Jerusalem represents a central axis in the Arab-Israeli conflict due to its unique religious, historical, and political significance. Over the decades, the city has remained a focal point of contention between Palestinians and Israelis. While Israel seeks to consolidate its control through settlement expansion and Judaization policies, Palestinians strive to preserve its Arab, Islamic, and Christian identity and establish it as the capital of their future state. Amid the current political and regional dynamics, Jerusalem faces unprecedented challenges that significantly impact its future and identity. Several factors shape its future, including regional geopolitical conflicts, shifts in the positions of major global powers, particularly the changes introduced by the new U.S. administration, the ramifications of the ongoing genocide in the Gaza Strip, and internal challenges stemming from Israel’s right-wing policies toward the Palestinian population. This paper aims to explore the future of Jerusalem by analyzing the current reality and potential scenarios. Additionally, it seeks to propose policy alternatives that support the city’s resilience, safeguard its identity, and strengthen its presence in the international political landscape.

The Covid-19 pandemic forced cities to shut down and citizens to stay home, disrupting economic activity and social life. The crisis pushed companies to adopt remote work, transforming it from a niche practice to a widespread norm, altering the balance between work and personal life. This shift created inequalities across sectors and influenced the ability of "global cities" to attract talent in a globalized labor market. Now, as the pandemic has receded, many companies are reversing course. This Report explores how remote work has impacted cities and citizens, from mobility to urban planning. As urban areas absorb most of the population growth in the upcoming decades, urbanization presents unique opportunities to transform a society’s economic, social, and political landscape. How cities perform in these dimensions will determine whether societies can become more peaceful, just, and inclusive, and be effectively prepared to respond to future crises. In an urban age shaped by inequalities, policies on housing can either be a catalyzer of equitable and sustainable development or contribute to a vicious cycle of exclusion that hinders governments’ ability to address today’s global challenges. Approaching the issue of housing from a purely technical lens overlooks its political nature, wherein the tension between ensuring residents’ right to housing and promoting real estate financialization for economic gain encapsulates broader questions such as who belongs in a city, or a society’s vision of its own future. Housing is therefore not just a technical or financial issue, but also one of governance. Two-thirds of African cities that will exist in 2050 have yet to be built. Making space to house these new urban residents by building new homes presents an opportunity to do it with a people-centered approach. Effective housing governance requires dismantling past structures that perpetuate exclusionary practices; challenging simplistic narratives of urban glory that end up promoting the financialization of housing; and building coalitions that work for a renewed social contract through access to housing.

5. Disinformation in the City: Response Playbook

Abstract:
As actors responsible for decisions and policies that shape people’s daily lives, and as those most aware of community fault lines that are fertile ground for disinformation, city officials are well positioned to respond. Yet, research, analysis, and policymaking related to disinformation have remained at the national and international levels. GMF, the Melbourne Centre for Cities, and other partners have developed a response playbook to help inform and guide city policies and practices to counter disinformation and ultimately to strengthen democracy. In cities, disinformation sometimes manifests itself in physical events, including protests and disruptions. It also has individual impacts for political, institutional, and community leaders and staff. Disinformation affects the functioning of city administrations and elected bodies, impacting governance and policymaking. It also impacts communities, reducing mutual trust and increasing division and polarization. Disinformation commonly exploits existing social fault lines and polarization. In cities, the fault lines targeted by disinformation center around First Nations, migrants, cultural diversity, gender and sexual diversity, health and wellbeing, sustainability and climate issues, and urban planning. Understanding how disinformation spreads, and how to respond effectively, is critical for city governments. Current knowledge, however, is focused mainly on the national and international realms and not readily accessible and translatable for urban governance needs. This is why GMF Cities, in response to needs expressed by many city governments, developed this playbook in collaboration with a core interdisciplinary research team from the Australian National University, Monash University, Deakin University, and Victoria University, led by the Melbourne Centre for Cities at the University of Melbourne. The playbook was developed with representatives from cities, media, the tech sector, civil society, and academia. The process began with an in-depth survey to understand the current experiences of participating cities and responses to disinformation they employed. The findings informed a series of workshops with 40 participants who together created the content of and recommendations in the playbook. The full draft was reviewed by the participants before it was submitted to other cities, city networks, disinformation experts, and other levels of government for pressure testing.

The main objective of this study is to empirically examine the role played by amenities in supporting growth and trade in Malaysia during the pandemic and post-pandemic recovery phases. The manufacturing sector has been an important factor in mitigating the negative impact of the pandemic. It has also been a positive driver of the country’s economic recovery. Transport, health and ICT-related amenities supported production, consumption, and trade activities during the pandemic and post-pandemic recovery periods.

Abstract:
This paper provides new empirical evidence of city amenities’ role in China’s internal migration using a unique city-level dataset. The results highlight the positive effects of city amenities such as education, public facilities, transportation, environment, and climate conditions in attracting migrant workers to cities. In our study, migrant workers are more likely to move to cities with better education, more public facilities, higher coverage of urban pensions, and a cooler climate with more precipitation. Moreover, they prefer to migrate and live in cities with larger service agglomeration and employment, higher average wages, more job opportunities, and lower house prices

9. Class and Space in Indian Cities

Abstract:
Indian cities have always been marked by stark class disparities and these have only become more pronounced in recent decades. Although academic literature has explored class relations (broadly) in Indian cities, there is a dearth of studies that rigorously explore class-space interactions. Given this, we use a socio-spatial methodology, a rigorous class scheme, and data from a spatially representative survey from Hyderabad and Mumbai that we specially designed to explore city spaces. We use three different notions of space: residence, work, and commuting, and present patterns that are not well-known for Indian cities. Along these three spatial dimensions, we show that class and space mutually determine each other. We show that in both cities, the class distribution varies across residential zones, and how a class fares depends upon its zone of residence. Class location also determines whether the work location of an individual is far from the residential location and the extent of commuting. We demonstrate considerable residential coexistence of classes in city neighborhoods. Apart from being an interesting feature of Indian cities, does this coexistence have any implications? We use an instrumental variable regression to show that class-based spatial integration results in higher economic development. Residents of mixed-class neighborhoods, particularly lower-classes, are less likely to be poor and more likely to be better educated, compared to their counterparts living in segregated neighborhoods. Based on this finding, we make a case for a more integrated and egalitarian restructuring of Indian city spaces.
