291. The CIA’s “Army”: A Threat to Human Rights and an Obstacle to Peace in Afghanistan

Abstract:
Afghan paramilitary forces working with the United States Central Intelligence Agency (CIA) have long been a staple in the US war on terrorism in Afghanistan and the border region with Pakistan. The problems associated with these militias take on new significance given the recent momentum in talks between the US government and the Taliban about the withdrawal of US forces from Afghanistan. Whose interests do the militias represent? How can they be integrated into a peace agreement – if at all? Will their use value for the US in future counterterrorist operations outweigh the case for closing them down in the service of human rights and a sustainable peace? The militias are at least nominally controlled by their CIA paymaster, but to what extent will the operations of the CIA be monitored and streamlined with overall US policy towards Afghanistan? The CIA-supported militias are a particularly troublesome version of the regionally based militias in Afghanistan that have developed over the years around local strongmen with external support. The present units originate in the 2001 invasion, when US military forces and the CIA organized Afghan militias to fight Islamist militants. Almost two decades later, the CIA is still running local militias in operations against the Taliban and other Islamist militants. Throughout, the militias reportedly have committed serious human rights abuses, including numerous extrajudicial killings of civilians. CIA sponsorship ensures that their operations are clouded in secrecy. There is virtually no public oversight of their activities or accountability for grave human rights abuses. This paper pulls together publicly available information about the CIA’s “Afghan army,” charts the problems it represents for creating a sustainable peace settlement in Afghanistan, and examines possible measures for addressing these problems.

Abstract:
The United States Marine Corps’ 1st Air Naval Gunfire Liaison Company, (ANGLICO) supported the U.S. Army and allied units in the Republic of Vietnam from 1965 to 1973. In the summer of 1966, ten officers and 75 enlisted Marines were assigned to the 2 nd Republic of Korea Marine Corps Brigade. This paper recounts my tour of duty as a tactical air controller with the brigade’s 1 st Battalion from 1966 to 1968. I rotated among the battalion’s three companies and reconnaissance platoon, directing air strikes, coordinating helicopter resupply and arranging medical evacuations. My responsibilities allowed me to work alongside the company commander and fire support coordinator; my rank enabled me to interact with the company’s noncommissioned officers and enlisted Marines. Together we fought the North Vietnamese and Viet Cong in nameless rice paddies and jungle choked heights, forging a legend that would define the fighting spirit that has become synonymous with the reputation and respect earned by Korea’s magnificent Marines. Throughout my association with the Blue Dragon Brigade, I have always been impressed with the leadership, training and discipline infused at every level of command. Employing two incidents of mortal combat as a vehicle to demonstrate these attributes, I attempt to convey the admiration and respect I hold for my brother Marines from the Land of the Morning Calm.

Abstract:
At its 14th meeting, the China Analysis Group promoted insightful discussions on the goals and priorities of Chinese security and defense strategy, considering its regional and global implications – as well as opportunities for cooperation with Latin America and Brazil. Against the backdrop of China-US geopolitical rivalry, China’s more assertive foreign policy under Xi Jinping has often been perceived as a threat by other nations. However, one of the key messages conveyed by Chinese official documents and narrative is the peaceful nature of China’s military ascent, based on a defensive modernization of its armed forces – even though a less conciliatory tone is adopted in regard to Chinese core interests, especially concerning territorial integrity. The speakers at the meeting were Senior Research Fellow at the Center for China and Globalization (CCG) Andy Mok; the Brazilian Army Attaché to People’s Republic of China for bilateral exchange Col. Durval Durães Neto; and CEBRI's Trustee Emeritus Marcos Azambuja. The event had as commentators Professor at the Institute of International Relations of the Pontifical Catholic University of Rio de Janeiro (IRI/PUC-Rio) Monica Herz and Chief of Staff of the Sixth Army Division, Col. Rafael Almeida. CEBRI's Senior Fellow, Tatiana Rosito, coordinated the meeting.

Abstract:
In recent decades, militias and sub-national armed groups have played a decisive role in politics and security in the MENA region. Their prominence with local and outside actors in areas where state institutions have collapsed presents multiple policy challenges. Armed groups have access to substantial resources and in some cases enjoy considerable local legitimacy. That makes them formidable but also resilient forces. This is why their suppression – through coercive measures or marginalization – can bring more costs than benefits to already fragile state institutions and exhausted populations. This volume addresses the void in the current debate on subnational armed groups, focusing particularly on the multiple ongoing conflicts and turmoil in the MENA region. It places a particular emphasis on whether armed groups can be integrated into state-building initiatives and whether they can play a constructive role with other key actors.

