11. Displacement as a Development Issue: Enabling Public Policy to Unlock Climate Finance in Asia and the Pacific

Abstract:
Internal displacement in the context of climate change and disasters is now recognized as a development issue with humanitarian consequences. As countries gain a greater understanding of the underlying drivers of displacement, and the corrosive effect it has on development outcomes, re-positioning public policy will be critical in prevention and solutions. To implement these responses, greater volumes of development financing is required. In the absence of dedicated instruments or resources to respond to displacement, utilizing existing sources of development finance, including climate adaptation finance, offers an important stream. This paper looks at the current public policy approaches to displacement across Asia and the Pacific, provides insights into selected country approaches, and explores the role of existing development finance, including the role of climate financial intermediary funds, in reducing the drivers of displacement.

Abstract:
El informe destaca tres avances significativos de la propuesta de Directiva en comparación con el Convenio de Estambul. La perspectiva de género, por un lado, integrada de manera indisociable en la violencia contra la mujer y reconociendo a las mujeres como víctimas por razón de su género. En segundo lugar, el mayor alcance de la Directiva respecto al Convenio, especialmente al imponer la obligatoriedad de su transposición por parte de los Estados Miembros. Por último, que su naturaleza jurídica permite abordar a agentes no estatales. Sin embargo, se señala que tanto ambos textos omiten abordar la trata de personas con fines de explotación sexual, a pesar de ser un grave problema con una dimensión de género significativa. En este sentido, se ha pretendido analizar la estrecha interconexión entre la trata de personas y la prostitución, probándose que esta es innegable y que, además, el negocio de la prostitución-y la trata, consecuentemente- se adapta constantemente a las circunstancias para aumentar sus beneficios.

Abstract:
El sexto Informe sobre la Desigualdad en España (2024) de la Fundación Alternativas centra su atención sobre el análisis de los efectos sobre la desigualdad y la pobreza de las transiciones demográfica, climática y digital, con un énfasis en su dimensión territorial. La valoración más compartida es que los cambios producidos por estos tres movimientos simultáneos, envejecimiento de la población, transición climática y transformación digital, van a afectar de manera notable a las desigualdades interterritoriales e interpersonales de nuestro país. En consecuencia, se propone una reflexión que aborde un análisis conjunto y desde la perspectiva de las políticas públicas de estos retos que permita avanzar en el conocimiento de los efectos de las transformaciones en marcha y de las que habrán de producirse en el futuro, ofreciendo adicionalmente una serie de recomendaciones de políticas. Estas recomen- daciones incluyen algunas medidas para abordar la transición demográfica y reducir sus efectos sobre la desigualdad territorial, las necesarias propuestas de reforma fiscal, las políticas de cuidados, la distribución territorial de los fon- dos para la digitalización y la prevención de riesgos climáticos por territorios, entre otras cuestiones de creciente importancia en el ámbito público. En la elaboración y producción del documento y sus recomendaciones han colaborado, además, la Fundación 1º de Mayo (CC OO) y Oxfam Intermón.

El Informe sobre el estado de la Cultura 2024, que elabora el Observatorio de Cultura y Comunicación de la Fundación Alternativas, cumple once años. En esta ocasión, nuestro análisis descansa sobre el horizonte de los principales desafíos que a la cultura presentan las legislaturas española y europea. La cultura, bien público esencial, nace y se desarrolla gracias a la intervención de un conjunto de sujetos. La cultura tiene unos creadores, que están en sus raíces. Su destino y objetivo es comunicar las obras culturales – arte, literatura, música, etc.- a las y los ciudadanos. Entre estos dos polos, creadores y consumidores de la cultura, hay un conjunto de intermediarios agregadores y transmisores de las obras culturales. Son indispensables. Hablamos de las industrias culturales, elemento central de la comunicación cultural y de su dimensión económica. La cadena de creación, comunicación y participación cultural no puede ni debe desarrollarse fuera del servicio público. Los gestores políticos que lo dirigen son, en España, según nuestra Constitución, el Estado y las Comunidades Autónomas. En la primera comparecencia del ministro de Cultura ante la Comisión de Cultura del Senado, Ernest Urtasun centró su intervención en los derechos culturales. A todo ello se dedica el presente Informe.

