Abstract:
Nowadays, global economic growth has been severely affected beyond anything passed in nearly a century. The outbreak of the coronavirus disease has brought its negative impact and destructive outcome on the economies alongside with the sharp fluctuations in global energy and stock markets. There might be observed a subsequent sharp decline in the number of transactions and practical shutdown of many markets due to the large-scale quarantine and self-isolation measures. Taking into consideration the abovementioned factors, it becomes clear that there emerged a need to revise all economic forecasts for 2020-2021. The International Monetary Fund (IMF) predicted a decline of the global economic growth rate in April (-3%), but in accordance with the current circumstances, the figures were revised in June, representing a 4.9% decrease. In spite of a fact that Azerbaijan became one of the first countries among the post-soviet countries, that allocated the largest share of GDP, in order to eliminate the economic problems caused due to the pandemic, the impact of the emerged difficulties made a necessity to revise the budget.

Abstract:
The European Commission proposed in May 2018 to continue implementing the Creative Europe programme even more in the next budgetary period 2021-2027. This problematics is the main topic of Karel Barták's latest EU Monitor. The European Commission proposed in May 2018 to continue implementing the Creative Europe programme in the next budgetary period 2021-2027 with an envelope of 1,85 billion euros. Should the Member States agree, it would mean an increase of 26,5 percent compared to the current budget (2014-2020). Most of the money should go as usual to the audiovisual part of the programme (MEDIA), with emphasis on distribution of European films outside their country of origin. In the „culture“ part of the programme the draft mentions as priorities music, publishing, cultural heritage and architecture.

23. Assessing Chinese defence spending: proposals for new methodologies

Abstract:
Little is known about how China’s growing defence budget is allocated, particularly following recent structural reforms. In the absence of publicly available information and new research on Chinese defence economics, outside observers consider the official data to be incomplete. Publications addressing Chinese defence spending often claim that ‘it is widely believed’ official Chinese statistics exclude key categories of military-related spending. For instance, in 2003, one analyst wrote that ‘it is widely accepted that the official budget released by the Chinese every year accounts for only a fraction of actual defense spending. In particular, whole categories of military expenditure are believed to be missing from official figures.’ The methodologies employed by research institutions, such as the International Institute for Strategic Studies (IISS) and the Stockholm International Peace Research Institute (SIPRI), to estimate China’s total military spending date back to the late 1990s. Furthermore, existing estimates do not take into account China’s recent military reorganisation under President Xi Jingping’s direction, which began in 2015, and a wide range of defence reforms. For example, in 2018, the Chinese authorities integrated the China Coast Guard (CCG), the People’s Armed Police (PAP) and the maritime militias into the Central Military Commission’s (CMC’s) command structure. It is currently unclear how this restructuring has affected China’s defence spending. In addition, China’s defence spending could have been affected by the increasing fulfilment of weapons procurements by domestic firms. Therefore, a reassessment of China’s defence spending and the methodologies employed is required.

Over the past decade and a half, the KRI’s share of the federal budget and oil revenue has been the most significant point of tension between Erbil and Baghdad. Each year, when the budgetary law is formulated and voted upon, a new crisis is initiated; the next is already brewing, as the budget law is currently under discussion. According to journalist Hiwa Osman, this bilateral relationship is also affected by ongoing neutralisation disagreements over the disputed territories, which are manifested in the positionalities of the Peshmerga, paramilitary, and federal security forces.

26. The New KRG Cabinet: Visions and Strategies for the Next Four Years

The 9th KRG Cabinet was formed in July of 2019. At its inception, the PM committed his new cabinet to a manifesto consisting of 52 critical reforms, designed to fulfill his pledge to improve services, enhance the rule of law, strengthen government institutions, and address chronic problems that have plagued Iraq for 100 years. All cabinet ministers were tasked, from the outset, with the mandate to prepare their respective ministries for the implementation of that manifesto. In his opening remarks, Dlawer Ala’Aldeen stated that, following the debate with the Prime Minister, who described his vision and strategies for the KRG Cabinet overall, this panel would dig deeper into the specific action plans of four key service-related ministries. These include the Ministries of Education, Health, Electricity, and Reconstruction & Housing. The Ministry of Planning, which plays a central role in the overall operation of the government and the expenditure of its budget, would be engaged as well.

The civilian dimension of conflict prevention, conflict resolution and post-conflict stabilisation has long been prominent in EU crisis management missions. From 2000 onwards, the EU has developed its monitoring, capacity-building, strategic advice and training tools, deploying a total of 22 civilian missions beyond its borders. Currently, there are 11 active civilian missions, stretching from the Balkans (EULEX Kosovo) to the Middle East (EUBAM Rafah, EUPOL COPPS, EUAM Iraq), from Eastern Europe and Caucasus (EUAM Ukraine, EUMM Georgia) to Africa (EUBAM Libya, EUCAP Sahel Mali, EUCAP Sahel Niger, EUCAP Somalia). Their main tasks include policy reforms on the rule of law, the fight against organised crime and security sector reform.

Letting climate change continue unabated will have significant economic costs. Economists from the IMF and elsewhere have estimated costs on the order of 10% of US GDP by 2100 in the absence of climate change policies, and even with policies that limit warming to 2.6°C, climate damages are expected to cost 1-2% of GDP by 2100.i If unchecked, climate change will wreak havoc on natural and human systems, including on the economy. One year ago, a report by the Intergovernmental Panel on Climate Change (IPCC) stressed the need and urgency to limit global warming to no more than 1.5°C above pre-industrial levels.ii The U.S. National Academies of Sciences, of Medicine, and of Engineering have affirmed and corroborated those findings.iii On the other hand, taking steps to mitigate and adapt to climate change, such as by shifting to a clean energy economy, may have short-term costs, but will also have some short-term benefits and many longer-term benefits. How can we pay for a transition to clean energy?

Abstract:
This paper estimates the effects of fiscal stimulus on economic activity using a novel database on large fiscal expansions for 17 OECD countries for the period 1960–2006. The database is constructed by combining the statistical approach to identifying large shifts in fiscal policy with narrative evidence from contemporaneous policy documents. When correctly identified, large fiscal stimulus packages are found to have strong and persistent expansionary effects on economic activity, with a multiplier of 1 or above. The effects of stimulus are largest in slumps and smallest in booms.

Abstract:
For many years, the Japanese government has promised an eventual return to primary budget surpluses, but it has not delivered on these promises. Its latest goal is to return to primary balance by 2025. Blanchard and Tashiro, however, argue that, in the current economic environment in Japan, primary deficits may be needed for a long time, because they may be the best tool to sustain demand and output, alleviate the burden on monetary policy, and increase future output. What primary deficits are used for, however, is equally important, and the Japanese government should put them to better use. The authors recommend that, given Japan’s aging population, the government should spend on measures aimed at increasing fertility—and by implication population and output growth—which are likely to more than pay for themselves.
