Abstract:
Establishing the rule of law is a key goal and end state in counterinsurgency (COIN) operations and is a critical aspect of securing peace and preventing future conflict. However, recent experience in theaters such as Afghanistan has shown that establishing effective rule of law institutions and practices is not a straightforward task. Consequently, considerations as to how and when rule of law institutions can start to be developed and integrated into the stability transition process must not only be planned in advance, but also form part of the U.S. Army’s strategy from the start of any military intervention. The analysis provided in this monograph will assist the U.S. Army, and more broadly the Departments of Defense and State, in better facilitating a seamless rebalancing from military to police functions in post-conflict environments, and to ensure that sustainable and effective rule of law interventions are delivered as part of an exit strategy.

The paper presents assumptions about the new model of military training for students within the framework of the Academic Legion. It also discusses the traditions of military training of students and graduates in the Second Polish Republic and following the transformations of 1989, with special focus on the tradition of the Academic Legion. Furthermore, it examines assumptions about the pilot project of military training of students that was implemented in the academic year 2017/2018 and highlights the training curriculum for the theory course and for the practical military drills during holidays.

In this article, we try to identify the impact of the Shia militias in Iraq on the future of this country. We maintain that these armed groups will be a destabilising factor for Iraq and its neighbours, and they will worsen and deepen the sectarian division in the Middle East. We assess these different groups from different perspectives, for example, using the Weberian theory that the state is the only entity that has a monopoly of violence, Ariel Ahram’s model of state-sponsored and government-sponsored militias, and finally the devolution of violence to these armed groups.

Abstract:
Sixteen years after 9/11, al-Qa`ida has a new figurehead (if not a new face) in the form of Hamza bin Ladin. On September 14, the group released an audio statement from Usama bin Ladin’s son calling for jihadis to double down on jihad in Syria and against what he depicted as an American-Russian-Shi`a conspiracy against Islam. It is not clear where Hamza, who is now in his late 20s, is currently based. So protective has al-Qa`ida been that the group has not circulated images of him since he was a child. In our cover article, Ali Soufan tells Hamza’s life story based on a wide range of sources, including recently declassified documents from Abbottabad. He argues that Hamza bin Ladin has not only emerged as al-Qa`ida’s leader in waiting, but is also the figure best placed to reunify the global jihadi movement as the Islamic State’s fortunes wane. Soufan points out Hamza’s hardening rhetoric toward Shi`a may represent an effort to attract deflated Islamic State fighters back into the al-Qa`ida fold. In our interview, Brian Fishman, Facebook’s Counterterrorism Policy Manager, provides a detailed description of how Facebook is using artificial intelligence and a dedicated team of counterterrorism specialists to remove terrorism content from its platform. Given the emergence of a new generation of leadership within al-Qa`ida, it is critical to understand the evolving threat from the group in the Afghanistan-Pakistan region. Don Rassler outlines how arrest metrics in the mega-city of Karachi point to an uptick in activity by the resilient group. Colleen McCue, Colonel Joseph Massengill, Commander Dorothy Milbrandt, Lieutenant Colonel John Gaughan, and Major Meghan Cumpston outline how the Islamic State is “weaponizing children.” Nicholas Blanford reports from Lebanon on offensives this past summer by the Lebanese Armed Forces and Hezbollah against Sunni militants in the country. Aymenn al-Tamimi draws on newly obtained documents to examine the Islamic State’s posture toward Kurds.

329. Positionality in Embodied War Imaginaries: American Snipers

Abstract:
This paper maps the positionality of two soldiers embodied experiences as snipers for the US military. One, Chris Kyle who is labeled as “the most lethal sniper in US military history,” wrote a book uncritically glorifying his experiences, which was later turned into the Oscar nominated film American Sniper. His attempt to help veterans heal from PTSD by taking them shooting was a possible trigger that reignited the traumas of war, which can be traced to his eventual death. The other, Garett Reppenhagen, who was the first active duty member of the antiwar group Iraq Veterans Against the War, and currently works to help others heal from the traumas of war by getting them engaged in wilderness programs and environmental activism. Both stories expose a range of traumas of war, both within wartime and in peacetime, and we see the ways in which their narratives of war have different reflections of what it means to heal during times of peace. This paper juxtaposes these two stories, their war imaginaries, and how one works to reinforce the military dispositif, while the other works to impede it in favor of human rights.

