affected populations for their performance, and; Make responses sustainable. This work is based on a combination of desk research, interviews with more than seventy key informants, and an expert meeting bringing together key stakeholders and experts on global and humanitarian health.

Abstract:
The 2018 Mexico Peace Index (MPI), produced by the Institute for Economics and Peace (IEP), provides a comprehensive measure of peacefulness in Mexico. The MPI is based on the work of the Global Peace Index, which is the leading measure of global peacefulness and has been produced by IEP every year since 2007. This is the fifth annual edition of the MPI, setting out the key trends, patterns and drivers of peace in Mexico, while also highlighting the most significant policy opportunities available to governments. The report analyses the dynamics of violence in Mexico and the strengths and weaknesses of the attitudes, institutions and structures, known as Positive Peace, needed to substantially lower the rates of violence. The report also estimates the significant economic impact of violence to the Mexican economy and the need to increase the level of investment in violence containment. Finally, the report provides strong quantitative evidence to aid in the development of policies to create a more peaceful society. The research is of assistance to policymakers, researchers, business leaders and the general public in building peace in Mexico.