Objectives: The article explores combat related Private Military Companies (PMCs) that are authorised to engage in the forefront of the battlefield as dedicated force multipliers. Methods: To supplement empirical data with qualitative observation, the methodology applies the case study and observation method. Considering assistance in conflict termination as a dependent variable, the methodology evaluates the case study of Executive Outcomes in Sierra Leone and, to impose a framework for observation, deconstructs that case with seven independent variables: competence, effectiveness, flexibility, field cooperation with conventional forces, cost efficiency, impact on military and the state-to-PMC balance. Results: The methodology indicates what factors were prevalent in effective conflict management and what indicators entailed chal- lenges. The results advocate for the competence, flexibility, effectiveness and cooperation with armed forces to be deemed conclusive in positive PMC engagement, whereas the cost efficiency, impact on conventional military and the state-to-PMC balance require improvement. Conclusions: Since governments have continued to be hesitant (justified either by financial, geopolitical or social incen- tives) towards overseas military operations where asymmetric warfare is taking place, PMCs stepped in to fill the se- curity void. Therefore, this paper argues that PMCs are here to stay; however, the literature hasn’t rigorously ex- plored the subject matter to determine whether indicators of success and failure exist to evaluate the PMC outcome. This paper also precipitates natural outgrowth in the scholarship by composing the benchmark that synthesises relevant data.

Objectives: This paper sets out to identify the key elements of Polish social structure that are critical to the manpower of the Polish Armed Forces. So far, there has been little discussion, in either the literature or ongoing public polemics, regarding the dependence of the Armed Forces on the shape of the social structure in the context of ensuring state security. Methods: This work is predominantly based on the analysis of available literature: scientific articles, legal acts and the results from the survey research conducted by specialised institutions, in particular, Polish Central Statistical Office. Results: On the basis of the presented analysis, it appears that it is the current Polish social structure that constitutes the major problem in the context of the insufficient personnel numbers in the Polish Armed Forces. The present state is below the expectations and needs of the Polish Army, mainly due to the lack of young people with special technical education. Abstract:
From the geopolitical point of view, the Kaliningrad Oblast, due to its exclave location, has become an area of strategic importance. Its strategic nature has been steadily increasing with the successive enlargements of the European Union and NATO. The geographical location and the army stationed in the area allow Moscow to control the situation in the Baltic Sea basin. This makes it possible, through the Euro-Atlantic location of most countries in the region, to influence European policies. In this way, Russia is playing a leading role in this part of the continent. From the point of view of the countries within the region, it is a global military power and a regional superpower. In this context, Kaliningrad exclave increasingly more frequently serves as a security policy tool. It is part of the ongoing threat to the Baltic States and Poland. Demilitarisation of the region, which is periodically demanded by neighbouring countries, is impossible for several reasons. The armed forces stationed there are a counterbalance to the expanding North Atlantic Treaty Organisation from Russia’s point of view. They serve to protect national interests and secure the affairs of the Russian and Russian-speaking diasporas in the immediate vicinity. They protect the Russian economic zone and access to the resources of the Baltic Sea. Moreover, the military potential located in the Kaliningrad Oblast, since the collapse of the Soviet Union, has been a guarantee of continuity of Potsdam’s border solutions.

Abstract:
Considering that this research is still ongoing, this paper focuses on the presentation of the conceptual framework and its interconnection with the methodological strategy for the empirical study that aims to study the learning transfer to the workplace of professional military education in the context of the Portuguese Armed Forces. Factors related to the trainees’ individual characteristics, the organisational context, the courses design, the organisational learning culture, the organisational commitment and the expectations of career development, as well as the relationships established between these factors and the intention to transfer, throughout the lifelong learning process, will be discussed. The empirical study will be carried out at three junctures - before the training, at the end of the training and three to six months after the training. The study is conceptually based on Holton’s Holistic HRD Research and Evaluation (1996), Ajzen’s Theory of Planned Behaviour (1991), Watkins and Marsick’s model of learning organisations (1993, 1996) and Meyer and Allen’s (1991) concept of organisational commitment. The study will be developed using a mixed strategy (quantitative/qualitative), applying a hypothetical-deductive and inductive reasoning, in which a longitudinal research design with a transversal component will be followed. The data collection for the empirical study will be done through a questionnaire, individual semi-structured interviews and discussion groups about the results.
