Abstract:
The Institute for Democracy and Mediation (IDM) has released a new report: Public Consultation in Albania: The Illusion of Inclusion. This report presents the results of an in-depth monitoring of 50 laws, public policies, and strategic documents consulted by the central government during the years 2022-2023. The assessment covers 10 key government institutions, evaluating their public consultation processes in terms of: Transparency and accessibility of consultation documents; Effectiveness of the public consultation process; Public accountability during this process; Citizen participation in consultations; Ensuring inclusivity and non-discrimination. In addition to the qualitative analysis of public consultation previously conducted by IDM, this assessment for the first time provides statistical data related to this important governance process. The evaluation system applied in this report provides the opportunity to compare institutions’ performance in the consultation of different acts, in relation to the aforementioned principles. Ultimately, the findings highlight a ‘’long distance’’ between transparency and participation in government consultations. The goal of this study is to contribute to evidence-based advocacy for legal reforms and the improvement of institutional practices, so that public consultations fulfill their core function – citizens’ participation and impact in decision-making.

Abstract:
Stakeholders working to advance a locally led evaluation agenda in humanitarian contexts should consider several enablers (what has worked), barriers (major challenges blocking the way) and practical solutions. In this section, we draw together the reflections from our discussions with evaluation stakeholders to outline practical steps. These steps do not form an exhaustive list of what can be done to advance locally led evaluations, they do not need to be followed in a fixed order, and they might not be applicable in every context. However, they can be used as a starting or continuation point to inspire action. The practical steps are divided into long-term strategies for the overall evaluation function (LTS) and more immediate actions for ongoing or upcoming evaluations. LTS are grouped under three topics: Shaping evaluation culture, policies and strategies; Developing know-how; Establishing and maintaining critical relationships.

Abstract:
Planning, Monitoring and Evaluation (PME) systems play an important role in ensuring that South Africa’s municipalities are able to effectively fulfil their core mandate of service delivery. One central component of this system is the Integrated Development Plan (IDP), a strategic framework used for several functions, including guiding key priorities and providing a roadmap for effectively delivering public services. However, even though most municipalities consistently submit IDPs, the quality of service delivery, especially amongst municipalities that have Water Services Authority responsibilities, is uneven. This raises the questions around which factors are more influential in determining effective service provision, and why they are lacking in dozens of municipalities. Using Good Governance Africa’s 2024 Governance Performance Index (GPI), this policy briefing provides a range of stakeholders with consolidated insights into how these issues can be addressed.

4. Constraining Iran’s Nuclear Potential in the Absence of the JCPOA

Since 2019, Iran has significantly expanded its sensitive nuclear activities, which has irreversibly altered the pathways available to Iran if the decision were made to develop nuclear weapons. The proliferation risk posed by Iran’s nuclear advances is amplified by the monitoring gaps that Tehran created by reducing IAEA access and monitoring. Iranian officials have long denied any interest in nuclear weapons but there are new signs that Iran may rethink the prohibition on nuclear weapons if security conditions change. Iran’s technical expertise cannot be reversed, and its nuclear infrastructure is less vulnerable to attack. As a result, military strikes against Iran would set back the program, but only temporarily, and risk driving Tehran to develop nuclear weapons. Tehran has signaled its willingness to de-escalate tensions, including on its nuclear program. Leaders in Washington should seize this opportunity to incentivize Tehran to take steps that increase monitoring of its nuclear program and reduce proliferation risk. The experience of the 2015 nuclear deal demonstrated the limitations of transactional bargaining. The regional nuclear environment also has shifted since 2015 and there is an increased risk that additional states will seek to match Iran’s capabilities. The United States should be thinking now about alternative frameworks for negotiating a longer-term nuclear deal, or series of deals, that take into account Iran’s nuclear advances and mitigate regional proliferation risks.

5. EU Needs Better Monitoring to Enforce Sanctions on Russian Disinformation Online

EU sanctions partially restrict the activities of Russian-affiliated media in the Union, but a challenge remains to reduce the scale of sanctions circumvention online. All Member States could introduce internet monitoring for compliance with EU restrictions and mechanisms to remove sites duplicating banned content. The EU should adopt a new sanctions regime on Russian destabilisation activities globally as soon as possible.

Abstract:
The COVID-19 pandemic was unparalleled in scope and scale, and the response tested the humanitarian system in new and unforeseen ways. While funding was not able to keep pace with the massive rise in global needs, the system proved to be extraordinarily resilient. However, neither the crisis itself nor the response to it should be understood as exceptional. Despite its many achievements and adaptations, the humanitarian response walked a well-trodden path. Humanitarian actors often defaulted to their usual, top-down ways of working, revealing perennial problems in the current formal international humanitarian system. Evaluations emphasise that the response was carried out under significant constraints – unpredictability, scarcity of information and limited humanitarian access – but caution should be exercised against interpreting these constraints as justifications for the shortcomings of the response. There were striking parallels between the operating environment of COVID-19 and other crises, which are not new to humanitarians. In framing the pandemic as an exceptional crisis, there is a real risk of diminishing the importance of learning and the need for transformative change within the sector. ALNAP 's analysis suggests that there is much to be learned – and further researched – from the response to COVID-19, which will be useful in responding to future public health emergencies, as well as other major crises. This evaluation synthesis focuses on nine key areas of the humanitarian system's response to the pandemic: sense-making and resource mobilization; needs prioritization and inclusion of the most vulnerable; adaptation of the humanitarian system; meeting the needs; localization; community engagement; coordination and collaboration with partners; utilization of learning from the Ebola and other public health responses; and evidence gaps and areas for further research.
