191. Transforming Military Technology Through Aquisition Policy

Abstract:
The Trump administration’s 2018 National Defense Strategy (NDS) emphasized the need for continued technological modernization of the U.S. Armed Forces.324 This notion, first brought to light by the Obama administration, is underlined by the military’s inability to adapt and modernize at the pace necessary to restore the United States’ military dominance. At the root of this issue is the relationship between the Pentagon and the defense industry, which currently operates with an inadequate military technology acquisition process. Acquisition allows the Department of Defense (DoD) to communicate its strategic vision and shape the military to meet current and future threats. As it stands, this deficient process results in the mis-regulation of the defense industry. Improving the acquisition process by clearing hurdles, creating policy with innovation in mind, and carefully crafting regulation is critical for the United States to regain its competitive military advantage to tackle the global security issues of the coming decades. The Pentagon must also rethink its relationship with the private sector to induce more companies to join its supply chain and provide fresh solutions and perspectives to problems the United States has never faced before. As a notoriously difficult customer, the Pentagon must remove unnecessary roadblocks to attract a more diverse group of companies to supplement the defense industrial base.

192. The Siren's Song of Coast Guard Behavioral Norms in the Western Pacific

Abstract:
Since 2014, naval forces operating in the Western Pacific have agreed on the need to moderate operational assertiveness against the risk that a miscalculation on the water could lead to wider confrontation. Increased activity by coast guards in these waters dictates that the same considerations should apply to white hull vessels. In 2015, President Obama and President Xi Jinping of China committed to developing behavioral norms for coast guards. The fact that six years later no such coast guard norms have materialized even though the naval services provide a readily adaptable blueprint is curious, to put it diplomatically. In April 2014, the 21 member-navies of the Western Pacific Naval Symposium approved the Code for Unplanned Encounters at Sea (CUES) to promote communication and operational safety when their vessels met. In November 2014, the United States Secretary of Defense and the Chinese Minister of Defense signed a bilateral Memorandum of Understanding on The Rules of Behavior for Safety of Air and Maritime Encounters (The Rules or Rules of Behavior). The Rules, which took root during the 2013 Sunnylands Summit between President Obama and President Xi, are meant to reduce the risk of an incident at sea and to promote confidence building between the United States and Chinese military. CUES and The Rules are similar in many respects and share the same fundamental purpose of reducing the risk of an incident at sea. During the 2015 Sunnylands Summit, President Obama and President Xi committed to developing similar measures for coast guards. At the time, China took the position that the China Coast Guard was not covered by the existing instruments. While no such coast guard version of The Rules exists, the China Coast Guard’s astounding growth and militarization, combined with the United States Coast Guard’s increased regional presence, serve to underscore the need. As detailed in this article, the very bureaucratic reorganization that transformed the China Coast Guard into a military service now make the existing Rules of Behavior easily applicable. The two sides do not need a new coast guard specific agreement but could voluntarily apply the existing Rules of Behavior to white-hulled vessels as they do to gray-hulled vessels. The solution of adapting the Rules of Behavior used by the People’s Liberation Army-Navy (PLA-N) and the United States Navy (USN) to the United States and China Coast Guards is so simple that its failure to materialize begs the question of whether China wants shared expectations for coast guards or if it believes that operational unpredictability better serves its strategic interests.

193. Grievance in Space and Time: The State, Militias, and the Irredentist Temptation

Abstract:
The armed militia is an emblem of political decay. With the weakening of institutions designed to regulate the ambitions and anxieties of those inhabiting a state, and with the erosion of a political culture meant to confer legitimacy upon the rituals of governance, martial energy once held to constitutional prescription in the service of impersonal public rule can be redirected toward private purpose. Dissenting factions within a governmental structure, groups seeking its overthrow, or militias fighting within society itself challenge the viability of states, stability in their regions, and international order. This essay will consider ways in which narratives of grievance play dangerously upon the triangular system of mutual obligation that ideally orders interaction between a state, society, and the military. In this configuration of civil-military relations, the state exercises a “legitimate monopoly” on the production of violence, binding militaries to civilian control. Acting as an acid upon the alloy of this triangle, allowing leakage of “privatized” violence, is a dissatisfaction with a configuration of geography, politics, and culture of such intensity that reality can be considered oppressive.

