Abstract:
The Syrian civil war began in March 2011 and has claimed nearly 250,000 lives so far. After over 4 years of internal fighting, the Kremlin has decided to expand its role in this conflict by moving combat aircraft and some ground troops to Syria to support the Bashar al-Assad government. These actions seem like a clear prelude to a direct Russian combat role, although the scope of such an effort is not yet clear. It has started with a limited number of air strikes against the opposition forces fighting Assad. Additionally, Russia is providing the Syrian army with new weapons supplies which that army seems to be absorbing very quickly. The United States has expressed concern about the deployment and is facing the question of how seriously it seeks to oppose increased Russian involvement in this war, and what, if anything, to do about it.

Abstract:
The conflict in Syria between the government of Bashar al-Assad and various other forces, which started in the spring of 2011, continues to cause displacement within the country and across the region. By the end of 2014, an estimated 7.6 million people were internally displaced and 3.7 million Syrians had fled the country since the conflict began (OCHA 2014; UNHCR 2015a). The refugee situation caused by the Syrian conflict is dire, and it has placed enormous strain on neighboring countries. Lebanon, Jordan, Iraq, Egypt, and Turkey host massive numbers of Syrian refugees, and Syrians have been seeking protection beyond these countries in increasing numbers since 2011. This paper looks at the burdens and costs of the Syrian refugee crisis and considers how they have, or have not, been shared by the international community at large, and in particular by Germany, Sweden, the United Kingdom, and the United States. It also considers to what degree Syrians have been able to find protection in states outside the region. Germany and Sweden, by the end of 2014, had provided protection to the largest number of Syrian refugees outside the region. Although Germany, Sweden, the United Kingdom, and the United States differ in the level of protection provided to Syrians, all four states have increased protection to Syrians via resettlement and asylum (and in the case of the US temporary protected status) since 2012. Despite this, the degree of protection provided by the four states is modest in relation to that provided by neighboring countries to Syria, and far more could be done. This paper also argues that the international community as a whole has not sufficiently contributed toward alleviating the burden caused by the Syrian refugee influx, in terms of both financial assistance and refugee resettlement.

Abstract:
In consideration of the general instability in the Middle East – the bloody Syrian civil war and its mounting refugee crisis, the overthrow of the Muslim Brotherhood in Egypt, the emergence of ISIL and ongoing fighting in Iraq, and the war in Yemen – the author argues that the geographical map of the region based on the 1916 Sykes-Picot Agreement is disintegrating. Furthermore, the author argues that the region’s turmoil has to some extent had a spillover effect on the three non-Arab states – Turkey, Iran, and Israel, which further adds troubles to the region. While Israel is largely an outlier, the author posits that Turkey, Iran, and Saudi Arabia will be embroiled in the “increasingly bitter contest for dominance of the Muslim Middle East.”

Abstract:
Most analysts consider Davutogˆlu’s “zero problems with neighbors” strategy a failure, and typically cite Turkey’s decision to lend its support to religious conservative movements like the Muslim Brotherhood during the Arab Spring as a primary example. However, the failures of the last few years must also be understood within the framework of a larger narrative where Turkey has insisted on functioning as an intermediary between Israel and Syria, and the United States and Iran. These episodes, during which Turkey overstepped the boundaries of its influence, revealed the limitations of Turkish foreign policy and foreshadowed its regional decline.

Abstract:
There is a renewed push to establish “no-fly” and “IS-free” zones in Syria. An external military intervention to establish such zones, even with the good intention of protecting civilians, is likely to precipitate more chaotic fighting and further harm civilians. Instead, the international community should build a minimum consensus among the “Friends of Syria”, Russia, and Iran to accommodate the interests and concerns of Syria’s external stakeholders, and reconcile the existential fears of various communities and regime supporters in Syria with the aspirations of the country’s majority Sunni population. Once these fundamental issues are addressed, a political solution to the Syrian crisis will become possible.

Abstract:
The military intervention launched by Russia in Syria in September 2015 has altered the character of this protracted civil war and – quite remarkably – has both advanced and jeopardised Russia’s positions in the Middle East. This risky experiment in power projection constitutes a continuation of traditional Russian policy in this rapidly transforming region, but is also a departure from the strategy of careful manoeuvring aimed at exploiting the confusion in U.S. and European policies. Quite possibly the main drivers for this proactive move were either domestic factors or issues related to the confrontation with the West caused by Russia’s conflict with Ukraine. The present analysis, however, deals only with the Middle Eastern contexts, aims and consequences of this enterprise.

With no end to the conflict in Syria in sight, the four million people forced to flee the country have no foreseeable prospect of safe return. And as the impact of the crisis on neighbouring countries grows and aid dries up, the situation for these refugees is becoming increasingly dire. This briefing calls for a new approach by the international community, including Syria's neighbours; one which offers hope, safety and dignity to the millions of refugees, and gives them a chance to contribute to the societies and economies of their hosts.

Abstract:
Kosovo has been one of the longest-running ethnic conflicts in contemporary Europe. It can be characterized by the diverse nature of the participating entities and the heterogeneous complexity of their interactions. These aspects violently surfaced during the civil war that lasted for almost two years, from 1998 to 1999. One of the major frameworks for viewing and analyzing the conflict, as well as one capable of seeing to its ultimate resolution, appears to be an assessment of the issues through the conceptual lens of “stakeholders.” This focuses on the specific investments or “stakes”—be they economic, ethnic, historic, or cultural—that each of the participants “holds” in generating the scene of the conflict. This lens provides a significant focus, and is one of the more important research methods employed within the domain of strategic analysis.

Abstract:
Ideas shape human behavior in many circumstances, including those involving political violence. Yet they have usually been underplayed in studies of the causes of armed mobilization. Likewise, emotions have been overlooked in most analyses of intrastate conflict. A mixed-methods analysis of Italian resistance during the Fascist regime and the Nazi occupation (1943–45) provides the opportunity to theorize and analyze empirical evidence on the role of indignation and radical ideologies in the process of armed mobilization. These nonmaterial factors play a crucial role in the chain that leads to armed collective action. Indignation is a push factor that moves individuals away from accepting the status quo. Radical ideologies act as pull factors that provide a new set of strategies against the incumbent. More specifically, detachment caused by an emotional event disconnects the individual from acceptance of the current state of social relations, and individuals move away from the status quo. Ideologies communicated by political entrepreneurs help to rationalize the emotional shift and elaborate alternative worldviews (disenchantment), as well as possibilities for action. Finally, a radical ideological framework emphasizes normative values and the conduct of action through the “anchoring” mechanism, which can be understood as a pull factor attracting individuals to a new status.

Abstract:
Despite a considerable amount of ethnographic research into the phenomena of blood revenge and blood feud, little is known about the role of blood revenge in political violence, armed conflict, and irregular war. Yet blood revenge—widespread among many conflict-affected societies of the Middle East, North Africa, and beyond—is not confined to the realm of communal infighting, as previous research has presumed. An empirical analysis of Russia's two counterinsurgency campaigns in Chechnya suggests that the practice of blood revenge has functioned as an important mechanism in encouraging violent mobilization in the local population against the Russian troops and their Chechen proxies. The need to exact blood revenge has taken precedence over an individual's political views, or lack thereof. Triggered by the loss of a relative or humiliation, many apolitical Chechens who initially sought to avoid involvement in the hostilities or who had been skeptical of the insurgency mobilized to exact blood revenge to restore their individual and clan honor. Blood revenge functions as an effective, yet heavily underexplored, grievance-based mechanism encouraging violent mobilization in irregular wars.
