Abstract:
Once considered a model partnership, the American-Turkish relationship now elicits ambivalence among scholars and policymakers, calling into question the fundamental interests and assumptions that once undergirded the relationship. Critics attribute the negative trends in the relationship to geostrategic and value-based incompatibilities, but relatively few have examined both factors longitudinally across the entire relationship. This paper does not aim to provide a grand theory of American-Turkish relations. Instead, its goal is to develop a framework illustrating the vital role that strategic, ideational, and domestic political factors have played in shaping macro-level outcomes in the partnership’s cohesion at various junctures. Overall, our paper identifies the positive role of foreign policy bureaucratic elites on both sides acting as an “invisible hand” providing an anchor for the relationship even in the absence of other commonalities. Yet, we also observe the weakening of this hand in recent times as both countries become domestically transformed.

Abstract:
This research paper examines the relationship between ethnic conflicts in Africa and their roots in the colonial legacy and elite mobilisation, focusing on the case study of Ghana by taking into account the regions of Dagbon and Bawku as examples. It examines how the dynamics of ethnic tensions in the post-colonial age have been influenced by the colonial past of Africa, which was marked by arbitrary borders, dividing policies, and preferential treatment of particular ethnic groups. The paper also looks into how Ghana’s political elites use ethnic tensions for personal advantage, escalating disputes and impeding national unity. This study intends to provide a thorough knowledge of the complex interaction between colonial legacies, elite mobilisation, and ethnic conflicts in Ghana and Africa by analysing historical documents, academic writings, and empirical data.

3. The Invisible Leverage of the Top 1 Percent: Absentee Debtors and Their Hedge Funds

Abstract:
The existing literature on finance, debt and inequality depicts economic elites as a creditor class. According to a popular thesis, over the past four decades, the rich and ultra-rich households in the top 1 percent have experienced a saving glut (excess income), which they have invested in the debts of the poor and their governments. While it is undeniable that the rich have expanded their income share at the expenses of the poor, to refer to them as ‘creditors’ or ‘lenders’ is a misrepresentation of how they actually expand their wealth and income shares by financial means. For it conceals the fact that a great deal of their investments is leveraged, that is, carried out with borrowed money. This article shows that the debts generated by individuals and households in the top 1 percent easily surpass those of all other households and even exceed those of the most indebted states in the world. However, these debts are hard to estimate, and indeed they are not accounted for in statistics on household debt. This is because households in the top 1 percent do not borrow from banks, like normal households do, but they are instead absentee debtors who borrow through the hedge funds, private equity firms, personal investment trusts, and big banks of which they are dominant shareholders and ultimate beneficiaries. To gain an insight into their invisible leverage, the article looks at how much hedge funds borrow, and why their leverage matters.

4. A scramble for legitimacy: Iraq’s political elites since the October 2019 protests

Abstract:
Iraqi political elites exhibited a variety of responses to the 2019 October protests, the largest demonstrations in post-2003 Iraq. Muqtada al-Sadr, a cleric-turned politician and leader of the Sadrist movement, vacillated between attempting to co-opt and repressing the protests. Other Shi’a political elites portrayed the predominantly Shi’a protestors as foreign agents and encouraged violent repression. Yet others who urged reform and response went largely unheard. Iraq’s political system emerged largely unscathed from the protests, even though the threat of recurrence inspired the new government to undertake limited service-oriented reforms. However, traditional political elites continue to view reformists, including the politicians that emerged from the protest movement, as illegitimate usurpers of governing power they feel rightly belongs to them.

