291. Coping with Surprise in Great Power Conflicts

Abstract:
Surprise has always been an element of warfare, but the return of great power competition—and the high-level threat that it poses—gives urgency to thinking about surprise now. Because the future is highly uncertain, and great powers have not fought each other for over 70 years, surprise is highly likely in a future great power conflict. This study, therefore, examines potential surprises in a great power conflict, particularly in a conflict’s initial stages when the interaction of adversaries’ technologies, prewar plans, and military doctrines first becomes manifest. It is not an attempt to project the future. Rather, it seeks to do the opposite: explore the range of possible future conflicts to see where surprises might lurk.

This instability is the result of ongoing conflicts and tensions, and a variety of political tensions and divisions. It also, however, is the result of a wide variety of long-term pressures growing out of poor governance, corruption, economic failures, demographic pressures and other forces within the civil sector.

Abstract:
U.S. strategy in the Eastern Mediterranean is long overdue for revision. Policies, priorities, and activities girded by U.S.-led alliance structures were developed to stabilize Europe and deter Soviet aggression at the dawn of the Cold War. Seventy years later, they are no longer fit for purpose. However, the region remains a linchpin for an array of vital U.S. interests. In the last decade alone, regional conflicts and state fragmentation have caused millions of migrants and internally displaced to flee their homes, creating one of the largest migration crises since World War II. The arrival of an unprecedented number of migrants has triggered political backlash and polarized domestic politics in Europe and in the Eastern Mediterranean. Many of the littoral states in the Eastern Mediterranean have faced destabilizing economic crises that have created deep political and strategic vulnerabilities. Significant natural gas deposits discovered off the coasts of Israel, Cyprus, and Egypt could boost regional economic prospects as a potential energy-producing region, but a divided Cyprus, historical animosities, as well as a lack of infrastructure connectivity hinder this regional economic potential.

Abstract:
President Trump's cancellation of the summit with North Korea is a warning as to just how difficult it is to bring any kind of stability to the Korean Peninsula and Northeast Asia. It is also a warning that the U.S. cannot focus on the nuclear issue and ICBM, rather than the overall military balance in the Koreas and the impact that any kind of war fighting can have on the civil population of South Korea and the other states in Northeast Asia. The nuclear balance is an all too critical aspect of regional security, but it is only part of the story and military capability do not address the potential impact and cost of any given form of conflict.

All told, between 480,000 and 507,000 people have been killed in the United States’ post-9/11 wars in Iraq, Afghanistan, and Pakistan. This tally of the counts and estimates of direct deaths caused by war violence does not include the more than 500,000 deaths from the war in Syria, raging since 2011, which the US joined in August 2014.

In the first issue of our 20th volume, the cooperative and conflictual nature of climate change in international relations is explored. Rafael Leal-Arcas analyzes the necessity of a symbiotic relationship between bottom-up and top-down negotiations to implement clean energy consumption. Following, Caitlin Werrell and Francesco Femia begin this issue's dialogue on climate change and security. Carmel Davis discusses the effects of climate change on Sub-Saharan Africa's ability to develop and subsequently mitigate conflict. Similarly, Ziad Al Achkar outlines the economic, environmental, and security threats in the Arctic as its ice continues to melt. Zhao Ang then discusses China's ability and incentives to pursuing a greener economy. Following, Buddikha Jayamaha, Jahara Matisek, William Reno, and Molly Jahn discuss the security and development of climate change implications in the Sahel region. Abstract:
Changing weather patterns increasingly shape battlefield dynamics in civil wars. Civil wars have complex origins and once violence erupts, local, regional, and global drivers, including changing weather patterns, shape the processes of conflict.1 As one study published in Nature indicated, the “stability of modern societies relates strongly to the global climate.” Others have shown that climate change undermines ‘human security’ and that warming temperatures lead to an increase in crime. Some contend that climate change research has overdramatized the causes of certain wars while downplaying important pre-war cleavages. Finally, some studies show the difficulty of drawing a direct causal link between climate change, statistically significant changes in weather patterns due to anthropogenic activity, and civil war on-set. Our field research provides further clarity and greater nuance on these debates and studies by investigating various processes and variables involved with local-level violence, environmental changes, and weather shifts. Additionally, there has been a change in the character of battlespaces, fragile food systems, and food (in)security, which highlights how changing weather patterns directly impact the formation of new battlespace dynamics and the processes of violence in the Sahel. Indeed, there is significant evidence that links temperature and rainfall shifts with decreases in political stability in the Sahel (see Figure 1). For the purposes of this article, we restrict our analysis to the central portion of the Sahel, specifically the Lake Chad Basin (LCB) area, which is bordered by Chad, Cameroon, Niger, and Nigeria. Already, there is substantial evidence linking temperature and rainfall shifts with decreases in local and regional political stability across the Sahel (see Figure 1). While some research finds “limited support for viewing climate change as an important influence on armed conflict,” our field work and research into the LCB illustrates how weather is impacting it specifically regarding new dynamics of violence.

Abstract:
What are the implications of climate change for security in low-income countries? As global warming approaches and passes 1.5°C, climate change will reduce income, disrupt social relations, and fragment authority. I focus on Sub-Saharan Africa (SSA) because its large agricultural sector is sensitive to climate change and will likely see effects earlier than in other regions. The first section discusses climate change, particularly on the large agricultural sector in SSA. The next two sections analyze two channels by which climate change will affect SSA. First, a survey of quantitative analyses demonstrates a correlation between the level and growth of income and the outbreak of civil wars; climate change will likely decease income in the agricultural sector so the frequency of civil war outbreak will likely increase. Second, climate change will reduce the salience of then-current qualitative strategies of survival and increase the salience of new ones, which will likely increase social disruption and reduce government authority. The last sections discuss adaptation and conclude that a major effect of climate change will be fragmented authority and increased disorder in low-income areas.

In this, our 19th volume, we attempt to shed light on these flashpoints. Rodger Kanet and Charles Zielger explore Russian revanchism in Eastern Europe. Julia Buxton covers the preeminent flashpoint in Latin America, Venezuela. Dr. Buxton discusses and provides a framework on how the confrontation between Venezuela, its neighbors, and the West can be managed. Michael Gunter shifts our focus to transnational issues by discussing the paradoxical struggle for an independent Kurdistan with the continued disunity of different Kurdish factions. Finally, Ramon Pacheco Pardo tackles perhaps the most pressing flashpoint for conflict in the world today, the crisis on the Korean Peninsula. Dr. Pardo discusses a series of policy proposals he believes would be conducive to deescalating tensions. The Journal of Diplomacy is also proud to publish an interview with Former Cypriot President George Vasiliou.
