151. An Overview of International Discourse surrounding China and Its Implications

Abstract:
This study began with the idea that the international community’s discourse on China may not be produced, distributed, and utilized separately in each country, but instead formed within a huge global network. Building upon this idea, this study tried to examine the essential substance of discourse on China, who produces it, and how it is being distributed and utilized in the international community. At the same time, we examined the political dynamics under which the international community’s discourse on China is produced. This study first selected the issues of the 2019–2020 Hong Kong protests, the Belt and Road Initiative (BRI), and the COVID-19 pandemic and conducted a case analysis of the international community’s discourse on China, focusing on these issues. This analysis produced many interesting facts. In particular, we found that political images of the BRI tended to have a stronger influence than direct experience with the initiative in shaping the international community’s discourse on the BRI. Through the analysis of these three cases, it became possible to identify countries, regions, and organizations that play an important role in shaping the international community’s discourse on China. Among countries or regions, the United States and the United Kingdom appear to be the most prominent actors in shaping the international community’s discourse on China. In addition, Japan and Taiwan, both of whom are China’s neighbors and have a tense relationship with China in the context of establishing order in the Asian region, also emerged as important actors. Accordingly, this study analyzed in more depth the mechanisms of how the discourse on China is being formed within the relevant countries and regions, targeting the U.S., EU (UK), Taiwan, and Japan. At the same time, we also analyze the formation of discourse on China within Korea, along with ASEAN, which is becoming increasingly important geopolitically, as can be seen from the U.S.’ Free and Open Indo-Pacific (FOIP) Strategy and China’s BRI.

Abstract:
This policy paper explores Russia’s use of the Wagner Group in Africa, highlighting how the concept of plausible deniability allows the Kremlin to expand its influence in regions such as Mali and the Central African Republic. By distancing itself from direct responsibility for controversial military actions, Russia is able to exert significant geopolitical control. The paper also examines the continuation of Wagner Group operations following the death of its leader, Yevgeny Prigozhin, and discusses the broader implications of these developments for Africa and the Mediterranean region. The Wagner Group’s operations continued after the death of its leader, Yevgeny Prigozhin, with increased integration into Russia’s Ministry of Defence, signaling Russia’s deeper involvement in the continent’s security dynamics. Moscow’s activities in Africa signal a broader strategy to challenge Western influence by supporting local regimes and displacing Western control over critical resources, while securing Russia’s standing as a dominant player in the region’s security and economic landscape. Russia has secured access to valuable natural resources through its African interventions, extracting billions in gold and pursuing strategic control over uranium in countries like Niger. These resources likely help fund Russia’s broader geopolitical ambitions, including its war efforts in Ukraine. Russia offers “pragmatic engagement” as a substitute for dwindling Western aid in Africa, capitalizing on the gap left by reduced Western support to build influence through military assistance, resource extraction, and infrastructure projects.

Abstract:
The global order is under strain, propelled by the complex interplay of numerous trends and impacts. Converging factors are redefining the contours of the international system, necessitating significant adaptation by states. While the forces for change are evident, the trajectory of the new order remains highly uncertain. This CIGI special report seeks to fill a gap between the analysis of current trends and mapping of potential futures by outlining five possible scenarios for an evolving global order. These five scenarios represent a spectrum from the most modest plausible change (reform of the current system) to the most radical (transformation of the whole system due to a global shock). It is hoped that the report’s analysis will stimulate critical thinking and discussion and will help equip policy makers with the foresight necessary to navigate an uncertain future.

Abstract:
Rising geopolitical tensions among China, the United States and other major powers are making digital partnership negotiations between African stakeholders and these global actors more complex. China is becoming an increasingly popular choice among African states because the country typically offers more affordable technology options to achieve digital development goals than its Western counterparts. Negotiating Africa’s Digital Partnerships — a policy research project supported by the Centre for International Governance Innovation and hosted at the Blavatnik School of Government, University of Oxford — looks at how these partnerships are formed as African governmental actors seek new and rising partners to help build their digital capacity. The project involves interviews with African ministers, policy makers, the private sector, and civil society actors from both francophone and anglophone Africa with a focus on digital connectivity, infrastructure, digital sovereignty, norm-setting and governance issues.

Abstract:
The benefits of public-private partnerships in the delivery of non-digital infrastructure and services have been well documented. However, for the digital sector, the joint-venture model of public-private partnerships could offer African governments a way to accelerate digital transformation with both the advantages provided by public ownership and the efficiency offered by the private sector. Well-structured joint ventures enable African governments to de-risk digital projects, attract qualified talent, build trust among stakeholders to accelerate uptake of the joint venture’s output and promote local ownership and participation. For this model to be successful, governments need to work on strengthening rule of law, take on the burden of first loss from the private sector, negotiate for the private partner to contribute to building local talent and create opportunities for local ownership by enabling local investment in the joint venture.

Abstract:
La invasión rusa de Ucrania ha despertado geopolíticamente a la UE. Tras el inicio de la guerra, los Estados miembros tomaron consciencia de las vulnerabilidades que afronta el proyecto común, principalmente la gran dependencia energética de Rusia, la cual tenía además efectos limitadores sobre su autonomía estratégica. Debido a que la Declaración de Versalles llama a redefinir la forma en que los socios entienden su seguridad energética, este trabajo propone un nuevo esquema basado en los elementos que son imprescindibles para garantizar un suministro estable y avanzar hacia la autonomía del sistema de energía, un proyecto que, de completarse, permitirá potenciar la capacidad europea de proyectar poder en la escena internacional y servirá como uno de los pivotes más sólidos para la definitiva consolidación de la autonomía estratégica de la UE en un contexto de creciente rivalidad geopolítica.

Abstract:
It is now generally accepted that the global order is shifting, but the literature is divided on how. Consequently, it is not surprising that there is a lack of strong scholarship on the characteristics of the order from a Central and Eastern European (CEE) perspective. Therefore, this article aims to explore the future of the Liberal World Order (LWO) from this perspective through the lens of mainstream theories. The article looks at the geopolitical dynamics of the region and the evolving strategic perceptions of the LWO. It examines how CEE, traditionally seen as the frontier of the LWO (EU and NATO), is navigating the complexities of the current global political landscape in the light of the changing order. The second part of the article specifically analyses the security perceptions of CEE governments. The article seeks to contribute to the understanding of the future trajectory of the LWO, the potential implications for global peace and security, and the interplay of realism and liberalism in shaping our understanding of this trajectory from the CEE perspective.

160. Keeping the Promise: Reform of governance in the enlarged European Union

Abstract:
Provoked by Putin, the EU is having to rapidly revise its strategy for the future of Europe. Enlargement, long dormant, is now a top geopolitical priority. Defence has become a principal driver of European integration. This Discussion Paper examines how the two themes of widening and deepening the Union are interconnected. Ursula von der Leyen’s second Commission is preparing pre-enlargement reforms of EU common policies and decision-making processes. Despite disagreements among member states and nationalist political parties, the presumption of enlargement and the necessity of self-defence leaves the EU little choice but to continue on its federative path. No institution will escape the imperative of reform. Negotiations to expand the size and compass of the EU budget will be particularly difficult. Treaty change is inevitable — and should be well prepared by an expert reflection group. Faced with accelerating European unity, the UK will, sooner than expected, have to confront the issue of EU membership.