5. Examining the interplay between elites and social movements in Jordan

Abstract:
This Policy Brief offers insights into the bargaining process that both reflects and sets limits for political change in Jordan. It argues that neither permissiveness to organise protests nor their actual occurrence improves the prospects of meaningful political reforms. Instead, protests usually serve as a strategic tool in the interests of particular elites. In Jordan, elites and social movements commonly develop vertical ties instead of different social movements working together to press for change bottom-up, as is more usual elsewhere. Broadly, Jordan’s political context makes it possible for elites and political authorities to co-opt social movements by supporting limited changes that respond to their demands, as long as these fit within the prevailing political settlement. Ultimately, protests tend to reinforce the status quo rather than challenging it. Social movements are therefore faced with the dilemma of accepting co-optation to facilitate incremental changes, or to stick to a more radical stance that risks being ineffective or even triggering repression. But mounting economic headwinds mean that some reform of Jordan’s political system is inevitable if political instability is to be avoided. Mechanisms such as referendums and popular initiatives can provide a viable path forward if they are designed to operate on the frontiers of the existing framework and respect the position of the monarchy. Such initiatives can engage citizens more directly in reform processes and ensure their voices are heard in a more meaningful way. Jordan’s dependence on foreign funding provides European policy makers with a lever to condition continuous support on steps in this direction.

6. Turning Point or Dead End? Challenging the Kremlin’s Narrative of Stability in Wartime

Abstract:
The Russian government expects 2024 to be a turning point in the country’s war against Ukraine. For this expectation to become reality, the Kremlin is using means of reflexive control: It projects an image of a country that has weathered Western sanctions, ramped up its economic performance, and united a society behind its leader and his goals. This strategy was confirmed by personnel changes executed after Vladimir Putin’s inauguration for a fifth presidential term. The Kremlin’s message masks the costly trade-offs that the Kremlin has created by choosing to pursue a long and costly war with an economic and political system that operates in increasingly tight corners. The past months have seen several destabilizing domestic events in Russia, highlighting the risks of the widespread securitization of public politics, diversion of resources from domestic policy targets to the war, and passiveness of Russian society’s support for the Kremlin’s current policies. The ongoing restructuring of Russia’s domestic economy and economic elite, structural weaknesses created by a military-production based economic growth model, threat of the eventual need for social or military mobilization, and the authorities’ relentless tightening of the limits of public politics and acceptable public behavior represent growing risks for a governance whose sole organizing principle is the ongoing war.

7. Understanding Elite Politics Through Relentless Research: Warren Sun’s Hua Guofeng Nianpu, Chronology of Hua Guofeng (1971–1981)

Abstract:
This Working Paper is a pre-publication review of an immense documentary collection prepared over the past 25 years by Warren Sun, Adjunct Associate Professor at Monash University and Affiliate Member of the Sydney CSC. It is based on the intellectual premise that elite politics in the CCP cannot be understood without deep penetration into the details of political decision-making and conflict. In its absence, simplistic narratives emerge and become widely accepted, especially when the Party itself is creating the basis for the narrative. This is most prevalent for the immediate post-Mao period as a Hua Guofeng-Deng Xiaoping struggle between different ideological lines and in the profound misunderstanding of Hua as a limited, merely transitional political leader. Hua nianpu uses a wide range of sources to uncover details that contest such views. These include: the contemporary PRC public record; official documentary collections; internal Party documents including unpublished speeches and compendia of circulars at major Party meetings; memoirs, oral accounts, and recollections published in the PRC by or about leaders; studies by Party history scholars in PRC journals; more-adventurous books published in Hong Kong by Party historians and former officials; interviews with scholars and retired officials; and unique interviews with officials who worked as secretaries or as aides to very senior figures and their family members, especially members of Hua’s family. However, these sources have limitations that must be considered critically and discussed in terms of what they can and cannot provide. Taken together the detailed information compiled in Hua nianpu undermines central features of the accepted narrative, most notably by showing that the 1978 work conference and the subsequent Third Plenum were joint Hua-Deng ventures to advance modernization, and when unanticipated developments weakened Hua, Deng did not act against him. Instead, he worked to lower tensions and to return the focus to their original joint plan. Hua nianpu is a major basis for our joint book project, Hua Guofeng, Deng Xiaoping, and the Dismantling of Maoism. But this nianpu is entirely Professor Sun’s creation and exacting work. The target for submission of both these projects to their respective publishers is early 2025.