194. China Maritime Report No. 17: The PLA Army's New Helicopters: An "Easy Button" for Crossing the Taiwan Strait?

Abstract:
This report examines the potential roles and missions of the People’s Liberation Army’s (PLA) new rotary wing capabilities in a cross-strait invasion. Looking specifically at the helicopter units of the PLA Army (PLAA), it discusses two possible scenarios in which these forces could serve as the main thrust in a campaign to seize control of Taiwan. In the first scenario, the PLAA would use nearly all of its rotary wing inventory simultaneously to overwhelm Taiwan’s defenses and quickly convince the country’s political leadership to surrender. In a second “unconventional” scenario, the PLAA would risk the destruction of older helicopters in order to launch a sudden attack against the island, thereby achieving the element of surprise while saving its most capable platforms for lengthy follow-on operations to fully subdue the island. Based on analysis of the scale, complexity, and frequency of recent PLAA exercises, this report argues that China is at best a decade away from having the ability to seize Taiwan by either approach.

The People’s Liberation Army (PLA) has long provided indications it will use civilian shipping in direct support of a cross-strait invasion of Taiwan. To date, however, there has been little effort to gauge the PLA’s actual ability to leverage China’s commercial fleet in the most challenging part of any such campaign—operations over-the-shore. Drawing from ship tracking data, satellite imagery, media reporting, and the writings of PLA experts, this report analyzes recent military-civil fusion exercises and training to assess current capabilities.

Abstract:
This report examines Chinese views about the military balance of power between China and the United States in the Western Pacific. It argues that while there is no single “Chinese” view on this topic, Chinese analysts tend to agree that 1) the gap between the two militaries has narrowed significantly in recent years, 2) the Chinese military still lags in important ways, and 3) Chinese military inferiority vis-à-vis the U.S. increases the further away it operates from the Mainland. In terms of specific areas of relative strength, the Chinese military has shown the greatest improvements in military hardware, but has farther to go in the area of jointness, training, and other military “software.” Nevertheless, despite continued criticism from senior civilian leaders, training quality has likely improved due to a greater focus on realism, and recent military reforms have, to a degree, improved the prospects for jointness.

197. Major General Nathanael Greene: A Study in Leadership Culminating at Guilford Courthouse

Abstract:
This manuscript argues that Major General Nathanael Greene's adaptive leadership style demonstrated an effective use of irregular forces, allowing him to achieve strategic victory in the southern theatre of the American Revolution. Greene’s understanding, of what is now considered, the operational environment, helped him solve complex wicked problems. Greene coined the term, “fugitive war,” to capture the core of his tactics in the Carolinas, which focused on augmented capabilities of his European-styled traditional Continental army. His keen recognition of the importance of the environment and logistics during the campaign leading up to the Guilford Courthouse (March 15, 1781) was superb, highlighting his strengths as a military leader. Greene’s previous tenure as quartermaster solidified his understanding of logistics, while his awareness of the value of boats, vice horses, demonstrated his ability to think in unconventional ways. Greene understood the precarious state of his army in the face of a superior force. The situation dictated patience to attrite slowly the British army under Cornwallis. Greene needed time to recruit an American army, while also waiting for the British to make a tactical error that he could exploit. This submission differs from other scholarship on the topic because it focuses on Greene's thorough understanding of the operational environment, providing unique insights from the past, which are helpful today. His novel use of irregular forces, allowed him to use his conventional Continental army to great effect. Past battles highlight leadership skills, emphasizing unique solutions to complex problems, to apply to modern tactical challenges. This study will help future leaders and students of military history grasp the value of novel approaches to complex problems. This paper utilizes historical narrative while highlighting leadership characteristics that would be useful to emerging senior leaders as a study of adaptive and original approach to a remarkably contemporary complex problem set. It also demonstrates enduring links among strategy, operations, and tactics.

