301. Preparing for future security challenges with practitioner research

Abstract:
Mid-sized countries face a changing security environment, and cannot be certain that the knowledge and practices of the past will serve the future. The officers, professors, and researchers in defence universities are the custodians of military sciences that must adapt to these changing situations. Practitioner research should be modelled and encouraged in defence universities as a vehicle for advancing military sciences to meet new challenges. Previous practitioner research in higher and adult education has highlighted the need for experiential learning in other professions. The authors report on practitioner research by professors at pre-commission military academies to improve cadets’ understanding of peace and conflict. Military and police education is often experience-based, but there are few reports of practitioner research on its effectiveness, nor of combining peace and conflict education with out-of-classroom experiences. Legitimation Code Theory provides tools for understanding different teaching approaches. Comparing four cases of practitioner research on experiential learning the authors present models for practitioner research on teaching peace and conflict through out-of-classroom experiences, and conclude with means of evaluating learning experiences by pre-commission cadets, drawing on legitimation code theory. This is increasingly important for military academies striving to meet academic standards, but also to preserve professional values and young officer motivation to confront new challenges.

302. The royal military college of Canada: Responding to the call for change

The Royal Military College of Canada (RMC) has a very proud history of producing quality officers for over 140 years, delivering excellence in education, research and military training that is responsive to the needs of Canada, the Defence community and the ever-changing global security environment. RMC is unique as it is a military unit that is also a recognized university. The primary mission of RMC is to support the Regular Officer Training Plan (ROTP) by educating, developing and inspiring bilingual and fit, ethical leaders to serve the Canadian Armed Forces (CAF) and Canada with distinction. Since RMC opened its doors in 1876 to the fi rst 18 cadets, there have been a number of studies that have examined the RMC program and that have been the catalyst for positive change. T ese pivotal moments in history have been indispensable for RMC to remain relevant and continually improve. Of late, there has been a significant amount of attention placed on RMC again, defi ning another pivotal moment in RMC’s history that has become the catalyst for change once again. In October 2016, the Chief of the Defence Staff (CDS), General Jonathan Vance, initiated a Special Staff Assistance Visit (SSAV) to ensure the high standards expected of RMC are upheld and the Auditor General (AG) of Canada, Mr. Michael Ferguson, completed an audit of the ROTP at RMC, the results of which were presented to Parliament in November 2017. Many changes are already in place, but there is more work to do. With a look at governance, the four-pillar program and the call for change, this paper outlines what steps RMC has and will be taken to posture this ‘university with a difference’ for success for years to come.

303. “Autonomisation” of security and defence systems

Development of systems with an evolving level of autonomy is among the most controversial and yet promising aspects of military forces’ modernisation. The application of quasi- artificial intelligence in combat machines opens a new uncharted area of possibilities. In essence, these modifications aim to reduce the extent of human interference in the functioning of unmanned systems virtually to none. The potential risks are explored in dangerous scenarios, which consider that apart from offering far-reaching advantages of using platforms with autonomic capabilities, they can be used against humanity. These scenarios assume a pivotal role in forecasting possible directions for development of the armed forces. This paper attempts to determine the essence of combat systems autonomy while focusing on a few of the most sensitive issues. For a transparent and credible debate on combat systems autonomy, it is adviseable that no ambiguity is present in terminological, ethical, legal and technological complexities, whose misinterpretation may become a source of unnecessary understatements or even lead to distortion of the debate.

304. The 10th Special Measures Agreement between the U.S. and South Korea: Analysis and Implications for Northeast Asia

Abstract:
The United States and the Republic of Korea concluded the 10th Special Measures Agreement on February 10, 2019. The two countries agreed to a one-year agreement after difficult negotiations in which Washington demanded that Seoul increase the amount paid to offset the costs of stationing American forces in Korea. Since 1991, Washington and Seoul have concluded 10 Special Measures Agreements. Unlike the previous five-year agreement, the 10th SMA was a “stopgap deal” that covered a one year of bilateral defense budgets with an option of extending the agreement for an additional year; it was the first SMA negotiated by the Trump administration. This article examines the 10th Special Measures Agreement, exploring the history of defense cost sharing between the two countries, effects on South Korea, implications for coordinating policy on North Korea, and influences on Japan, Russia, and China. The article concludes with an assessment on how the 10th Special Measures Agreement and other factors will affect future agreements.

Abstract:
The definition of a National Security Strategy is essential to take a stand in a world of limited resources where competence for access, use, and appropriation of international common spaces is going to escalate. Added to the role of preserving jurisdictional spaces the Armed Forces should develop new roles emerging from the defense of national interest in spaces of diffuse sovereignty in a global scenario of deterioration of governance. The Armed Forces should rethink accordingly their structure, doctrine, organization and capabilities to adapt themselves to those scenarios, in accordance with the guidelines of the National Security Strategy.

The current issue of Marine Corps University Journal devotes much of its content to the myriad aspects of educating and training military personnel in articles emphasizing institutional, pedagogical, and historical perspectives. The PME Round Table section looks principally at the efforts of select components within Marine Corps Training and Education Command to enhance the development of Marines through the employment of innovative instructional and career-management techniques. As Sergeant Major Scott Hamm notes in his leadoff essay, the modern battlefield is one typified by dispersed military formations; decision making within this milieu tends not to be performed by officers of high rank—as had been the case in the contests of centuries past—but rather by enlisted leaders. With this reality firmly in mind, MCU’s Enlisted Professional Military Education program seeks to place creative-thinking and critical-reasoning skills within the capable and ready hands of enlisted Marines, promoting such methods as historical case studies and cultural awareness training in conjunction with MCU’s Center for Advanced Operational Culture Learning. Following Hamm, Rebecca Johnson discusses the Marine Corps War College curriculum, emphasizing its strategic field study initiatives, national policy wargames, and a rigorous student assessment program requiredto carry out its mission to cultivate the nation’s future senior military leaders. And Colonel Brian S. Christmas, in his round table contribution, focuses on Marine Corps Training Command’s Transformation Enhancement Program, a comprehensive effort performed across 90 schools that seeks to shape Marines through the career-long promotion of five core competencies, extending from values training and resiliency programs to introducing the young Marine to the tenets of maneuver warfare.

Abstract:
The article tries to discuss if the impact of the political changes, which occurred in South America from the first decade of the century, influenced the purchase of military equipment by some countries of the region. The emergence of new governments, with a strong left leaning, occurred concurrently with a clear change in the classic pattern of buying defense equipment. European countries and the US have come to be preferred, as opposed to Russia and China, as suppliers of arms to the various South American armed forces.