16. Local Social Governance in China: Spatial politics and social welfare

Abstract:
The policy goal of establishing local social governance in the People’s Republic of China since 2021 highlights two somewhat contradictory tendencies in its spatial politics. One is increased social welfare provision through economic, social and governmental institutions cooperating to create self-sustaining communities. The other is greater city-district and county level local control by the Communist Party of China. Local social governance remains in its infancy with limited policy implementation. The evidence to date though from an examination of the settings for local social governance, its causes, and preliminary implementation does not suggest major changes in the longer-term balance between the Party-state’s undoubted centralist and decentralist tendencies. Moreover, while there may be the desire both to improve social welfare provision, and to extend the reach of the state and the Party, the proposed programme of change faces immense and probably intractable challenges.

The Government of Canada’s recent review of and updates to the Competition Act have sparked a closer examination of how competition is protected and promoted in Canada. Competition affects all Canadians, especially in the face of rising costs of living and a shrinking number of competitors in key markets. Yet the laws that govern competition are not easily understood by average consumers, leaving them out of the public policy conversation. This paper looks at why better competition law is needed and examines previous reform efforts.

Abstract:
This paper offers a comprehensive study of the long-term care (LTC) systems in Germany, France, Slovenia, Italy and Denmark. In many EU countries, the demand for LTC services already exceeds supply. Without major reforms, this ‘care gap’ is likely to widen further because of population ageing. This paper highlights a number of recent reforms to reduce this care gap by affecting the demand for and supply of long-term care services. We find that most measures to increase the supply of formal LTC services focus on workforce attractiveness. By examining recent policy efforts and reforms, we aim to understand in which direction LTC policy is going, and to showcase measures to prepare for the future increase in demand for care.

19. Practical Guide for Formulating Public Policies to Prevent Violence Against Women

Violence against women is a complex and devastating reality, manifesting in various forms, including physical, sexual, psychological, and economic abuse. Within this context, this guide presents programs and initiatives evaluated by renowned organizations such as the Abdul Latif Jameel Poverty Action Lab (JPAL), the Inter-American Development Bank, the World Bank, and UN Women, highlighting approaches that have shown high effectiveness and efficiency in preventing violence against women. The goal is to use these practical experiences as a foundation for evidence-based public policy formulation to prevent violence against women. We begin by analyzing the risk and protective factors associated with violence against women. Using the “Pyramid of Gender-based Violence” by the Institute for Studies on State and Participation – Health as a framework, we explore the different forms in which these factors operate, from individual to structural. We also provide context for the legal landscape related to violence against women, emphasizing the role of the Maria da Penha Law as a regulatory milestone in Brazil. Based on examples of programs already implemented and evaluated worldwide, the guide underscores the importance of initiatives that promote women’s financial autonomy through access to employment opportunities, professional training, and entrepreneurship. It also emphasizes efforts to challenge gender stereotypes and foster relationships based on mutual respect and equal rights. The guide reaffirms the need for public policies focused on preventing intrafamilial and domestic violence, including strengthening the protection network for women with specialized support services and effective security measures. It suggests implementing educational and awareness programs on gender violence to transform environments where violence against women occurs, such as schools and homes. Additionally, it advocates for promoting safe and inclusive spaces. Finally, the guide highlights the importance of involving all sectors of society in implementing these policies, including the government, civil society, the private sector, and the community at large. Only through coordinated, long-term efforts can we create an environment where all women can live free from violence and with dignity.

Manifestos provide an opportunity for political parties to lay out their plans for government. While not binding in any legal sense, a government is often judged, at least in part, by its success or otherwise in implementing the policies promised in the manifesto. At a time of increasing distrust of politicians, of falling faith in politics, and of concern about the proliferation of false or misleading information, it is more important than ever to ensure that manifestos are subject to scrutiny. This is what we attempt to do in this report. In it, Full Fact and UK in a Changing Europe have joined forces to produce a series of evidence-led, research-based assessments of the policies the Conservative and Labour parties say they will implement if they are to win the next election. The report contains chapters on growth; public spending; tax policy; living standards; housing; education/schools; further and higher education; energy and net zero; environment and farming; health; managed migration; small boats and asylum; security, defence and foreign affairs; the Union; and relations with the EU. The contributors are leading experts from a range of organisations including the Resolution Foundation, the Royal United Services Institute, the Health Foundation, the LSE, the Institute for Fiscal Studies, the Migration Observatory and the National Foundation for Educational Research.
