121. Partnership of convenience: Ream Naval Base and the Cambodia–China convergence

Abstract:
It is unlikely that Ream Naval Base in Cambodia will be a Chinese military base or outpost such as the facility in Djibouti fully operated by the People’s Liberation Army. However, China could gain preferential access to the base or use its facilities there to collect intelligence against other states. The Cambodia–China defence convergence is driven by differing motives. Cambodia seeks a partner to modernise its military so it can meet perceived security threats from Thailand and Vietnam, while China wants to expand its political influence and military reach in Southeast Asia. New political and military leadership in Cambodia offers Australia and other like-minded partners an opportunity to deepen defence relations with the kingdom to counter China’s influence.

122. Deterrence and alliance power: Why the AUKUS submarines matter and how they can be delivered

Abstract:
Significant progress has already been made in the program to deliver advanced nuclear-powered submarines to Australia. The AUKUS partnership with the United States and the United Kingdom is well placed to deliver on its objectives in a reasonable timeframe. A largely unrecognised near-term benefit of AUKUS is that Australia will host up to five allied nuclear-powered submarines (SSNs) within three years. These jointly crewed submarines will make a significant contribution to joint deterrence and theatre defence. By the mid-2030s, the AUKUS partners will have more than doubled the number of forward-deployed allied SSNs that can be operational in the critical first ten days of any Western Pacific crisis or conflict. Personnel expansion for the Royal Australian Navy will be one of the greatest challenges for the AUKUS program. Nevertheless, provided that upskilled Australian engineers and technical specialists are supplemented by British and American experts, this task will likely prove manageable.

Abstract:
With an election looming in the UK, war raging in Ukraine, and the prospect of another Trump presidency in the United States, the possible evolution of the foreign and security policy relationship between the UK and EU has taken on additional salience. The response to Russia’s war on Ukraine has shown that global events can increase UK-EU cooperation on foreign policy. However, while such major events could in future reinforce the sense of the shared challenges faced by the EU and the UK, they may not be sufficient to propel the EU and the UK towards a truly bespoke security and defence agreement. This new report highlights how Labour and the Conservatives differ in their approach to foreign policy with the EU, and what this could mean for the future relationship. It finds that the EU has well-established models for relationships with third countries for cooperation on foreign and security policy. None of these, however, seem appropriate for a country with the foreign policy and military heft of the UK. This in-depth study of UK-EU relations finds that there is scope for a new relationship, but the EU sees the ball as being ‘in the UK’s court’ to push for closer cooperation. It finds that while the EU is likely to welcome further cooperation on foreign policy and crisis management, it is developing a defence industrial strategy focussed on single market members and Ukraine. A bespoke deal involving UK and EU defence industries therefore will encounter significant hurdles.
