1. Minilateral Mechanisms for Peacemaking in a Multipolar World: Friends, Contact Groups, Troikas, Quads, and Quints

Abstract:
Informal “minilateral” coalitions of the willing and interested have long been a feature of peacemaking. Groups of states identified as “friends” of the mediator or a particular peace process and contact groups bringing together interested powers date back to concert diplomacy traditions and proliferated at the end of the Cold War as conflict resolution activity surged. The incidence of such informal mechanisms grew exponentially between 1990 and 2009. This report assesses how these mechanisms have evolved in the years since 2010 and investigates their place in parallel to the UN’s efforts to mediate internationalized internal conflicts in Libya, Syria, and Yemen; peace processes in the Philippines, Colombia, and Mozambique taking place in relatively benign regional settings, as well as the anomalous case of Venezuela, where efforts toward a peaceful resolution of the political crisis were mired in international divisions; the geopolitically contested contexts of Myanmar and Afghanistan; and the democratic transition and descent into war in Sudan. The report concludes that groups have the potential to build internal coherence among their members, as well as to elevate public messaging and facilitate information sharing, but they can also become a forum for competition between their members. In this context, the report offers lessons to help those considering whether a group is appropriate. The “right” group structure will depend on the context, and the adage of “form follows function” is critically important. It is key to set realistic expectations and, in some cases, accept that the “right” structure will be no group at all. Successful groups and partnerships all point to the importance of skilled individual mediators committed to working with each other, whether within a group or without an established mechanism. Finally, some contexts may defy attempts to design or deliver a coherent international peace architecture. In these cases, more modest goals related to specific or localized gains and incremental support to conflict parties and other affected communities should be pursued.

Abstract:
This paper analyses the historical role of traditional healers (n’anga/chiremba) in conflict resolution in Zimbabwe. Historically, traditional healers occupied a powerful position in Zimbabwean society. Not only were they healers but they also handled social problems and contributed to peace and reconciliation. However, colonial rule in Zimbabwe (1890‒1980) ushered in a spirited challenge to the authority of traditional healers. They were ridiculed as fraudsters who perpetuated unfounded superstitions. Colonial legal and justice systems replaced traditional conflict resolution institutions that had been manned by traditional healers. Nonetheless, traditional healers continued to exist underground. Notwithstanding that, their role and contribution to peacebuilding remains on the fringe of academic inquiry. The key question that this paper addresses is how and under what conditions traditional healers contributed to conflict resolution at the grassroots level. The paper focuses mostly on records of conflict and violence in court cases, underscoring how witnesses’ evidence brought attention to the role of traditional healers in reconciliation. It demonstrates the various contexts in which traditional healers’ interventions were alluded to but ignored in the state’s attempts to administer justice. By digging up obscured and misrepresented evidence of traditional healers’ practices in conflict resolution in the colonial archive and in-depth interviews, we unravel this understated but most crucial element in the process of conflict resolution in Zimbabwe since 1890.

3. A Saudi Accord: Implications for Israel-Palestine Relations

Abstract:
The Biden administration and Israel’s Netanyahu government have both expressed support for the idea of a trilateral agreement in which Saudi Arabia would normalize diplomatic relations with Israel in exchange for the United States providing significant benefits to Saudi Arabia, such as security guarantees. A major selling point has been the claim that such an agreement could pave the way to settling the bitter Israeli-Palestinian conflict, which has again erupted into a central threat to peace in the Middle East. However, given the experience of the Trump administration’s Abraham Accords, which normalized relations between four Arab states and Israel with the hope of moving the Israeli-Palestinian conflict to a resolution, deep skepticism is warranted. The Abraham Accords did nothing to advance Palestinian-Israeli conflict resolution. Even before October 7, there was no hint of Israeli moderation in response to the accords. Since October 7, we have witnessed the largest Palestinian terrorist attack in Israeli history, followed by Israel’s destruction of Gaza and the killing of thousands of Palestinians in response. This conflict risks destabilizing the entire Middle East. This brief reviews the relevant history and incentives around the claimed relationship between Israeli-Palestinian conflict resolution and Israeli-Arab normalization agreements. It concludes that a U.S.-brokered normalization agreement with Saudi Arabia would be counterproductive to Israeli-Palestinian peace. Indeed, recent history suggests that Saudi Arabia and the United States would be wasting potential leverage for influencing Israeli policy and that the regional approach unhelpfully diverts attention away from the core of the Arab-Israeli conflict, Israel’s occupation of Palestinian territory. Rather than pursue the already failed approach of seeking peace through the normalization of relations between Israel and third-party countries, a better route would include using U.S. leverage to directly drive Israeli-Palestinian peace. To do this, the U.S. should: 1.) Use its leverage through military aid to secure a permanent ceasefire in Gaza as a matter of urgency; 2.) Refocus on the core issues of Israeli-Palestinian peace, such as occupation, and demand genuine, substantive concessions from the Israeli government; and 3.) Fully integrate the use of U.S. leverage, such as arms sales and military assistance, into the pursuit of these goals.

