Abstract:
The immense destructive power of nuclear weapons continues to shape the international strategic balance, not least Australia’s place as a close ally of the United States in an increasingly risky Indo-Pacific region. What is the continuing utility to America’s allies of extended nuclear deterrence? Where is the risk of nuclear proliferation greatest? How should the world deal with the growing nuclear capabilities of North Korea? Is the nuclear order as sturdy and stable and it needs to be? These and other pressing issues are addressed in this volume by one of Australia’s leading thinkers on nuclear weapons and the global strategic balance, Rod Lyon. Since 2006 he has been a senior analyst at the Australian Strategic Policy Institute and a frequent contributor on nuclear issues to The Strategist, Australia’s best online source of analysis on defence and strategic issues. Chris Masters delivers a cracking read about the ‘funny plastic weapon’ that replaced the Vietnam-era L1A1 assault rifle in the 1980s, the successors to which remain the ADF’s primary personal weapon. And what a history it is. Chris skilfully weaves the political, design, industrial, economic and battlefield factors that have driven decision-making about the weapon earlier known as the Steyr AUG, F88 and Austeyr and now known as the EF88. As with earlier ASPI case studies on defence projects, Sticking to our guns is designed to help those in Defence, industry and parliament and other interested observers to better understand the complexities of the business, all with the aim of improving how Australia equips the ADF. Chris Masters is one of Australia’s best-known and most influential investigative journalists. He holds the record as the longest serving reporter on the country’s longest running current affairs program, Four Corners. Over 25 years he made a series of nation-shaping reports, among them ‘The Moonlight State’, which helped trigger Queensland’s Fitzgerald inquiry into police corruption. Chris has received multiple awards for his work, including the premier Gold Walkley for his international exposé of the sinking of the Greenpeace boat Rainbow Warrior. He is the author of five best-selling books, including Uncommon soldier: the story of the making of today’s diggers (2013) and No front line: Australian special forces at war in Afghanistan (2017).

273. Strong and free? The future security of Australia's north

Abstract:
This report argues that ‘there is a need to reconceptualize Northern Australia, as a single scalable Defence and National Security ecosystem’. This ecosystem should be developed to ‘deliver integrated support to current and future ADF and National Security operations’. The strategic importance of Australia’s north to Australia’s defence has long been recognized by government and policy makers. Despite strategic policy commitments to Northern Australia, there is a growing body of evidence indicating that the gap is widening between strategic policy and Defence’s actual activities and presence in the north. This could well be symptomatic of a gap in Australia’s northern development policies. It is likely that with the significantly reduced warning times of future conflict the North of Australia will increasingly become either Australia’s Forward Operating (FOB) base, or its lily pad to another forward location within the pacific or the first or second island chain. The northern Australian industry base needs to be enhanced to be able to provide a permanent and scalable civilianized replenishment and depot repair capacity for Defence capabilities deployed across the various physical nodes of FOB North. If the Northern Australian industry base is not scalable then the ADF may not be able to optimally configure to undertake Defence of Australia tasks, nor short notification joint expeditionary operations within our regional neighbourhood. To succeed, the FOB North concept must be fully integrated with Australia’s broader national security strategy. ADF and National security activities ought to be integrally linked and mutually supporting. The FOB North concept will provide policy makers the foundation for thinking of the North as a facilitator of engagement with the region. FOB North will also make the North of Australia a vehicle for defence with the region, rather than defence from the region. The development of FOB North needs to be part of, and supported by, Australia sovereign nation building efforts. FOB North as both a sovereign defence and national security concept is an integral part of building national resilience in Northern Australia and as such should not be simply planned and delivered through a defence white paper (DWP). This kind of ambitious national approach will involve Defence working with a diverse array of stakeholders and partners. It will also allow Defence to make a significant and lasting contribution to its most basic strategic interest; a secure, resilient Australia.

274. The Australian Defence Force and contested space

Abstract:
This new Strategy report looks at war on the high frontier of outer space, and what the implications such a development might have for the ADF. It highlights that space is not a sanctuary from geopolitical rivalries. The report notes that Australia is heavily dependent on the space environment, both for its national prosperity and societal well-being, and for its defence and national security, and the report examines Australia’s current approach to use of space for Defence. The report then examines emerging counterspace threats. China and Russia are moving towards deploying a suite of ‘counterspace capabilities’ to deny access to essential space systems used by the US and its allies, including Australia, prior to, or at the outset of a military conflict. These include direct-ascent anti-satellite (ASAT) weapons that physically destroy satellites in orbit after being launched from Earth’s surface; they are testing technologies that could be applied towards a co-orbital ASAT system designed to attack satellites from space; and have a range of ‘soft-kill’ ground-based technologies to disrupt, damage, and disable – but not destroy - satellites. Author Malcolm Davis notes that, 'China is developing the ability to rapidly attack US and allied (including Australian) critical space infrastructure prior to or at the outset of a future military conflict, in what amounts to the risk of a ‘space Pearl Harbor’ that would be designed to leave the US and its allies ‘deaf, dumb and blind.’ Such an outcome would severely erode the ADF’s ability to undertake information-led joint, integrated and coalition operations.' The report highlights the risks posed by ‘soft-kill’ systems described above. These don’t generate space debris, and thus have greater operational utility and anonymity, and they raise the threat of ‘grey zones in orbit. The report also examines efforts towards legal and arms control measures to constrain space weaponization and explores how these can contribute to reduce the prospect of warfare in space. The report finally makes a number of recommendations on how Defence should respond to this challenge to maintain freedom of action in space.