198. Energy intake, weight, and body composition of Canadian soldiers participating in an Arctic training

Abstract:
Military training in extreme environments increases weight loss risk, which could affect soldiers’ performance. This study aimed to assess daily energy intake and requirements of Canadian Armed Forces soldiers consuming combat rations over an 8-week Arctic training and document impact on weight and body composition. Fourteen soldiers participated (males; 31.3±5.5 years). Body weight and composition were measured at different training time-points. Energy intake was measured using food diaries. Energy requirements were estimated using a predictive equation developed for the military. Fourteen soldiers participated. Weight loss was measured (3.9±3.0 kg) for 12 participants from beginning to mid-training after a week consuming combat rations. Energy intake on rations was lower than estimated daily energy requirements and resulted in energy deficits (49.8±19.2%). No body composition changes were measured. More research is needed to explore ways to make rations better adapted to reduce energy deficit and maintain soldiers’ body weight in extremely cold environments.

199. Congress’s Hidden Strengths: Wielding Informal Tools of National Security Oversight

On matters of peace and war, virtually no one seems satisfied with Congress. Constitutionally coequal to the executive, the Congress often appears more an uneasy junior partner. During the past two decades, the executive branch has expanded its authority to launch, conduct, and conceal military activity. In response, Congress—despite its formal powers to declare war, appropriate funds, and organize the armed forces—has largely deferred, putting up more of a rhetorical fight than engaging in a deliberative effort to shape American wars. Congress, even lawmakers complain, postures more than it prescribes, overlooks more than it oversees, and passes time more than it passes laws. Conventional wisdom and political consultants offer congressmen good rationale: foreign policy does not typically drive elections, Americans are increasingly disconnected from both their military and the costs of war, and there are few political incentives to dig deeply into matters of war and peace. Today the “imperial presidency” is accepted as a given division of labor rather than seen as a counter-constitutional anomaly. And yet with the nation involved in military operations across multiple countries, and with debates about possible military interventions in Iran, North Korea, and Venezuela reaching the White House, congressional attention to the use of force should today be at a premium. The Founders were correct to vest national security decisionmaking in not only one branch of government, and history shows numerous examples of Congress positively influencing matters of war and peace. An inactive or indifferent legislature leaves power overconcentrated in the executive, while an engaged Congress may not just check presidential reach but can actively improve the conduct of American conflicts.

Abstract:
In the September issue, it is revealed for the first time that the Islamic State’s new leader, publicly identified by the U.S. government as Amir Muhammad Sa’id ‘Abd-al-Rahman al-Mawla, was detained by U.S. forces in Iraq in 2008 and interrogated. The Combating Terrorism Center has made available on its website three of his declassified interrogation reports, and these are analyzed in a feature article by Daniel Milton and Muhammad al-`Ubaydi, who caution that claims made by al-Mawla while in custody are very difficult to verify. Based on their assessment of the three documents and their research, they conclude that “key assumptions about al-Mawla, notably his Turkmen ethnicity and early involvement in the insurgency in Iraq, may not be accurate. Moreover, statements made by al-Mawla, while doubtless trying to minimize his own commitment to ISI [the Islamic State of Iraq], suggest that his commitment may have been borne less of zeal than of serendipity. If true, this would suggest that something certainly changed in al-Mawla, as his later reputation suggests someone who ruthlessly pursued his ideology, even to carrying out genocide against its enemies. The TIRs [tactical interrogation reports] also show that al-Mawla, who, according to the timeline that he himself provided, appears to have quickly risen in the organization’s ranks in part because of his religious training, knew much about ISI and was willing to divulge many of these details during his interrogation, potentially implicating and resulting in the death of at least one high-ranking ISI figure.” The Combating Terrorism Center convened a panel of leading scholars and analysts to further discuss the three documents. Cole Bunzel, Haroro Ingram, Gina Ligon, and Craig Whiteside provided their takeaways, including on whether the revelations may hurt al-Mawla’s standing within the group. In the other cover article, Brian Michael Jenkins considers the future role of the U.S. armed forces in counterterrorism, in a sweeping examination of the changing strategic, budgetary and threat environment. He writes: “Dividing the military into near-peer warfare and counterterrorism camps makes little sense. Future wars will require U.S. commanders to orchestrate capabilities to counter an array of conventional and unconventional modes of conflict, including terrorism.” Finally, as the global civil war between the Islamic State and al-Qa`ida intensifies, Mohammed Hafez outlines how a recent ‘documentary’ released by the Islamic State’s Yemeni branch has made clearer than ever before the areas of disagreement between the groups.