4. Right-Sizing the Russian Threat to Europe

Abstract:
Western leaders, including U.S. President Joe Biden, have frequently framed the invasion of Ukraine as the first step in a Russian plan of broader European conquest. However, a close examination of Russian intent and military capabilities shows this view is dangerously mistaken. Russia likely has neither the capability nor the intent to launch a war of aggression against NATO members — but the ongoing brinkmanship between Russia and the West still poses serious risks of military escalation that can only be defused by supplementing military deterrence with a diplomatic effort to address tensions. An analysis of Russian security thinking demonstrates that Putin’s stated views align with long-standing Russian fears about Western encroachment, given Russia’s lack of natural barriers to invasion. As Putin has come to view NATO as increasingly hostile to Russia, aggressive Russian action in defense of its claimed “sphere of influence” has become a factor in European security. However, contrary to many Western analyses, this does not mean that Russia views future wars of aggression against NATO member states as in its security interest. This does not imply naivete about the danger of Russian aggression, as reflected most recently in its illegal invasion of Ukraine. But it highlights the fundamental differences between Russia’s perceptions of Ukraine, which it has long regarded as both critical to its national security and integral to its history and culture, and its views of NATO countries, where the cost-benefit balance of aggression for Russia would be very different. Understanding Russian incentives also requires assessing Russia’s actual military capabilities compared to NATO. As frequently reiterated by NATO leadership, such an assessment shows that Russia is at a decisive conventional military disadvantage against the NATO alliance. While Russia would do damage in a conventional war with NATO, it would almost certainly suffer a devastating defeat in such a conflict absent nuclear escalation. NATO has a greater than three-to-one advantage over Russia in active-duty ground forces. NATO also has even greater advantages in the air and at sea. The alliance has a ten-to-one lead in military aircraft and a large qualitative edge as well, raising the probability of total air superiority. At sea, NATO would likely have the capacity to impose a naval blockade on Russian shipping, whose costs would dwarf current economic sanctions. While Russia has clear military superiority over individual NATO states, especially in the Baltics, it is extremely unlikely it could exercise this advantage without triggering a broader war with the entire NATO alliance. However, NATO’s powerful military deterrent alone cannot create stability in Europe. Paradoxically, an excessive reliance on military deterrence is likely to increase instability by inducing Russia to rely increasingly on its nuclear force as its primary basis for deterrence. Unlike conventional forces, Russia and NATO possess roughly the same amount of nuclear weapons. Washington must work to defuse this increasingly unstable dynamic by restoring diplomatic lines of communication between Russia and the West.

5. Stabilizing the Growing Taiwan Crisis: New Messaging and Understandings are Urgently Needed

Abstract:
The U.S.–China relationship appears to have stabilized since the November 2023 meeting between U.S. president Joe Biden and China’s president Xi Jinping in San Francisco. The reality, however, is that the features and trends pushing both countries toward a confrontation over Taiwan persist, fueling a dangerous, interactive dynamic that could quickly overcome any diplomatic thaw between the world’s foremost powers. These underlying forces — increased levels of domestic threat inflation in both the United States and China, the worst–casing of the other side’s motives and intentions, and the resulting erosion in the confidence of the original understanding over Taiwan reached in the 1970s — threaten to push Beijing and Washington into a crisis over Taiwan that both sides say they want to avoid. To defuse this worrying dynamic, both the United States and China must reaffirm long standing policy on Taiwan, while also undertaking a set of specific actions to further stabilize the relationship between the two countries. The Biden administration should explicitly reject extreme rhetoric towards China and deviations from longstanding policy on Taiwan, such as the framing of Sino–American competition as a titanic struggle between democracy and authoritarianism, and the contention that an independent Taiwan is strategically crucial to overall Asian security. The administration can further inject stability into U.S.–China interactions over Taiwan by re–affirming and clarifying the One China policy through a series of statements, including: The United States opposes any Chinese effort to coerce Taiwan or compel unification through force. However, the United States would accept any resolution of the cross–Strait issue that is reached without coercion and that is endorsed by the people on both sides of the Taiwan Strait. The United States recognizes that the defense of Taiwan is primarily the responsibility of the people of Taiwan. Relatedly, and in accordance with the U.S.–China normalization agreement, Washington is committed to maintaining only unofficial relations with Taiwan and has no desire to alter this commitment. The United States Government reiterates that it has no intention of infringing on Chinese sovereignty and territorial integrity, or interfering in China’s internal affairs, or pursuing a policy of “two Chinas” or “one China, one Taiwan. These statements should be made in combination with actions that bolster cooperative engagement with China, such as the initiation of a combined civilian and military Track 1.5 dialogue with Beijing. We believe that this type of reassurance would lead to corresponding commitments from China that would improve stability in the Taiwan Strait, such as reductions in provocative military exercises and potentially high level Chinese declarations that reject coercive measures towards Taiwan and a specific timeline for reunification. The recent improvements to the Sino–American relationship shouldn’t go to waste. The United States and China should go beyond the mere appearance of stabilization and revitalize the original understanding over Taiwan. Otherwise, they risk a continuous spiral towards full–scale conflict.