Iran quickly supported the advance of the Syrian regular forces towards the Kurdish militias-controlled town of Manbij on 28 December 2018, albeit some parties denied that, which indicate that it has begun to re-calibrate its strategies to deal with the new realities after the decision of the US president Donald Trump to withdraw his military forces from Syria on the 19th of the same month.

The Autumn issue of Parameters opens with a Special Commentary by Sir Hew Strachan concerning lessons Western militaries learned, or ought to have learned, during their campaigns in Afghanistan. His commentary sets up this issue’s first forum, Afghanistan’s Lessons: Part I. In the opening article, Seth Johnston’s “NATO’s Lessons” underscores the importance of the Alliance’s role as a facilitator of multinational collaboration. He presents a favorable view, arguing NATO’s established processes succeeded in enabling countries with limited resources to participate fully in the mission in Afghanistan. Howard Coombs follows with a contribution concerning “Canada’s Lessons.” Among other things, he maintains Canada’s whole-of-government approach resulted in great gains while Canadian Forces were actively involved in combat. Nonetheless, Canada seems uninterested in maintaining this capability as a framework for responding to other crises. The third article in this forum is Martijn Kitzen’s “The Netherlands’ Lessons,” which highlights the benefits of having a small military that enjoys networked learning. Although the Dutch military seems to be reverting to enemy-centric thinking, the author encourages its leaders to retain an adaptive mindset that will facilitate adopting a more population-centric approach when necessary. In “France’s Lessons,” Christophe Lafaye explains how combat in Afghanistan contributed to the tactical and doctrinal evolution of the French Army. With decades of relative peace since the Algerian War, French soldiers began their service in Afghanistan with little experience and inadequate materiel. They quickly developed into a combat-ready force capable of responding rapidly to a variety of military emergencies as the need arose. Our second forum, World War II: 75th Anniversary, features two contributions concerning famous US generals. Conrad Crane’s, “Matthew Ridgway and the Battle of the Bulge” illustrates examples of Ridgway’s strategic thinking at work during the German’s surprise attack and ensuing crisis. Alexander G. Lovelace’s “Slap Heard around the World: George Patton and Shell Shock” analyzes Patton’s possible motives for slapping two soldiers in during the Sicily campaign in 1943.

The United States will soon enter the 18th year of combat operations in Afghanistan. During that time, multiple approaches to stabilize the country have been tried, including support to regional security initiatives, “nation-building,” counterinsurgency, counternarcotics, counterterrorism, and “train and equip.” The constellation of anti-government elements known collectively as the Taliban continues to refuse reconciliation or a negotiated peace under the existing Afghan constitution.

Our 2019 Spring/Summer issue of Parameters features three forums. In the first forum, A2/AD Myths: Chinese & Russian, Sam Tangredi’s “Anti-Access Strategies in the Pacific: The United States and China” puts Beijing’s A2/AD capabilities in perspective and encourages the United States to consider developing an anti-access strategy of its own to deter possible Chinese aggression in the South China Sea. Keir Giles and Mathieu Boulegue’s “Russia’s A2/AD Capabilities: Real and Imagined,” explode some of the myths concerning Russia’s A2/AD capabilities and recommend ways to promote a stronger defense of the Baltic states and Eastern Europe. The second forum, Enhancing Security & Stability, considers how to address emerging and periodic challenges in regional and functional stability. In “Human Security in the Arctic: Implications for the US Army,” Tony Pfaff explains the growing importance of Arctic security for Army strategists. The challenges of climate change will require the Army, including the Alaska National Guard, to reallocate forces to this important region. In “Projecting Stability: A Deployable NATO Police Command,” Massimo Pani and Karen Finkenbinder propose methods NATO could use to project a stability force to crisis situations within 5 days, to be augmented with additional police forces and command elements within 30 days. Our third forum, On Strategic Foundations, offers two articles that explore the reliability of some of the conceptual foundations of our strategic thinking. Richard Lacquement Jr. discusses the use of historical analogies as one of humanity’s most important adaptive techniques in “Analogical Thinking: The Sine Qua Non for Using History Well.” He suggests pattern recognition may aid in clarifying context and in guiding action in unfamiliar intellectual terrain. In “Reconsidering Sun Tzu,” John Sullivan challenges readers to be more critical of orthodox interpretations of Sun Tzu’s Art of War. After all, the unexamined theory is not worth teaching.