Abstract:
U.S. government agencies and military Service branches produce numerous reports and briefs each year that fall in the category of lessons learned. These institutional reports, and the effort that goes into them, play an important role for groups who are responsible for many lives and the nation’s resources. Some of these documents come after extensive investigations related to accidents, such as the loss of the space shuttle Columbia in 2003, or as a part of regular operations, such as after action reports. Moreover, all of the Services set up divisions dedicated to collecting lessons learned reports for internal and external inquiries, including the Army with its Center for Army Lessons Learned, the Navy’s Lessons Learned Information System, whose title mirrors the Joint Lessons Learned Information System, and the Air Force Lessons Learned Program. The United States Marine Corps is, as always, aligned with its sister Services in its efforts to write, publish, and disseminate doctrinal publications. At Marine Corps Base Quantico, Virginia, home of Marine Corps University (MCU), the Corps supports several divisions that house lessons learned. The Marine Corps Center for Lessons Learned (MCCLL) produces a variety of documents to support training and planning for Marine Corps exercises and operations, but also for the warfighting capability development process. Their Marine Corps Campaign of Learning Information System keeps these documents secured and available for those with suitable credentials. The History Division’s Archives Branch, located in the Brigadier General Edwin H. Simmons Marine Corps History Center, is designated by Records, Reports, Directives, and Forms Management (ARDB) to collect, hold, and transfer command chronologies filed by units semiannually (monthly when deployed), which in turn are reported to the Commandant of the Marine Corps and become permanent records of the United States. Command chronologies stand as the official record of a unit and its activities for the reporting period and are used by Headquarters Marine Corps, the Department of Defense, the Department of Veterans Affairs, Congress, and other governmental and nongovernmental entities to understand the activities, procedures, processes, and lessons learned by units. The Archives Branch holds all submitted unit command chronologies from 1976 to the present. In addition, it maintains after action reports, special action reports, and reports on lessons learned for units deployed during World War I, World War II, and the wars in Korea and Vietnam. Archives also maintains reports on major Marine Corps amphibious exercises from 1921 to 1980, major developments in amphibious doctrine between 1935 and 1990, and the development of amphibious technology from 1930 to 2000, many of which contain insight into lessons learned from those activities. These resources, once deposited with the Archives Branch, are useful to commanders and historians, and despite difficulties obtaining high-quality documents, History Division staff encourage Marines to write and deposit command chronologies regularly. Mention the term lessons learned to any Marine, soldier, sailor, or airman, and they will joke about lessons captured, observed, unlearned, or the so-called black box where these reports disappear. There may be some validity to their criticism, yet all of the Services continue to record lessons learned with good reason. Without a record of facts, it is impossible to reflect on how to improve operations from the tactical to the logistical. For this issue of the MCU Journal, the editors—with the guidance of the editorial board and numerous peer reviewers—have assembled different interpretations of lessons learned. Indeed, the authors of these four articles address diverse topics in the pursuit of increasing military readiness and effectiveness. Dr. Nathan Packard looks to the Corps’ relations with Congress, identifying how the Marine Corps, more so than other Services, has gained a reputation with and sometimes the criticism of members of Congress. Colonel Joseph A. Lore, however, sees room for improvement in supporting military efforts by revising a staple in any Marine officer’s library—the Small Wars Manual. Dr. Jonathan Wong extends Packard’s civilian-military relations theme, recommending that the Department of Defense learn from its experiences in Afghanistan and Iraq by adopting some of the rapid acquisition techniques used during Operation Enduring Freedom and Operation Iraqi Freedom to guarantee the future warfighter’s ability to engage in the next generation of war, which will undoubtedly strain the nation’s resources as the fight against terrorism and insurgencies continues.
