Dong Jun’s appointment as Defense Minister and changes in the PLA Rocket Force leadership mark a strategic shift towards bolstering military diplomacy, particularly with Russia, and enhancing combat and technological readiness, reflecting Dong’s significant role in shaping future military strategy. The leadership overhaul within the PLA highlights a concerted effort to root out corruption, critical for maintaining the military’s operational integrity and effectiveness. This move is partly inspired by the need to avoid the operational pitfalls seen in the Russian military’s performance in Ukraine. The hiring of PLA officers from services outside the Rocket Force, as well as those with personal connections to Xi Jinping, indicates a desire to start afresh, while also suggesting the extent of corruption within PLARF. Analysts believe the ousting of officials like Li Shangfu will not necessarily directly weaken the PLA’s combat capabilities, given the defense minister’s primarily diplomatic role. However, it also suggests that Li, with his technical background, was perhaps not well-suited to his role. Nonetheless, it prompts speculation about future military diplomacy and technological focus.

95. The Problem with Power: Taiwan in the Era of Great Power Competition

Abstract:
The United States and the PRC hold opposing positions on the “Taiwan Question.” The 1979 Taiwan Relations Act affirms U.S. commitment to Taiwan’s defense by providing weapons and services to promote Taiwan’s self-defense capability.” The Act also considers “any effort to determine the future of Taiwan by other than peaceful means...a threat to the peace and security of the Western Pacific area and of grave concern to the United States.” Conversely, the PRC emphasizes that Taiwan “reunification” is a strategic priority that “cannot be dragged on generation after generation.” At the 20th National Congress of the Chinese Communist Party (CCP), PRC President Xi Jinping stated, “We will continue to strive for peaceful reunification… but we will never promise to renounce the use of force.” Despite the PRC’s coercive behavior and sharpened rhetoric, Taiwan refuses to accept “reunification” under the PRC’s proposed “One Country, Two Systems” model. ​ Nevertheless, the United States and the PRC both discourage Taiwan’s independence. Both states understand that if Taiwan were to formally declare independence, it would compel both parties to respond, potentially escalating towards military conflict. By attempting to influence Taiwan’s behavior, both great powers implicitly recognize Taiwan’s role in making or breaking their respective strategies. In this way, Taiwan maintains a powerful point of leverage in the “Triangular Relationship,” as it could take actions that trigger future conflict between the United States and the PRC.

In 2022, the Concept was written right in the middle of Russia’s brutal war of aggression against Ukraine. All of those assumptions that we had in 2010 simply don’t work. The potential of conventional war cannot be dismissed. The notion that the Euro-Atlantic area is an area of stability and predictability—well, the reality is that those tools that provide for predictability and stability are all under tremendous pressure. So this Concept starts by saying: unfortunately, our security environment is the most complex that we’ve had for generations, and we need to act and prepare accordingly. One of the priorities is to rebuild the ability to ensure the territorial defense of Allies and to rebuild our deterrence and defense posture in a way that is credible for what is essentially a much more competitive world. So that’s a big change. It’s just beyond words. If you accept that assessment, it requires a significantly more robust investment in defense, in rebuilding our militaries, in investing in the right capabilities, and in rebuilding our defense industry. So, it is a generational shift.

97. Russian Decoy Drones that Depend on Western Parts Pose a Great Challenge to Ukrainian Defenses

Abstract:
Russia has developed and deployed several types of decoy drones to assist missile and drone strikes on Ukraine. This report discusses two of those decoy drones, the Gerbera (also known as Gerber) and the Parody (also known as Parodiya) UAVs that mimic the Shahed 136 and other drone systems. Both of these drones can be mass produced quickly and are built from simple materials like plywood, foam, and a few electronics, making them inexpensive compared to their more costly counterparts. Ukraine has become increasingly proficient at identifying, tracking, and intercepting Russian airborne platforms, like missiles and drones. To increase the effectiveness of Russian barrages, these decoy drones are launched in large numbers alongside missiles and attack drones, like the Shahed 136 and Lancet-3, to overwhelm and confuse Ukrainian defenses to draw anti-aircraft fire on the decoys, allowing other weapons to reach their targets. Ukrainian defenders can never be entirely certain that an incoming drone does not carry an explosive warhead, forcing them to expend valuable munitions intercepting these drones. Because Ukraine has limited stockpiles of interceptor missiles, anti-aircraft artillery ammunition, and hunter-killer-drones, deploying decoy drones is a viable strategy to wear down Ukrainian defenders. Using decoy drones can also help Russian forces identify where Ukraine has positioned anti-aircraft defenses, radar, and electronic warfare systems, and target those in subsequent attacks.

Russia’s full-scale invasion of Ukraine has pushed the Black Sea region to the forefront of international attention and forced regional countries to overhaul their own security calculations. The countries of the extended Black Sea region are now undergoing some of the most profound shifts in their foreign, security, and defense policies in decades, with Romania and Armenia at the forefront of this phenomenon. Notably, the government of Romania, the United States’ staunchest regional ally, has increased its defense spending, pushed ahead with major defense acquisitions from the US, and is building out its strategic partnership with Washington; at the same time, it is looking to strengthen its domestic military industry while also expanding its security cooperation with neighboring Ukraine, Moldova, and Bulgaria. In Armenia, a long-time ally of Russia, the government is orchestrating the country’s foreign policy reorientation toward the West. But to achieve this, Yerevan must first overcome its deeply ingrained strategic dependencies on Russia and decades of regional isolation, both of which represent among the most significant challenges Yerevan has faced since independence. This panel discussion brings together two of this year’s Black Sea Program Title VIII research fellows to present their findings on the strategic challenges and opportunities facing Armenia and Romania in the context of Russia’s war of aggression. The fellowships are granted by the US State Department for the Middle East Institute’s Black Sea Program.

Abstract:
Space technology has aided military operations and has established its place in national defense. There is a dire need for Pakistan to exploit this military tool for the balance of power in the region. Space technology is changing the face of military warfare and the contest for dominance in space has increased its pace. The same has been a neglected part of the national policy of Pakistan and has not received its prioritization yet despite having an early start on this front. This article focuses mainly on the current performance comparison of Pakistani-leased satellites with Indian indigenous developed satellites. If Pakistan does not plan to keep pace with India’s fast-growing space technology, it may result in disastrous results in the future, keeping in mind the history of wars between the two countries. The authors suggest that an inclusive, steady, and strong national space policy on the part of Pakistan should be articulated and executed.

Abstract:
To achieve the objectives of security and competitiveness the EU will absolutely need to prioritise its enlargement policy, defence strategy and global partnerships over the coming years to 2030 and beyond. To make the EU fit for 30+ members, it will have to start by reforming its enlargement methodology towards a ‘staged accession’ procedure and move towards more qualified majority voting, alongside adapting its budget to accommodate new members. Accession negotiations will need to have ironclad security commitments and the EU should assist candidates in shoring up their own defences, as well as beefing up its own Member States’ military capacities. The EU also has no choice but to become a security provider for the entire continent. To strengthen its overall global competitiveness, the EU should boost Europe’s defence industry, ramp up the production of much-needed capabilities, tackle procurement issues and harmonise technical and operational standards. Collaboration with regional partners through the Global Gateway is also important but the EU shouldn’t position itself as an exclusive alternative to China’s Belt and Road Initiative. It must also actively engage all parties in the Middle East peace process to counterbalance China’s influence and (re)assert itself as a key regional player. The India-Middle East-Europe Economic Corridor (IMEC) will test the EU’s ability to maintain its global relevance and uphold its values.