Signs that Ankara is interested in a potential reconciliation with the PKK could lead an end to a decades-long conflict and have ripple effects across the region, although numerous obstacles remain. On November 11, Turkish Parliament Speaker Numan Kurtulmuş, from the ruling Justice and Development Party (AKP), backed an October proposal by hardliner Devlet Bahçeli, leader of the Nationalist Movement Party (MHP) to address the Turkish government’s longstanding tensions with the Kurdistan Workers’ Party (PKK) —a left-wing militant group founded in the 1980s that emerged in response to Turkey’s ban on Kurdish identity and language. Several weeks earlier, Bahçeli had proposed that the jailed leader of the outlawed PKK Abdullah Öcalan could be released from his life sentence in exchange for announcing an end to the group’s insurgency, and could likewise be allowed to speak in Turkey’s parliament. In his statement, Kurtulmuş underlined that the place “where all these negotiations should take place is the Turkish Grand National Assembly, the seat of the national will. I hope that we will enter a period where terrorism is no longer discussed, where terrorism has been eradicated.” Kurtulmus’s statement highlighted that there may be broader governmental support for the process initially outlined by MHP head Bahçeli. During his initial announcement, Bahçeli also shook hands with the pro-Kurdish Peoples' Equality and Democracy Party (DEM), this while in the past he has repeatedly called for the closure of the predecessor of the DEM and opposed a peace process between the PKK and the state. After Bahçeli’s speech, Öcalan’s family was allowed to visit him for the first time since March 2020, and Öcalan indicated he is ready to play a role to find a solution. However, shortly after, a new three-month visit ban was imposed on Öcalan. Nevertheless, Bahçeli’s proposal—especially notable coming from the MHP, which formed the People’s Alliance with the AKP in 2018 and in the past always had a hardline policy on the PKK, including calling for Öcalan’s execution in 2007—has resulted in many discussions in Turkey over the potential of a new peace process. Erdogan (and the PKK) had pursued such a process during his early years in office, but it collapsed in 2015 and resulted in new fighting between the Turkish state and the PKK. Kurdistan Region President Nechirvan Barzani noted In October 2024 at the MERI conference in Erbil that this would mark the beginning of a new process, adding that the remarks of Turkish government officials are promising. “They indicate that a process is underway and that the issues at hand will be addressed.” President Recep Tayyip Erdoğan welcomed the proposal on October 30 but underlined that Bahçeli’s appeal was not directed toward the "terror barons" in Iraq and Syria (PKK) and called on Kurds to accept Bahçeli’s proposal.

Abstract:
A lightning offensive by Syrian rebel groups toppled the Assad regime in less than two weeks, marking the end of a decades-long brutal and oppressive dictatorship. Though many across the country welcome the departure of President Bashar al-Assad, there remains a strong sense of uncertainty about the future. While the leading faction within the victorious opposition forces, the Islamist group Hayat Tahrir al-Sham (HTS), is moving quickly to consolidate power, outside actors are jockeying to influence the outcome and build relations with the embryonic new government or taking steps to degrade its potential to pose a security threat. To discuss where developments in Syria and the broader region are headed as well as how the incoming US administration may tackle the associated challenges and opportunities starting next year, the Middle East Institute will be hosting an expert panel discussion. The panelists will explore the following questions and more: How were the rebel groups able to make such rapid battlefield gains amidst a perceived “stalemate” in the civil war? Can the international community still halt HTS’s consolidation of power or influence its approach to governance; or could its unilateral takeover of state institutions and policies trigger domestic opposition or even renewed internecine conflict? Will ISIS and other terrorist organizations exploit the present turmoil to regroup or make gains? How do these developments impact the surrounding region, including Turkey’s stance, Iraq’s and Lebanon’s stability, Russia’s military presence, and the ongoing conflict between Israel and the Iranian-led Axis of Resistance? And finally, can the United States “stay out” of Syria; and if not, what leverage will it have to shape the fast-moving geostrategic developments?

Abstract:
This study aims to enhance the effectiveness of international organizations in promoting peace and security in the Middle East. It examines current international cooperation and the growing hesitance of states towards these organizations. The research evaluates how international governmental organizations contribute to world peace, the validity of their claims, and the theories explaining their actions. It also explores the role of these organizations in regional security and recommends ways to improve their effectiveness. Using the "shorthand to absurd" method, the study highlights that international actors often face complex situations without clear solutions and cannot rely on force. Instead, it advocates for a peaceful approach by simplifying these complexities. Ultimately, the article emphasizes the need to address peace, security, development, and human rights in the Middle East. The article asserts that the international community must intensify its efforts to secure lasting peace in the region. The United Nations Security Council, along with the League of Nations, the General Assembly, and various international organizations, has been essential in establishing the critical norms that uphold global peace and security, especially in the Middle East.
